Vico Sotto says he won't run in 2028, begins third term as Pasig mayor

Pasig City Mayor Vico Sotto announced Monday that he will not run for any post in the 2028 polls.
'2028, hindi ako tatakbo. Ngayon pa lang sinasabi ko na sa inyo. Kaya malaya akong gawin kung anong tingin ko ang tama,' Sotto said during his inaugural address.
(I will not run in 2028. I'm telling you this now. That's why I'm free to do what I believe is right.)
He said his early announcement frees him from political pressure and allows him to fully focus on his mandate during his last term.
Now serving his third consecutive term as mayor — the maximum allowed under the Constitution — Sotto reiterated his commitment to continue pursuing policies and reforms he believes will benefit the city, regardless of political consequences.
He also extended an olive branch to his political rivals, saying he is open to cooperation for the city's progress.
'Hindi ninyo masasabi na may bahid ng politika. At 'yung hindi ko masabi noong campaign period, ngayon pwede ko na pong sabihin, sa lahat ng aming katunggali, we extend a hand of peace, we extend a hand of unity. Kung maaari, magtulungan tayo para sa ikagaganda ng ating lungsod,' he said.
(You can't say this is politically motivated. And what I couldn't say during the campaign period, I can say now: to all our opponents, we extend a hand of peace, we extend a hand of unity. If possible, let's work together for the good of our city.)
However, Sotto clarified that calls for unity do not mean ignoring past wrongdoings.
'Ngunit, kailangan may managot sa mga krimen na naganap,' he said.
(However, there must be accountability for the crimes that were committed.)
Sotto earlier said that he would continue to advance his good governance agenda

According to the President, there is much potential for cooperation with India that will mutually benefit the two countries' citizens. 'We intend to explore these potentials by charting a plan of cooperation across a broad spectrum of shared interests: from defense, trade, and investment, to health and pharmaceuticals, connectivity, agriculture, tourism, and many others,' he said. Upon his arrival in New Delhi, Marcos will proceed to a meet and greet with the Filipino community. Aside from meeting Indian leaders, particularly Prime Minister Narendra Modi, Marcos will also meet with India's business sector. The Philippine Constitution Association (Foundation) Inc. (PHILCONSA) has urged the Supreme Court to review the factual basis of its ruling on the impeachment of Vice President Sara Duterte, and expressed grave concern over the Court's imposition of new rules. In a statement released Sunday, PHILCONSA — through its chairman and retired Chief Justice Reynato Puno — said the Supreme Court should review 'with ultra care' its findings of facts, as he said the High Court is 'not a trier of facts,' and is mandated to interpret the law in cases where facts have already been established. 'We note that the cases at bar were directly filed in the Supreme Court. They involve highly contentious facts. These facts have not been fastidiously established in any trial court and affirmed by the Court of Appeals,' the statement read. 'We therefore urge the Supreme Court to review the salient facts it relied upon in its Decision to make sure the facts speak the truth, for only a Decision based on indubitable facts can stand time and its vicissitudes,' it added. The statement also expressed grave concern on the Supreme Court's reported imposition of seven new mandatory rules that should be followed by the House of Representatives in initiating an impeachment complaint. According to PHILCONSA, the rules imposed by the Supreme Court tilted the balance of power in its favor, as it gifted itself the power to determine the sufficiency of evidence and the reasonableness of time given to members of the House of Representatives to reach an independent decision. 'It runs counter to the advice that in interpreting the Constitution, the role of justices is to serve strictly as umpires. They should not act as pitchers or batters in favor of any party,' it said. 'The exercise of this new power which the Court gifted itself will border the anomalous when a member of the Court becomes a respondent in an impeachment case,' it added. The two concerns were the two same concerns raised by the House of Representatives, which they said would be the basis for the motion of reconsideration it would file with the Supreme Court. This comes as the Supreme Court, voting unanimously, deemed that the Articles of Impeachment against Duterte are barred for a year, ruling that these violate the right to due process. The High Court's ruling is in relation to the consolidated petition filed by Duterte, lawyer Israelito Torreon, and others seeking to declare the Articles of Impeachment against her as null and void. 'We call on the Supreme Court to avoid the political thicket, where there are too many unknowns and unknowables and thus avoid the tyranny of intangibles,' PHILCONSA said. 'Our Constitution is based on democracy and not on the monocracy of any branch of government. It will endure only if we are able to preserve the pristine principles of separation of power, checks and balances, accountability of officials, a public office is a public trust and the sovereignty of the people from whom all powers of government emanate,' it added. —KG, GMA Integrated News

Tito Sotto files bill proposing creation of Presidential Drug Enforcement Authority

Senate Minority Leader Vicente 'Tito' Sotto III has filed a measure proposing the creation of the Presidential Drug Enforcement Authority to strengthen the government's response against illegal narcotics and drug abuse. The proposed measure, the Presidential Drug Enforcement Authority Act, aims to amend Republic Act (RA) 9165 or the Comprehensive Dangerous Drugs Act of 2002. 'The law, as presently formulated, needs retrofitting, so to speak, like any structure or machine in constant use for 23 years now,' Sotto said in a statement Sunday. 'Supervision of enforcement activities is desirable to map out policies for more effective anti-illegal drugs campaigns,' he added. The bill seeks to dissolve the Philippine Drug Enforcement Agency (PDEA) and the Dangerous Drugs Board (DDB). Under the Presidential Drug Enforcement Authority, five bureaus will be formed: 1. Anti-Drug Enforcement 2. Anti-Drug Prosecution 3. Anti-Drug Prevention 4. Anti-Drug Rehabilitation 5. Anti-Drug Policy Formulation, Guidelines and Procedure The bill stated the existing powers of the PDEA on anti-drug enforcement will be exercised by the Philippine National Police Anti-Illegal Drugs Special Operation Task Force, the National Bureau of Investigation Anti-Illegal Drugs Task Force, the Bureau of Customs Task Group/Force in Dangerous Drugs and Controlled Chemicals, and the Narcotics Units of the Armed Forces of the Philippines, and their similar units. The proposed Presidential Drug Enforcement Authority will be under the Office of the President. Its secretary will be appointed by the President and will be responsible for the general administration and management of the agency. The bill also stated that the funds for the implementation of the Presidential Drug Enforcement Authority will be taken from PDEA and DDB's budget for the current fiscal year, and the General Appropriations Act thereafter. — Mariel Celine Serquiña/RF, GMA Integrated News
