Senate Minority Leader Vicente 'Tito' Sotto III has filed a measure proposing the creation of the Presidential Drug Enforcement Authority to strengthen the government's response against illegal narcotics and drug abuse.
The proposed measure, the Presidential Drug Enforcement Authority Act, aims to amend Republic Act (RA) 9165 or the Comprehensive Dangerous Drugs Act of 2002.
'The law, as presently formulated, needs retrofitting, so to speak, like any structure or machine in constant use for 23 years now,' Sotto said in a statement Sunday.
'Supervision of enforcement activities is desirable to map out policies for more effective anti-illegal drugs campaigns,' he added.
The bill seeks to dissolve the Philippine Drug Enforcement Agency (PDEA) and the Dangerous Drugs Board (DDB).
Under the Presidential Drug Enforcement Authority, five bureaus will be formed:
1. Anti-Drug Enforcement
2. Anti-Drug Prosecution
3. Anti-Drug Prevention
4. Anti-Drug Rehabilitation
5. Anti-Drug Policy Formulation, Guidelines and Procedure
The bill stated the existing powers of the PDEA on anti-drug enforcement will be exercised by the Philippine National Police Anti-Illegal Drugs Special Operation Task Force, the National Bureau of Investigation Anti-Illegal Drugs Task Force, the Bureau of Customs Task Group/Force in Dangerous Drugs and Controlled Chemicals, and the Narcotics Units of the Armed Forces of the Philippines, and their similar units.
The proposed Presidential Drug Enforcement Authority will be under the Office of the President.
Its secretary will be appointed by the President and will be responsible for the general administration and management of the agency.
The bill also stated that the funds for the implementation of the Presidential Drug Enforcement Authority will be taken from PDEA and DDB's budget for the current fiscal year, and the General Appropriations Act thereafter. — Mariel Celine Serquiña/RF, GMA Integrated News

OVP 2026 budget ‘feasible' sans confidential funds — Win Gatchalian

The proposed budget of the Office of the Vice President for fiscal year 2026 is 'feasible' as long as it has no confidential funds, Senate finance committee chairman Sherwin Gatchalian said Monday. At a press conference, Gatchalian said that he will be 'very strict' when it comes to the proposed confidential and intelligence funds under the 2026 national budget, stressing that it 'will no longer be free for all' and will only be limited to enforcement and intelligence agencies. 'From what I have seen, 'yung pinaka-contentious do'n ang confidential funds di ba? And for the 2025 budget wala na 'yun. In fact, bare bones na ang OVP budget, 'yung mga talagang kailangan nila sa kanilang operations and some projects ni Vice President,' the senator said. (From what I have seen, the confidential funds are the most contentious, right? And for the 2025 budget, the OVP no longer has that. In fact, the OVP budget is bare bones, and they only have a budget for their operations and some projects of the Vice President.) 'So, as long as wala na ang contentious items doon, which is the confidential funds, feasible naman ang budget ngayon ng OVP,' he added. (So, as long as the contentious items are gone, which is the confidential funds, the OVP budget is now feasible.) The proposed 2026 budget of the OVP, under the leadership of Vice President Sara Duterte, has increased by P170 million from the current fiscal year—-from P733 million to P903 million, according to spokesperson Ruth Castelo. Castelo also confirmed that the OVP will not be requesting any confidential funds for next year. 'No confidential funds. If they want to give, they want to give,' she explained. Last year, the House decided to reduce the budget of the OVP from the originally proposed P2 billion to P733 million amid Duterte's refusal to answer lawmakers' questions on OVP budget use, including confidential funds. The Senate retained the House-introduced budget cut despite calls from Duterte's allies to restore some of the OVP's proposed funding for social services. 'Golden age of transparency' Further, Gatchalian said that amid the public clamor for transparency and accountability, he will push to make more budget documents—-from the National Expenditure Program until it becomes the General Appropriations Act—-available online for the public to easily access it. 'Kung ikaw ay publiko at gusto mo i-analyze ang budget, makikita mo lang ang step 1 at 'yung last step. Pero hindi ko makikita 'yung i-step by i-step…dahil kulang kulang 'yung paga-upload ng documents,' he said. (If you want to analyze the budget, you can only see step 1 and the last step. But you can't see it step by step because not all documents are being uploaded.) 'So, ire-require namin ngayon ang DBM to go one step further. (So, we will now require DBM to go one step further. They have a budget preparation form 201 which contains the budget requests of all agencies. We will now request for it to be uploaded to the website so that the people will know how much the agencies are requesting us.) Transparency and accountability. — Win Gatchalian (@WinGatchalian74) August 4, 2025 The chairman of the Senate committee on finance also said that they will request the House of Representatives to upload their version of the General Appropriations Bill (GAB) on their website and send a digital format to the Senate. He said the Senate will also do the same for its own version of the bill. The reconciled version by both chambers will likewise be uploaded online so that the public can scrutinize the changes in the budget before it gets delivered to Malacañang for the President's signature. —AOL, GMA Integrated News

Palace says Congress' power of purse should not be abused

''Hindi po dapat abusuhin iyong sinasabing power of the purse at maraming magkaroon... kung mayroon mang insertions at hindi mapapakinabangan na tunay," Castro said. Congress's power of the purse should not be abused, Malacañang said on Friday, adding that President Ferdinand "Bongbong" Marcos Jr. didn't want congressional insertions that will not benefit the public included in the proposed general appropriations law. Palace Press Officer Usec. Atty. Claire Castro made the remark when asked to react to President Francis "Chiz" Escudero, who stated that the executive branch's National Expenditure Program was subject to changes during the budget process in Congress. ''Hindi po dapat abusuhin iyong sinasabing power of the purse at maraming magkaroon... kung mayroon mang insertions at hindi mapapakinabangan na tunay," Castro said. "Iyan lamang po ang gusto ng Pangulo, kaya gusto niya maging malinis at budget at hangga't maaari iyong bicam conference with regard to the conference dito sa budget, 2026 budget ay bukas sa publiko,'' she added. (The power of the purse should be abused. The President doesn't want insertions that will not benefit the people. The President wants a transparent budget, and as much as possible, the bicameral committee conference on the budget should be open to the public.) Castro said the President and the Cabinet secretaries were involved in the exhaustive preparation of the NEP. "At kung numan po ang nabuo dito, ibig sabihin po, iyan po ang dapat na paglalaanan ng pondo,'' Castro said. (Whatever was mentioned here should be allotted funds.) The NEP or the President's budget is submitted to the Senate and the House of Representatives at the start of the appropriations process. It is the basis of Congress's budget hearings to craft the General Appropriations Act, or the national budget for the following year. Marcos, in his State of the Nation Address (SONA 2025) on Monday, said he would return a general appropriations bill that was not in line with the NEP. Escudero said the NEP was not set in stone. 'Ang panukalang budget ay nanggagaling hindi lamang sa executive pero pati sa Kongreso. Hindi naman porket binalangkas ng executive lahat 'yun ay tama na. Hindi naman porket binalangkas ng executive lahat 'yun ay hindi na pwedeng baguhin at tila nakaukit na sa bato,' Escudero said. (The proposed budget comes not only from the executive but also from Congress. Just because it was the executive that outlined everything, all of those are already right and cannot be changed.) (What should be changed, must be changed because the President's cabinet secretaries themselves are asking Congress for an increase or change in their respective budgets. So maybe the President should also tell his secretaries that when the DBM submits a budget for their department, they should stop asking for an increase because the source for that increase will be obtained from the budget of another agency.) Escudero has denied claims that there are billions of pesos worth of insertions in the 2025 national budget. He said the reports were part of a 'demolition job' in connection with his earlier bid to retain his Senate presidency post. Marcos, in his SONA, said that the government would operate under a reenacted budget in 2026 as he warned that he would veto a proposed budget bill that would not be in harmony with his administration's programs and priorities. –NB, GMA Integrated News
