In a move to maintain campus cleanliness and curb vandalism during Delhi University Student Union (DUSU) elections, the University of Delhi has issued new guidelines.The notification, released on Friday, focuses on discipline, accountability, and adherence to legal standards, based on acts, court orders, and Lyngdoh Committee recommendations.KEY MEASURES TO PREVENT DEFACEMENTStudents must now submit an anti-defacement affidavit at admission, similar to anti-ragging declarations. Colleges will organise orientation programmes on discipline and protecting public property during campaigns.Two 'walls of democracy' will be designated per institution for campaign posters. An online portal at both university and college levels will allow students to report violations.PENALTIES AND ACCOUNTABILITY FOR CANDIDATESEach candidate must sign a Rs 1 lakh bond when filing nominations, pledging not to deface property. False name use must be reported to police within 24 hours.Violations can lead to fines of up to Rs 25,000, suspension, rustication, expulsion, or disqualification. Campaigning restrictions ban posters, rallies, roadshows, loudspeakers, and vehicles. Electronic outreach is encouraged.NAME VERIFICATION RULESCandidates can only use names from secondary and senior secondary certificates, with changes allowed only via official government processes.MONITORING AND ENFORCEMENTEach college will form a 'College Committee for Prevention of Defacement of Property' while a university-level committee will monitor compliance.Candidate debates will be hosted and uploaded online. Outsider entry will be strictly controlled with possible biometric checks.RESTRICTIONS ON DUSU OFFICE-BEARERSOnly three venues -- Conference Centre, Shankar Lal Hall, and Room No. 22 at the Arts Faculty -- can be booked for official events with approval.Booking guest houses or hostels is prohibited.LEGAL BACKING AND CONSEQUENCESThe rules align with the Prevention of Damage to Public Property Act, 1984, Delhi Prevention of Defacement of Property Act, 2007, and court directives.The Election Committee will ensure strict compliance.- Ends

New Delhi, Aug 13 (PTI) Delhi Chief Minister Rekha Gupta has asserted that development work in the national capital will not be hindered by financial constraints, as she directed all department heads to ensure timely completion of projects, officials said on Wednesday. The chief minister earlier this week held a special meeting with the heads of all departments to review the progress of the ongoing development projects, public service initiatives, and administrative reforms, an official statement said. During the meeting, Gupta directed the department heads to ensure that the ongoing development projects across Delhi are completed on schedule, with continuous monitoring by responsible officials, it said. She stressed that the capital's progress towards a 'Developed Delhi" will not be impeded by financial constraints, noting that the Delhi government has an adequate budget while the Central government is also providing full support. The chief minister also directed that the e-office system be strengthened and utilised to its full potential, stressing that no development work should face obstruction under any circumstances. She issued clear directives that all capital projects outlined in the budget must be implemented without any delay, and their progress reviewed regularly. Senior officials must continuously monitor these initiatives and take immediate, effective action to resolve any issues, the chief minister said. She highlighted that the Delhi government has passed a record budget of Rs 1 lakh crore to ensure that no project faces financial constraints. Gupta added that she will continue to review the projects regularly to ensure their timely completion. She also expressed satisfaction with the success of the digital governance system, and emphasised promoting it further, along with ensuring the full implementation of the e-office system. Noting that 119 out of the 199 departments have adopted the system, she asked the remaining ones to join the e-office system immediately to ensure complete digitalisation of offices. The chief minister also stressed the active participation of all the departments in the 'Kude Se Azadi' campaign being run in August. Gupta also instructed the department heads to prioritise tasks related to representatives or ministers of the Central or Delhi governments, legislators, etc., as their work is linked to public interest. She said all department heads should prioritise renovation of their office premises so that the work environment is appropriate and people do not face any inconvenience. Aizawl, Aug 13 (PTI) Mizoram's lone Lok Sabha MP Richard Vanlalhmangaiha has urged the Border Roads Organisation (BRO) to expedite the ongoing projects and resolve land acquisition issues in the state, an official statement said on Wednesday. During a meeting with BRO Director General Lt. Gen. Raghu Srinivasan in New Delhi on Tuesday, Richard urged him to expedite the construction of roads and other development infrastructures currently being undertaken by the organisation across the state, the statement added. He requested the BRO director general to take steps to ensure that construction of concrete bridges, which has been halted for some time, is resumed, it said. The MP also sought the director general's intervention in resolving the pending land acquisition issues in Lawngtlai, Siaha, and Champhai districts, it said. He urged the BRO chief to immediately release the pending additional compensation amounting to Rs 82 lakh in connection with the ongoing construction of Tipa-Laki-Lope-Lopu (LTTT road) project in the southern part of the state. In response, Srinivasan informed Richard that immediate action will be taken to ensure that the ongoing and upcoming projects are executed, the statement added. He also assured that pending compensation for LTTT road and land acquisition issues in the three districts will be resolved soon. Srinivasan said he would visit Mizoram and personally inspect the ongoing projects, the statement added. Mumbai: Social activist Anjali Damania on Wednesday demanded that former Maharashtra minister and NCP MLA Dhananjay Munde vacate his official bungalow in Mumbai within 48 hours and claimed he owes Rs 46 lakh to the state government for using the residence. Damania warned if Munde fails to vacate the bungalow, 'Satpuda', and pay Rs 46 lakh in pending dues, she will send a legal notice to the state government. "Munde had claimed earlier that he did not own a house in Mumbai, but his 2024 election affidavit mentions a flat at Girgaum Chowpatty which is currently not in use. It is, therefore, wrong for him to continue occupying the official bungalow. He should also pay the full rent amount of Rs 46 lakh," she told reporters here. Munde's resignation in early March came in the backdrop of the arrest of his key aide in connection with the chilling murder of a village sarpanch in Beed district in December. Munde had previously said he could not leave the bungalow as he did not have another place to stay in Mumbai. However, Damania pointed out that the NCP leader's 2024 election affidavit referred to a flat in a building named 'Virbhavan', measuring 2,151 square feet, which appeared to be a four-bedroom apartment. The activist argued that as per law, Munde must vacate the government bungalow immediately as he is no longer a cabinet minister. Damania said she would send a legal notice to the state government over the issue. If Munde failed to comply within 48 hours, she said she would question the government's inaction and press for recovery of the dues along with his eviction from the bungalow. Sources close to the former state minister maintained that his current home in Mumbai is under renovation and hence he has requested the government to allow him to stay in the official bungalow till the work is completed.
