Kota Kinabalu: Parti Warisan demanded the State Water Department take full responsibility for the water shortages plaguing Universiti Malaysia Sabah (UMS) and nearby areas, dismissing its recent claims as irresponsible finger-pointing. 'The Department's attempt to blame UMS for pump and meter failures is misleading and unacceptable. This is a systemic failure, students are suffering and communities from Tuaran to Sepanggar are equally affected. The Department must stop making excuses and act immediately,' said Kalabakan Division Chief Sarifuddin Hata, in a statement, Tuesday. The rebuke follows the Departments' statement attributing disruptions to internal campus infrastructure, which UMS Vice Chancellor Prof Datuk Dr Kasim Mansor called an insult to students forced to protest over unmet basic needs. Kasim was quoted as saying that the root cause is the Department's inadequate supply, exacerbated by low water pressure in hilly areas and skewed distribution favouring low-lying zones despite UMS housing the main R13 storage tank. Warisan urged the State Government to intervene, warning that scapegoating the university only deepens public distrust while solving nothing. 'We stand with UMS and all affected residents. Clean water is a right, not a privilege,' said Sarifuddin, who is also Merotai Assemblyman. Meanwhile, the National Consumer Foundation Malaysia (Yayasan Pengguna Negara Malaysia, YPNM) Sabah Chapter demanded a public apology from the Water Department (JANS). YPNM Sabah Chairman David Chan said JANS' statement was misleading and damaging to UMS, a respected institution of higher learning with thousands of students and academic staff. 'To shift the blame to UMS by alleging internal pumping failures without proper consultation or technical verification is simply irresponsible,' he said, in a statement. Chan said UMS employs a team of qualified engineers and technical experts, many holding Master's and doctoral degrees, who are more than capable of diagnosing system issues. 'To suggest otherwise is a dismissive and disrespectful act that undermines the university's credibility,' he said. Chan called on the JANS Director to withdraw the claim and issue a public apology to UMS students, faculty and administration. Water Supply At UMS Stabilises After Misunderstanding Resolved
Deputy Chief Minister III Datuk Shahelmey Yahya KOTA KINABALU, June 5 (Bernama) -- The water supply disruption plaguing Universiti Malaysia Sabah (UMS) was caused by a misunderstanding between the university and the Sabah Water Department (JANS) regarding the existing indicator at the R13 water tank. Deputy Chief Minister III Datuk Shahelmey Yahya, who is also the State Works Minister said the issue is currently being addressed, and the current indicator would be replaced with a digital version within a week. 'A series of discussions between JANS and UMS, coordinated by the Sabah Works Ministry, as well as site visits to UMS have been conducted to resolve the water issue. We concluded that the water supply was not efficiently channelled due to a misunderstanding. 'However, this has been effectively resolved, and based on continuous monitoring since mid-May, the water supply at UMS has remained stable to date,' he said in a press conference, here today. Shahelmey said to address external constraints such as water theft, incomplete pipeline installations, and other factors, JANS and UMS have been urged to work more closely to resolve or minimise water supply issues. 'Through these discussions, JANS and UMS have agreed to cooperate, both in technical and communication aspects. JANS is also committed to ensuring that the volume of water entering the R13 tank remains sufficient and consistent, and will work with UMS on pump operations. 'Additionally, UMS must ensure that internal water distribution within the campus is well managed. JANS is also prepared to offer guidance and support in handling the university's internal water distribution if needed,' he said. Meanwhile, on the Telibong II pipeline project, Shahelmey said the Sabah government through JANS, is currently undertaking pipe installation works under phase II of the project. The project is expected to be completed by early July and will serve the Sepanggar and Northern Kota Kinabalu areas. 'It is hoped that once the pipe installation is complete, water distribution to Sepanggar and Northern Kota Kinabalu will improve and water supply issues will be minimised,' he said. At the same time, Shahelmey said the Urgent Water Supply Scheme (UWSS) project at the Kasigui Penampang water treatment plant, which was originally scheduled for completion in April, has been delayed due to several issues, including unpredictable weather since early this year. 'It should have been operational by now, but there have been constraints. However, I have been informed that it is expected to be fully completed by early July. PM files appeal notice against decision on legal questions referral

Anwar's lawyer, Datuk Seri K. Rajasegaran, when contacted, confirmed the filing of the notice by Messrs Zain Megat & Murad. Advertisement 'The notice of appeal was filed immediately after the proceedings ended yesterday. We hope to secure a hearing date before June 16,' he said. Yesterday, High Court judge Roz Mawar Rozain dismissed Anwar's bid to refer the eight legal questions after finding that none of the articles of a Federal Constitution (FC) cited by Anwar's legal team give rise to any real, substantial or justiciable question of constitutional law requiring determination by the Federal Court under Article 128(2) of the FC or Section 84 of Courts of Judicature Act 1964. On May 23, the Prime Minister filed the application to refer the eight legal questions, which also include whether, under Articles 39, 40 and 43 of the Federal Constitution, a sitting Prime Minister enjoys limited immunity from lawsuits concerning allegations of personal conduct that occurred before his appointment. The legal questions relate to a lawsuit filed by Anwar's former research assistant, Muhammed Yusoff Rawther, concerning an alleged sexual assault seven years ago. However, the Attorney General's Chambers on Jan 14, 2020, announced that it would not pursue the matter further, citing insufficient evidence and contradictions of material facts that could not support the prosecution of any person under Section 354 of the Penal Code.
