Kuwait Launches New Tax On Multinational Companies, Overhauls State Property Regulations

Kuwait has rolled out new tax regulations targeting multinational corporations and introduced sweeping reforms to the management of state-owned properties, the Ministry of Finance announced Monday.
The measures, which is part of the country's New Kuwait 2035 vision, aim to support the government's efforts to achieve fiscal sustainability, diversify income sources, and align with international tax standards.
The newly implemented framework includes the adoption of a Domestic Minimum Top-up Tax (DMTT), a supplementary tax mechanism falling under Pillar Two of the OECD's global tax reform agenda, which seeks to establish a minimum effective tax rate for large multinational corporations worldwide.
In a statement released on Monday, the Ministry explained that the executive regulations are intended to clarify the law's provisions, define procedures and implementation mechanisms, and enhance transparency in line with internationally recognized standards.
Minister of Finance and Minister of State for Economic Affairs and Investment Noura Al Fassam hailed the regulations as a 'major milestone' in Kuwait's economic reform journey, noting their significance in promoting tax equity and a fairer investment climate.
She emphasized that the legislation reflects Kuwait's ongoing efforts to reduce its dependency on oil revenues and establish a more diversified and resilient economic model.
Preliminary projections estimate that the new tax could generate approximately KD250 million annually, providing a significant boost to the state's fiscal capabilities.
To support implementation, the Ministry of Finance will organize a series of awareness workshops for stakeholders and regulatory authorities in the coming weeks. Dates for these sessions will be announced soon.
In a related development, the Ministry also issued Ministerial Resolution No. 54/2025, amending regulations on the use of state-owned properties and service fees initially set under Resolution No. 40/2016.
According to Minister Al Fassam, the revised rules aim to strike a balance between public interest and fair access for individuals and institutions using public assets. The amendments cover a range of facilities, including chalets, rest houses, shopping malls, cooperative societies, banks, warehouses, sports clubs, schools, and hospitals.
The new regulations include stabilizing agricultural land prices to support food security and boost local agricultural production, a move the Ministry said was based on comprehensive studies of Gulf and international pricing benchmarks.
Al Fassam added that the revised fees and valuation models remain lower than GCC averages, reflecting Kuwait's unique social and economic conditions. The goal, she stressed, is to ensure equal opportunities while strengthening the state's non-oil revenue base in a sustainable and transparent manner.

Beyon reported net profit attributable to equity holders of BD17.2M (US$45.6M) for Q2 2025, a 13% decrease from BD19.8M (US$52.5M) reported for the corresponding quarter of 2024. The YoY decline in net profit attributable to equity holders is mainly due to additional taxes from the application of Domestic Minimum Top-Taxes ('DMTT'), effective 1 January 2025, and acquisition charges associated with the acquisitions completed in 2024. Earnings per share (EPS) are 10.4 fils for the second quarter of 2025, compared to 12.0 fils in Q2 2024. Second quarter Total comprehensive income attributable to equity holders in Q2 2025 was reported at BD26.7M (US$70.8M), a 53% increase from BD17.4M (US$46.2M) in the second quarter of 2024, mainly due to favorable foreign currency translation differences and investment fair value changes. Operating profit in Q2 2025 of BD28.5M (US$75.6M) is in line with BD28.5M (US$75.6M) reported in Q2 2024. EBITDA stands at BD46.9M (US$124.4M) in Q2 2025 compared to BD45.2M (US$119.9M) in Q2 2024, an increase of 4%. The company maintained a healthy EBITDA margin of 37% in Q2 2025. Revenues for the second quarter of 2025 increased by 11% to BD125.3M (US$332.4M) compared to BD112.5M (US$298.4M) in Q2 2024. Six months For the first six months of 2025, net profit attributable to equity holders of the company of BD35.3M (US$93.6M) decreased by 9% compared to BD38.6M (US$102.4M) in 2024, mainly due to DMTT and acquisition related charges. Earnings per share (EPS) are 21.3 fils for the period compared to an EPS of 23.3 fils for H1 2024. Total comprehensive income attributable to equity holders of the company decreased by 32% from BD57.1M (US$151.5M) in H1 2024 to BD38.6M (US$102.4M) in H1 2025 mainly due to investment fair value changes. Operating profits decreased by 2% from BD55.6M (US$147.5M) in H1 2024 to BD54.5M (US$144.6M) in H1 2025. However, EBITDA increased by 3% from BD89.2M (US$236.6M) in H1 2024 to BD92.3M (US$244.8M) in H1 2025. The company maintained a healthy EBITDA margin of 38% in H1 2025. Revenues for the first six months of the year of BD242.8M (US$644.0M) increased by 9% from BD222.9M (US$591.2M) of revenues in H1 2024, mainly due to increases in mobile, fixed broadband, wholesale and digital services. Beyon was able to grow its overall customer base by 6% YoY with a 7% and 3% increase in mobile and broadband subscribers respectively. Cash dividend The Board of Directors approved an interim cash dividend for shareholders of 13.5 fils per share or 13.5% of paidup capital for the six-month period of 2025. This is in line with the 2024 interim dividend payment and the Board of Directors' commitment to continuously deliver strong returns to shareholders. TDT | Manama A new national initiative will evaluate how public and private institutions in Bahrain support young people, marking a strategic shift toward embedding youth-focused policies into organisational structures. Announcing the launch of the 'Daem Al Shabab' (Youth Support) initiative, Youth Affairs Minister H.E. Rawan bint Najeeb Tawfeeqi said the effort is part of a wider national strategy that aims to empower Bahraini youth through structural reform and targeted engagement. The initiative was developed in line with the directives of His Highness Shaikh Nasser bin Hamad Al Khalifa, Representative of His Majesty the King for Humanitarian Works and Youth Affairs and Chairman of the Supreme Council for Youth and Sports. Rewriting the Playbook 'Daem Al Shabab' introduces a formal classification system that assesses institutions on their youth empowerment efforts. Institutions will be evaluated using clear criteria based on their performance in employment, training, decision-making inclusion, and talent development. Those that lead in applying the highest standards will be placed in the Gold Category, while others that show clear commitment and contribute tangible results will be recognised in Category II. Minister Tawfiqi said the initiative is an extension of the Ministry's work to strengthen partnerships, encourage sustainable engagement, and open new pathways for youth involvement in all sectors. She described it as a means of institutionalising youth participation and ensuring it becomes a permanent feature of national progress. Incentives and Reform The classification aims to create a positive, competitive environment that motivates institutions to raise their standards. Distinguished organisations will receive incentives and special benefits in cooperation with the initiative's partners. Faisal Isa Alkhayyat, Director of Policy and Strategic Planning at the Ministry, presented the criteria.
