Blanco is new Philippine Marine Corps Commandant
Major General Vicente Blanco III was formally welcomed by the Philippine Navy as the 37th Commandant of the Philippine Marine Corps in Taguig City.
The donning of ranks and assumption of command ceremony was presided by Vice Admiral Jose Ma. Ambrosio Ezpeleta, the head of the Philippine Navy on July 4, 2025, at Marine Barracks Rudiardo Brown, Naval Station Jose Francisco.
Ezpeleta expressed 'full confidence' in Blanco's leadership, underscoring his trust in the newly installed Commandant to empower the Marines, officers, enlisted personnel, and civilian human resources under his command.
'From this moment forward, you are in charge of leading the Philippine Marine Corps in a dynamic global security environment. As you take the helm, sustain its transformation under the Active Archipelagic Defense Strategy and sharpen the Corps into a force that is not only the most ready, but also the most relevant—whether on land, at sea, or in the littorals,' Ezpeleta said.
Blanco is a member of the Philippine Military Academy 'Sambisig' Class of 1991, graduating 12th out of 218 cadets. A distinguished and combat-hardened marine officer, he has led marine forces in deployments in Sulu, Palawan, Tawi-Tawi, and Quezon, to his command of the 4th Marine Brigade, and most recently, his service as Deputy Commandant of the PMC. —RF, GMA Integrated News

PH Navy not part of fisherfolk aid missions but assures presence in WPS — PN spox
While not deployed with the Bureau of Fisheries and Aquatic Resources (BFAR) and Philippine Coast Guard (PCG) in fisherfolk support missions, the Philippine Navy assured the public that it remains present and ready to respond in the West Philippine Sea (WPS). At a press conference on Tuesday, Rear Admiral Roy Vincent Trinidad, Navy spokesperson for the WPS, said the Kadiwa para sa Bagong Bayaning Mangingisda program is primarily a law enforcement activity of BFAR and the PCG. 'Let's first be very clear on this: the mission of the Philippine Coast Guard and BFAR was to support our fisherfolks through the conduct of the Kadiwa… That is a law enforcement support operation,' he said. Trinidad clarified that the Armed Forces of the Philippines have a different mission in the disputed waters. 'The AFP, the Philippine Navy and the Philippine Air Force regularly conduct maritime patrol operations and air surveillance flights in Bajo de Masinloc, the Northern Islands, Benham Rise. There is no conflict in both statements. We have our respective mandates to perform," he said. The Navy official maintained the military has not abandoned its posts in the country's maritime territories. 'Not only the Philippine Navy, the Philippine Air Force, the AFP has never left the vicinity of Bajo de Masinloc, the Northern Islands, Benham Rise and even Kalayaan Island Group," Trinidad said. When asked about possible worst-case scenarios following recent incidents at sea, Trinidad said contingency plans are in place across the full range of possible conflicts. 'When we do contingency planning, we look at the entire spectrum of conflict from peace to crisis to wartime. Each possible scenario has different contingency measures in place," he noted. He also dismissed assumptions that the AFP would not respond if Filipino vessels were endangered. 'It is a universal mandate. The spirit of any sea-going individual, any professional organization is to extend assistance to any person requiring help in the ocean, in the maritime domain regardless of country, regardless of flag. And we have proven that in the past, not only for our Filipino citizens.' Trinidad noted that China's activities in the WPS tend to ease when foreign navies are present during multilateral activities. "Napansin namin na walang agresibong aksyon tuwing may presensya ng mga banyagang warship sa ating maritime domain," he said. (We observe there are no coercive and aggressive actions each time there are foreign warships in our maritime domain.) Moreover, he said the AFP is expanding its role beyond traditional domains to prepare for modern defense challenges. 'We are now looking into, not only sea, air and land. We have activities that cover cyber, undersea, not only kinetic warfare but also support and sustainment… covering all the details of a modern military," he added. — RF, GMA Integrated News

Brawner calls out China for violating deal from 2012 Scarborough Shoal standoff
Armed Forces of the Philippines (AFP) chief General Romeo Brawner Jr. called out China Tuesday for sending a warship to Scarborough Shoal, saying that it violated the deal created after the standoff in the area in 2012. 'Hindi ba nagkaroon po ng standoff noong 2012, kung maalala ninyo. Ang usapan is aalis ang Philippine Navy at Chinese Navy. Tayo, umalis tayo. Sumunod tayo sa usapan,' Brawner said in an ambush interview during the 124th Police Service Anniversary Celebration at Camp Crame, Quezon City. (There was a standoff in 2012, if you remember. The deal was that the Philippine Navy and the Chinese Navy would leave. We left. We followed the agreement.) 'Hindi sila sumunod. So it's really a violation of the agreement that we had in 2012,' he added. (China didn't follow. So it's really a violation of the agreement that we had in 2012.) While acknowledging the order of President Ferdinand 'Bongbong' Marcos Jr. to keep the moral high ground, Brawner said the deployment of a Chinese warship in Scarborough is a different matter. 'Tayo we keep the moral high ground. Iyan po ang utos ng ating Pangulo. And we do not do aggressive tactics so hinahayaan natin ang China. Puwede tayo mag-protesta,' Brawner said. (We keep the moral high ground. That is the order of our President. And we do not do aggressive tactics so we let China go. We can protest.) . 'Pero sa ngayon, nandoon na yung navy nila, ibang usapan na iyon,' he added. (But now, their navy is there, that is another matter.) Standoff In April 2012, Manila and Beijing were locked in a dangerous standoff at the shoal when Chinese vessels prevented Philippine authorities from arresting Chinese fishermen allegedly poaching in the area. Since then, China has beefed up its presence in the area and barred Philippine authorities and Filipino fishermen access. Brawner said the AFP is set to have a meeting with Marcos and the Philippine Coast Guard (PCG) to discuss the next steps and tactics to address China's actions restricting Philippine vessels from Scarborough Shoal, also called Bajo de Masinloc or Panatag Shoal. Among the possible options are organizing a joint sail with other countries and the deployment of a Philippine warship to Scarborough Shoal, according to the AFP chief. On Monday, the PCG as well as the Bureau of Fisheries and Aquatic Resources (BFAR) headed to Bajo de Masinloc to distribute aid to local fishermen as part of the Kadiwa program. However, several Chinese vessels reportedly harassed Philippine vessels by using water cannon, performing dangerous maneuvers, and shadowing. The PCG said PLAN 164 and China Coast Guard (CCG) vessel 3104 collided while they were chasing PCG's BRP Suluan. The CCG vessel sustained substantial damage, rendering it unseaworthy, according to the PCG. The flagpole of the PCG vessel was also damaged. Chinese Foreign Ministry spokesperson Lin Jian on Monday maintained China's claim to the WPS, saying that it had to do what is 'necessary to safeguard our territorial sovereignty and maritime rights and interests in accordance with the law.' 'The Philippines' moves seriously infringed upon China's sovereignty and rights and interests, and seriously harmed peace and stability at sea. These moves are of a malign nature,' the Chinese Foreign Ministry said. 'China urges the Philippines to stop the infringement and provocative activities at once and refrain from challenging China's firm resolve to safeguard our lawful rights and interests,' he added. Scarborough Shoal is located 124 nautical miles off Masinloc, Zambales, and is considered within the Philippines' 200-nautical-mile exclusive economic zone (EEZ). Tensions continue as Beijing claims almost all of the South China Sea, a conduit for more than $3 trillion of annual shipborne commerce, including parts claimed by the Philippines, Vietnam, Indonesia, Malaysia, and Brunei. Parts of the South China Sea that fall within Philippine territory have been renamed by the government as West Philippine Sea to reinforce the country's claim. The West Philippine Sea refers to the maritime areas on the western side of the Philippine archipelago including Luzon Sea and the waters around, within and adjacent to the Kalayaan Island Group and Bajo de Masinloc. In 2016, the Permanent Court of Arbitration in the Hague ruled in favor of the Philippines over China's claims in the South China Sea, saying that it had "no legal basis." China has refused to recognize the decision. — RSJ, GMA Integrated News

Suspected underwater drone recovered off Pangasinan waters
An alleged underwater drone has been recovered by local fishermen off Bolinao, Pangasinan waters, according to the Philippine Coast Guard (PCG) on Friday. In a statement, PCG spokesperson for West Philippine Sea Commodore Jay Tarriela said the suspected underwater drone was obtained 149 nautical miles northwest off Bolinao on Wednesday. 'On August 6, 2025, while engaged in fishing approximately 149 nautical miles northwest off Bolinao, Pangasinan, the fishermen observed a floating orange object believed to be an underwater drone,' Tarriela said. He said the fishermen, upon returning to port, reported the sighting of the object to the Coast Guard Substation Infanta and submitted a notarized affidavit detailing their discovery. The suspected underwater drone measures around 160 centimeters in length and 20 inches in width and weighs around 100 kilograms, according to Tarriela. Photo: PCG @gmanews — Joviland Rita (@jovilandxrita) August 7, 2025 He said the suspected underwater drone was surrendered to the appropriate authorities for further investigation and analysis. As of May, at least six underwater drones have been found in Philippine waters. Philippine Navy spokesperson for the West Philippine Sea Rear Admiral Roy Vincent Trinidad earlier said that China possibly deployed some of the recovered submersible drones. 'There is a 55 to 80% likelihood that these were deployed by the Chinese Communist Party,' he said. According to Trinidad, the Philippine Navy has the results for the submersible drones found in Ilocos Norte, Calayan Island, and Misamis Oriental. Many components of these items were made in China. National Security Council (NSC) spokesperson Jonathan Malaya called the development 'alarming,' as the underwater drones were used for intelligence purposes. 'These are alarming because, as mentioned by [National Maritime Council spokesperson Undersecretary Alexander Lopez], these are used for intelligence purposes,' Malaya said. 'So this really shows the extent of the operations in the Philippines. We have arrested several, more than 10 agents, Chinese agents in the Philippines, doing different types of espionage activities. And now we have this equipment being used also for intelligence,' he added. —VAL, GMA Integrated News
