DGHR organises ‘Community Change Lab' to advance ‘Year of Community' objectives

Aligning with the declaration of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, designating 2025 as the 'Year of Community', the Dubai Government Human Resources Department (DGHR), represented by the Strategy and Excellence Department, organised the 'Community Change Lab' initiative. The innovative venture explored proposed mechanisms and solutions to prepare qualified human capital and encourage their participation in both social and institutional ventures, upholding the objectives of the 'Year of Community', aimed at promoting social unity and sustainable development. The lab convened officials from the Community Development Authority, Dubai Women Establishment, and Dubai Sports Council, along with representatives from the private sector and leading experts from various fields. It also facilitated discussions on key themes and showcased high-impact ideas, which can enhance the community's role in fostering integration across diverse social groups. H.E. Abdullah Ali bin Zayed Al Falasi, Director General of the Dubai Government Human Resources Department, commended the productive collaboration among relevant government entities for this venture, which aligns with the objectives of the 'Year of Community' as well as DGHR's vision to establish a cohesive institutional framework that promotes harmony and integration within the government system, ultimately benefiting individuals, institutions, and society. H.E. said: 'The 'Year of Community' represents a national call to strengthen social solidarity and cohesion, while expanding community participation in building a prosperous future. We believe that national talents are key drivers of institutional social change and sustainable development. In line with this vision, we have organised the 'Community Change Lab' initiative to develop innovative, actionable solutions based on community-centric innovation. It can also enhance the resilience of our government institutions, creating an environment that empowers individuals to actively engage and contribute to change, supporting Dubai's forward-looking humanitarian and social agenda. This is why we emphasize the importance of the 'Innovation Club' launched by the department as an open platform for all those involved in innovation and development within government institutions. It plays a vital role in empowering their efforts and ambitions to drive positive change and foster a culture of community-driven innovation, ultimately contributing to sustainable development.' The lab focused on four core themes to help forge a more resilient future that embraces positive transformation, welcomes all segments of society, and affirms the role of individuals in advancing sustainable social development, upholding DGHR's visionary goals. These include the Policies and Systems pillar, aimed at developing inclusive policies and legislation, empowering all segments of society, specifically employees, people of determination, women, retirees, and job seekers, while ensuring the sustainability of social impact; the Empowerment and Capacity Building pillar for designing training programs, which can enhance the skills of target groups, enabling their effective participation in community initiatives and supporting institutional integration. In addition, the Digital Empowerment and Artificial Intelligence pillar explored the role of digital solutions and AI technologies in delivering innovative services that promote inclusion and stimulate engagement. Meanwhile, the Social Participation and Partnerships pillar focused on boosting cooperation between the public and private sectors, as well as the broader community, to launch innovative ventures which can strengthen social integration, empower women, and support people of determination and retirees through sustainable partnerships. The Community Change Lab served as a unique platform to transform strategic visions into tangible initiatives, aligning with DGHR's innovative approach, which prioritises human capital investment as a means to drive sustainable development. Moreover, the entity's ongoing efforts contribute to empowering all segments of society, including women, people of determination, retirees, and job seekers, while fostering active engagement and strengthening social cohesion.

Sheikh Mohammed approves major project at Mina Al Hamriya port

His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, visited Mina Al Hamriya on Tuesday to review progress on the port's ongoing development and its expanding role in advancing regional and global trade. 'We're transforming our ports into dynamic gateways that not only connect the world and accelerate the flow of goods but also drive innovation and opportunity. Our goal isn't just to compete, but to lead global trade with a transformative vision and new standards. We want Dubai to be the first choice for traders, the trusted route for commerce, and the most dynamic hub in the world's supply chains,' Sheikh Mohammed said. During the tour, Sheikh Mohammed was briefed on the port's strategic role in supporting the UAE's food security and facilitating trade across the Arabian Gulf, particularly in perishables and livestock. DP World officials also outlined future infrastructure plans to meet surging regional demand. The Vice President also approved a major project at Mina Al Hamriya involving the construction of a 700-metre quay with a 12-metre draft, designed to accommodate larger vessels and expand the port's cargo-handling capability. These developments build on the port's 2024 expansion, which added 1,150 metres of quay wall and significantly boosted berthing capacity. The port now handles a growing mix of steel vessels, breakbulk cargo, RoRo, containers and traditional wooden dhows – preserving its legacy while embracing modern logistics. The port now offers a total of nearly 6.4 million sq ft of storage space, up from 3.4 million, supporting Dubai's growing trade ambitions. Sultan Ahmed Bin Sulayem, Group Chairman and CEO of DP World, said, 'Mina Al Hamriya has been a vital part of Dubai's trade sector for many decades, and we are committed to investing in the port's growth while preserving its rich maritime heritage. This new expansion project will ensure Mina Al Hamriya continues to support our national economic vision while strengthening trade and food security across the region.' Once a local hub for wooden dhows, Mina Al Hamriya now handles a range of commodities with key markets in neighbouring countries. It remains a critical gateway for fruits and vegetables as well as livestock, with imports expected to reach 1 million head of cattle in 2025. Since last year's upgrade, the port has also registered an 11% increase in vessel calls, rising from 2,430 in the first half of 2024 to 2,700 in the first half of 2025, reflecting strong customer demand. In H1 2025, the port handled trade worth approximately Dhs9.07 billion. The expansion of the port underlines Dubai's continued investment in agile and future-ready infrastructure to enhance trade resilience and strengthen its position as a global maritime hub. Recently, DP World Limited has announced financial results for the year ended 31st December 2024. On a reported basis, revenue grew by 9.7 percent to $20.0 billion, and adjusted EBITDA rose by 6.7 percent to $5.5 billion with an adjusted EBITDA margin of 27.2 percent. Revenue growth of 9.7 percent was mainly due to improved performance from Ports and terminals and contributions from new acquisitions and concessions. Ports and terminals revenue per TEU increased 13.9 percent on a like-for-like basis, with strong growth from the Middle East and the Americas. DP World capacity exceeded 100 million TEU due to selective infrastructure investment in key growth markets. Capital expenditure of $2.2 billion ($2.1 billion in 2023) was invested across the existing portfolio. The capital expenditure budget for 2025 is approximately $2.5 billion to be invested mainly in Jebel Ali, Drydocks World and Jebel Ali Freezone, Tuna Tekra (India), London Gateway (UK), Ndayane (Senegal) and Jeddah (Saudi Arabia). Cash generated from operating activities increased by 18.9 percent to $5.5 billion in 2024 ($4.6 billion in 2023). ' These results demonstrate the benefits of our strategic focus on high-margin cargo, end-to-end integrated supply chain solutions and disciplined cost optimisation,' Sultan Ahmed Bin Sulayem said. GPSSA launches set of proactive services for employers

The General Pension and Social Security Authority (GPSSA) has launched a new set of proactive services for employers. The services include automatic registration of employers, insured individuals, and GCC nationals covered under the pension extension system, in addition to disbursement of insurance benefits (end-of-service) and insured individuals' data update services. The launch follows successful electronic integration between GPSSA, the Ministry of Human Resources and Emiratisation (MoHRE), and the Federal Authority for Government Human Resources (FAHR). The core mechanism of this initiative involves GPSSA receiving data on work permits, employee registration, or end-of-service cases directly from MoHRE or FAHR. An automated notification is then sent to employers to review and validate the information and complete any missing data-without the need to manually submit service requests, thereby eliminating extra steps and bureaucracy. These proactive services benefit federal government entities operating under FAHR's "Bayanati' system, as well as private sector companies registered with MoHRE. The expected outcome includes a more streamlined experience for employers through simplified procedures, improved data quality, and enhanced digital service delivery aligned with top standards of efficiency and responsiveness. Feras Abdul Karim Al Ramahi, Director-General of GPSSA, said, "This kind of institutional partnership enhances the delivery of integrated government services and aligns strategic plans across federal entities with the country's ongoing vision of improving service quality and supporting national programmes and policies, particularly those tied to the UAE Centennial 2071, which outlines a clear roadmap to making the UAE the best country in the world.' He highlighted the success of the GPSSA's digital platform "Ma'ashi,' which has enabled end-to-end management of operations and stakeholder engagement through effective data integration with 23 federal and local government entities. Khalil Al Khoori, Undersecretary for Emiratisation and Labour Market Operations at MoHRE, stated, "Facilitating service delivery is a core pillar for enhancing the UAE's business environment and the appeal of our labour market. These proactive services, developed with GPSSA, will significantly reduce administrative burdens, improve data accuracy, and encourage employers to expedite the registration of Emirati employees with GPSSA, ultimately safeguarding their legal rights.' Faisal bin Butti Al Muhairi, Director-General of the Federal Authority for Government Human Resources, has acclaimed the level of digital integration across stakeholders, adding that "continuous coordination ensures accurate and up-to-date data, simplifies the customer journey, and supports the national agenda in building an integrated digital government.' The proactive services represent a non-traditional model of public service delivery adopted by the UAE government. They rely on real-time, secure data exchange between interconnected systems, providing seamless, proactive services without direct customer intervention. This innovative model reflects a major transformation in how government services are conceived and delivered, simplifying lives and reinforcing the UAE's global leadership in reimagining public service delivery.
