Egyptian government sheds light on efforts to deal with hearing impairment

CAIRO – 5 March 2025: On the occasion of the World Hearing Day marking March 3, the Ministry of Social Solidarity shed light on the efforts deployed to deal with hearing impairment.
Those include screening children aged below four, providing assistive hearing devices, setting a curriculum for visually-impaired school students, hiring sign language translators at public universities, and delivering training to the families of hearing impaired individuals, who compose 4.5% of disabled individuals in Egypt.
In addition, 210 school teachers and specialists were trained, rehabilitation courses were delivered along with vocational training on printing, carpentry, making leather products, and rug making among others. Also, eligible individuals have been enrolled in 'Karama' (dignity) monetary subsidies programme.
Further, 14 railway stations, and 35 metro stations have been equipped to be friendly to hearing-impaired individuals. Most importantly, the "Best Friend" initiative was launched to better integrate them into society, through education, sports, and volunteering. The initiative consisted of 10,000 volunteers from 24 governorates.

The measure, overseen by the Supreme Committee for Sponsored Alternative Families, is intended to reinforce the seriousness of foster care commitments, and deter casual or impulsive reversals. According to Alaa Abdul-Ati, Director General of the Directorate of Family and Institutional Welfare at the Ministry of Social Solidarity, the policy reflects a broader drive to create long-term stability for vulnerable children. While the ministry acknowledges that some returns may be unavoidable due to unforeseen family circumstances, the fine aims to reduce cases where children are returned for non-critical reasons. The Egyptian sponsorship system allows families to foster children who cannot be formally adopted due to Islamic legal restrictions. Unlike adoption, sponsorship preserves the child's original lineage while placing them in a home environment. The new fine serves to emphasise that sponsorship is a serious legal and ethical commitment, not a temporary arrangement. Abdul-Ati added that the ministry closely monitors care homes and sponsored family placements to protect children from exploitation or neglect. Facilities and foster families are expected to follow the guidelines of Egypt's Child Law and Ministerial Decree No. 188 of 2014, which include strict standards on health, education, and psychosocial care.

Ministry of Social Solidarity Launches Diploma in Visual Disability

The diploma will use curricula from Western Michigan University in the USA, and will be taught in Arabic at Nile University. Oct 18, 2024 The Ministry of Social Solidarity has announced its launch of Egypt's first postgraduate diploma specialising in visual disability. The programme hopes to expand the number of professionals in the country to advise policy on how to better integrate the visually impaired, and to expand the study of best practice regarding movement and education for them. The diploma will be taught with curricula from Western Michigan University in the USA, and will be taught in Arabic at Nile University. The ministry's Ataa Fund is involved in furthering equal education opportunities for the visually impaired, training school children in movement and mobility through the use of white canes. In efforts to provide equal access at universities, Ataa Fund has also installed 440 metre palm walkers at five faculties at Zagazig University to ensure their movement is not obstructed. The fund is involved further in 70 schools in Assiut and Cairo, ensuring the availability of white canes and other technology to help the visually impaired, and training school children to read and write using Braille.
