School manager appointment: HC notice to Kerala education minister

Kochi: High court has issued notice to general education minister V Sivankutty in connection with a plea alleging undue interference in the appointment of the manager of Rama Varma Shashtiabdapoorthi Memorial Higher Secondary School (RVSMHSS) at Prayar in Alappuzha.
The matter came up before the bench of Justice D K Singh on Monday, which adjourned the case to June 20 for further consideration. The petition was filed by A V Vimalchand of Prayar, challenging the temporary approval granted by the state govt to P Balachandran as manager of the aided school. The dispute arose after both Vimalchand and Balachandran submitted rival claims to the post before the district educational officer (DEO), who rejected both claims.
Both parties subsequently filed appeals before the director of general education (DGE), which were reserved for orders on April 14.
Vimalchand contended that while the appeals were still pending, Balachandran secured temporary approval from the govt based on a representation submitted directly to minister Sivankutty. He alleged that this move bypassed the statutory process laid down under the Kerala Education Rules and amounted to a 'frog leap' over the proper appellate mechanism. He thereafter sought to implead the minister in the proceedings, which the court allowed.

Das has claimed Indian citizenship and has documents, including a PAN card and Aadhaar card, to support his claim, sources said. Das has claimed that he has Indian citizenship and had gone to Bangladesh and was caught during the protest. ET couldn't independently verify the authenticity of the photos, videos or the documents. "In 2024, I had to travel to Bangladesh in connection with our ancestral property and was caught up in the revolution there. I have been a voter in Kakdwip since 2014. Although I lost my voter card in 2017, I managed to get a new one in 2018 with help from local MLA Manturam Pakhira. I had cast my vote during the 2016 Bengal assembly elections," Niutan has claimed in a video message. He did not clarify if he resides in India or Bangladesh and if he is also a Bangladeshi citizen. Conflicting statements have emerged with Niutan Das's cousin, Tapan, telling media persons that Niutan was "born in Bangladesh and exercises voting rights in both countries. He came to India after the pandemic to sell some ancestral land and has stayed here since." A political slugfest began when a photograph of Niutan Das cutting a birthday cake in the presence of Trinamool's Sundarbans organisational district student wing president Debashis Das, came to the fore. Debasish clarified that he knew Niuton Das but had no idea that he was a Bangladeshi citizen. The authenticity of the video could not be ascertained by ET independently. "The photo going around was taken at a birthday celebration. I urge the authorities to investigate," he added.

Nilambur bypoll: Second phase of EVM randomisation on Monday

T'puram: The second phase of electronic voting machine (EVM) randomisation for the Nilambur byelection will be conducted on Monday under the supervision of the returning officer and in the presence of the general observer and representatives of candidates, chief electoral officer (CEO) Rathan U Kelkar said. As part of the preparations for the byelection, a preliminary inspection of EVMs was carried out by authorized engineers of Bharat Electronics Limited (BEL) at the Malappuram district EVM warehouse from Feb 3-7. The inspection took place under the supervision of the district election officer (DEO) and in the presence of political party representatives. During this process, a thorough functionality check of the machines was conducted. To verify accuracy, mock votes were recorded on randomly selected EVMs — 1,200 votes on 1% of the machines, 1,000 votes on 2%, and 500 votes on another 2% — with the involvement of party representatives. The tested machines were then moved to the district strong room, and 50 of them were earmarked for training election officials. The first phase of EVM randomisation was held on May 31 at the district election office in the presence of party representatives. During this phase, EVMs—including reserve machines—were randomly selected from those stored in the district strong room and allotted to the Nilambur returning officer. In the second phase, the machines allotted in the first phase will be randomly assigned to specific polling stations. CEO Kelkar stated that this process ensures transparency and fairness in the deployment of EVMs.
