Suspects involved in last week blast CRPF camp held; attacks in three towns foiled: Himanta
The 'key person' involved with the plan is still absconding, though police have his whereabouts and he will be nabbed soon, Mr. Sarma said.
Two motorcycle-borne miscreants had lobbed a grenade at a CRPF camp at Bokakhat on June 24, injuring three police personnel who were inmates of the camp.
Addressing a press conference here, Mr. Sarma said, "The plan was to carry out blasts in Bokakhat, Guwahati, Tezpur and Lakhimpur. Police have arrested all those who were to carry out these blasts." The three remaining grenades meant for the blasts and a pistol have been recovered from houses of the accused, he said.
Maintaining that 'criminal-minded' people were behind the plan and attack rather than militants, Mr. Sarma said, "Further inquiry is on to determine who instigated these persons to carry out the attacks. They are giving conflicting statements at the moment." He said those arrested are apparently not members of any militant organisation, though one of them had been with the ULFA but was jailed for a long period.
"These are criminal-minded people, one has been jailed in cattle lifting related case, another in drugs case, etc. Operations are still going on. One person, who was the key in this, is yet to be arrested. He is not in Assam, but we know his whereabouts," Sarma, who also holds the Home portfolio, added.
To a question if such blast could lead to bringing back AFSPA, the Chief Minister said, "AFSPA is not related to sporadic incident. It is used in case of prolonged insurgency. It is also out of our state and we will do nothing to bring it back." The Armed Forces (Special Powers) Act (AFSPA) is currently in force in the three districts of Tinsukia, Charaideo and Sivasagar.

ED files money laundering case against Al Kabeer Exports over illegal waste disposal violations
HYDERABAD: The Directorate of Enforcement (ED), Hyderabad Zonal Office, has filed a prosecution complaint under the Prevention of Money Laundering Act (PMLA), 2002, against Al Kabeer Exports and its director. The Special PMLA Court in Hyderabad took cognisance of the complaint on August 5. Officials said the case originated from a 2017 complaint by the Telangana State Pollution Control Board (TSPCB) before the Special Mobile Judicial First Class Magistrate, Sangareddy. The TSPCB alleged that the buffalo meat processing company violated waste disposal norms. Although permitted to generate and dispose of solid waste in compliance with TSPCB guidelines, the firm allegedly failed to follow prescribed treatment protocols, committing offences under Sections 24 and 43 of the Water (Prevention and Control of Pollution) Act, 1974. The ED investigation found that hazardous meat waste was dumped in open areas, contaminating surface and groundwater in surrounding regions. The company allegedly generated Rs 61 lakh as 'proceeds of crime' from the offences, diverting the amount for purposes other than waste treatment. Earlier, the ED provisionally attached a fixed deposit of Rs 61 lakh belonging to the firm.

Booked for naming rape victim in 2016 case, Delhi court acquits Swati Maliwal
NEW DELHI: A Delhi court on Thursday acquitted MP and former Delhi Commission for Women (DCW) chairperson Swati Maliwal in a case alleging that she disclosed the identity of a 14-year-old rape victim who later died. Additional Chief Judicial Magistrate Neha Mittal also acquitted Bhupender Singh, then DCW's Public Relations Officer, saying the prosecution had failed to prove the charges beyond reasonable doubt. Prosecutors alleged that Singh, at Maliwal's behest, sent a copy of a notice issued by her to the Burari police station house officer (SHO) on a WhatsApp group, 'DCW Media', which was later aired by a TV channel. The FIR claimed the notice, in which Maliwal sought details of the rape investigation, was 'intentionally circulated.' 'This court is of the considered opinion that the prosecution has failed to prove the commission of offence under Section 74 of the Juvenile Justice (Care and Protection of Children) Act, read with Rule 86 of the Juvenile Justice Rules, by the accused persons beyond a reasonable doubt,' the magistrate said. She noted that the sending of the notice on WhatsApp by Singh, or its sharing with a news channel, was not proved. 'Court holds the accused persons not guilty of the commission of said offence. Accused persons, namely Swati Maliwal Jaihind and Bhupender Singh, are hereby acquitted of the offence under Section 74, read with Rule 86 of the Juvenile Justice Act,' she added, citing 'complete failure on the part of prosecution or complainant (Inspector Satyabir Singh) to prove the sending of WhatsApp messages by the accused no. 2 (Singh). Thus, admission made by him, in his statement, if any, cannot discharge the burden of proof placed upon the prosecution.' On claims that a TV channel showed the notice on July 25, 2016, the court said no such notice appeared in the footage and the anchor did not reveal the victim's name. 'Thus, the allegations of the prosecution to this extent appear to be baseless and unfounded,' it said.

Assam govt to spend Rs 325 crore for cashless medical treatment of needy citizens
Guwahati: Assam Chief Minister Himanta Biswa Sarma on Thursday said that the state government is set to spend at least Rs 325 crore for the cashless medical treatment of needy citizens, and the cabinet has cleared the decision. The initiative, Mukhya Mantri Ayushman Asom Yojana, will get the additional funding of Rs 325 crore for the current fiscal year, and the cabinet has given the nod on Wednesday night under the chairmanship of CM Sarma. Meanwhile, on the power front, the Cabinet gave post-facto approval for the procurement of 500 MW of electricity from the Ministry of Coal at Rs 5.79 per unit, a move aimed at ensuring affordable and reliable electricity for consumers. In a boost to renewable energy goals, the government also sanctioned a 1,500 MW Pumped Storage Project in Karbi Anglong, which is expected to significantly contribute to Assam's clean energy capacity. In a bid to enhance the state's industrial climate and streamline construction norms, the Cabinet approved amendments to the Assam Unified Building Construction (Regulation) Byelaws, 2022. The changes are intended to promote the ease of doing business, encourage the development of green buildings, and enable smaller plots to benefit from the Transit-Oriented Development (TOD) Policy. The amendments also aim to facilitate affordable housing projects for the Economically Weaker Section (EWS). As part of the Mission Basundhara 3.0 initiative, the Cabinet also approved the reclassification of land in eight proposals in Dhubri and Biswanath districts.
