JICA sending team for economic assessment

ISLAMABAD: The Japan International Cooperation Agency (JICA) is reportedly dispatching its Mission to prepare an assessment report on Pakistan's economic situation, which the government claims has improved significantly.
JICA's local office has intimated to Pakistani authorities, representatives of International Financial Institutions (IFIs) and Federation of Pakistan Chamber of Commerce and industry (FPCCI) that JICA Headquarters, Tokyo, has decided to dispatch a five-member Macro-Economic Review Mission to undertake Micro Review of Pakistan.
The Mission is scheduled to stay in Pakistan from July 30 - August 6, 2025. Some local staff from JICA Pakistan will also be accompanying them.

The names and designations of Mission Members are as follows ;(i) Tsuji Kensuke, Deputy Director General, Credit Risk Analysis and Environmental Review Department, JICA Headquarters; (ii) Tanaka Tomoaki, Economist/ Deputy Director, Macroeconomic Analysis Division, Credit Risk Analysis and Environmental Review Department, JICA HQ; (iii) Dr Ono Saori Economist, Macroeconomic Analysis Division, Credit Risk Analysis and Environmental Review Department, JICA Headquarters; and (iv) Dr Ishi Shogo, Consultant, JICA Headquarters. During their stay, the Mission would hold discussions with relevant authorities, including Ministries, banks, organisations, and donors. The purpose of this Mission is to assess and monitor the country's macroeconomic situation.
The Mission is expected to hold meetings with State Bank of Pakistan's team (SBP) led by Governor, President & CEO, National Bank of Pakistan, Rehmat Ali Hasnie; President, Habib Bank Limited (HBL), Muhammad Nasir Saleem; Chief Executive Officer (CEO), Standard Chartered Bank (SCB) Rehan Sheikh; President, Federation of Pakistan Chambers of Commerce and Industry, Atif Ikram Sheikh; Resident Representative, Mahi Binici; Country Director World Bank, Bolormaa Amgaarbazar; Country Director, Asian Development Bank (ADB) Emma Xiaoqin; Chief Economist, Ministry of Planning, Development and Special Initiatives, Dr Imtiaz Ahmad; Secretary Special Investment Facilitation Council (SIFC) Jamil Qureshi; Chairman Federal Board of Revenue (FBR), Rashid Langrial; Member Inland Revenue Policy (FBR), Dr Najeeb Ahmad Memon; Finance Ministry's team led by Secretary Finance, Imdadullah Bosal; Secretary Power Division, Dr Fakhray Alam Irfan and Additional Secretary Incharge, Secretary Petroleum Momin Agha.
The Mission will also hold meetings with Sustainable Development Policy Institute (SDPI), Chairman National Electric Power Regulatory Authority (Nepra), Ministry of Economic Affairs, Jetro and Marubini and Japanese Bank MUFG Bank, formerly known as the Bank of Tokyo-Mitsubishietc.

The Pakistani rupee marginally improved against the US dollar, appreciating 0.05% during the opening hours of trading in the inter-bank market on Thursday. At 12pm, the currency was hovering at 284.83, a gain of Re0.13. On Wednesday, the currency settled at 284.96. Internationally, the US dollar was on a fragile footing on Thursday having lost ground overnight as concerns US President Donald Trump was preparing to fire the Federal Reserve chair shook confidence in US markets. Trump denied reports he was planning to dismiss Fed Chair Jerome Powell, but he kept the door open to the possibility and renewed his criticism of the central bank chief for not lowering interest rates. Investors worry that removing Powell before his term ends in May 2026 would undermine credibility in the US financial system and the dollar as a safe-haven currency. Trump has railed against Powell for months for not easing rates, which he says should be at 1% or lower. The US dollar index, which measures the greenback against major peers, was little changed at 98.384 after a 0.3% slide on Wednesday. The US currency ticked up 0.2% to 148.14 yen, after a 0.6% decline overnight. The euro stood at $1.1632, down 0.01%. Sterling edged 0.1% lower to $1.3409. Investors remain focused on tariffs ahead of an August 1 deadline when many trading partners face higher trade levies. Oil prices, a key indicator of currency parity, rose in early trade on Thursday, reversing the previous session's losses, buoyed by stronger-than-expected economic data from the world's top oil consumers and signs of easing trade tensions. A new report by the International Labour Organisation (ILO) highlights significant gender inequalities in Pakistan's labour market, revealing the largest gap between men's and women's employment rates in South Asia and a substantial gender pay gap. The 'Pakistan Gender Pay Gap Report 2025', based on data from national Labour Force Surveys, indicates that Pakistan's male employment rate stands at 79.2 percent, while the female employment rate was 23.2 percent in 2021. This employment gap has not significantly decreased over the past decade. The report further notes that the relatively few women who are employed are less likely than men to work as wage employees, the category used for estimating the gender pay gap. Instead, women are more likely to work as contributing family workers within the self-employed category. As a result, women constitute only 13.5 percent of employees in Pakistan. The data also shows that women in wage employment are more likely to have higher levels of education than their male counterparts. Additionally, female employees are more frequently found in the public sector, formal employment, and jobs with permanent contracts, as well as in professional occupations and larger firms. Pakistani women in wage employment are also more likely to work part-time, potentially to balance work with disproportionate household care responsibilities. Despite these characteristics, the report reveals that women in wage employment earn substantially lower wages than men. After accounting for differences in the distribution of male and female wage employment, women earn, on average, between 25 and 30 percent less than men. When considering monthly wages, the gap is 30 percent due to women working fewer paid hours on average. PSX's commitment to gender equality From an international perspective, Pakistan's gender pay gap is considered high, around10 percentage points higher than the global average and 10 percentage points higher than the average for lower-middle-income countries, Pakistan's income group. It is also higher than values recorded in other South Asian countries like Sri Lanka and Nepal with available information. The report indicates that the gender pay gap in Pakistan is generally larger among older workers, individuals with low educational attainment, informal workers, and those in the private sector. Conversely, it is smaller among highly educated and younger individuals. The gap is also more noticeable in agriculture and manufacturing compared to the service sector. Regarding the causes, the report suggests that the gender pay gap is either small or non-existent in the public sector and formal economy. This points to a potential link with a lack of compliance with labour legislation, which is more prevalent in the private sector and informal economy. The increase in the gender pay gap with age may be attributed to women opting for more flexible, lower-wage work arrangements, such as part-time employment, after childbirth. For women with low education levels, the gender pay gap exceeds 40 percent, while it is less pronounced for those with higher education, suggesting that education may partially mitigate some obstacles to quality jobs. This implies that women earn significantly less than men even with comparable observable characteristics that should yield similar wages. Potential reasons include occupational segregation, where women are more likely to be employed in lower-paying jobs or sectors, a lack of transparency in company pay structures, and discriminatory pay practices.

They also agreed to expedite work on the project's framework agreement. Muttaqi welcomed Pakistan's move to elevate diplomatic relations with Kabul and said Afghanistan would reciprocate, calling the decision a 'positive development' in rebuilding bilateral trust.
