
Bengal Chief Electoral Officer of Bengal orders probe into Form 6 disposals; Suvendu calls it ‘scandalous betrayal of democracy'
In the letter, Agarwal stated: 'It has been revealed during sample checking of disposal of forms received during continuous updation that in some cases provisions of the Registration of Electors' Act, 1960 are not being followed.'
The letter further noted: 'Sample checking of less than 1% Form 6 disposals by EROs during continuous updation has revealed that two (2) of them had accepted a considerable number of Form 6 for fictitious voters. In all these cases BLOs verification was dispensed with, without any apparent urgency/requirement and similar documents were captured for a large number of application forms and their verification reports. Both the EROs have since admitted that they had provided user access to the ERO next to the AERO/OC Election in BDO Office/ Casual Data Entry Operators who had thereafter disposed of the Form 6 applications.'
The CEO has also directed DEOs to ensure that OC Election staff in BDO offices and casual or daily-wage contractual data entry operators are not involved in the disposal of Forms 6, 7, or 8, or in carrying out any functions in ERONet.
Reacting to the letter, Leader of the Opposition in the Assembly and BJP leader Suvendu Adhikari posted on X: 'This latest memo from the Chief Electoral Officer of West Bengal to all the District Election Officers (DMs) exposes a scandalous betrayal of democracy.'
He said: 'Fictitious Voters added to the rolls and unauthorized meddling by Casual Data Entry Operators IS THE DEPTH OF CORRUPTION UNDER MAMATA BANERJEE'S RULE. Booth Level Officers pressured to fudge records, Electoral Registration Officers handing over Voter Lists related jobs to unqualified hands is an assault on every citizen's right to participate in a fair elections.'
Adhikari demanded an 'immediate investigation and appropriate action against those responsible.'
Meanwhile, CEO Manoj Agarwal left for Delhi on Tuesday evening to meet Chief Election Commissioner Gyanesh Kumar. According to Commission sources, he will discuss when the special electoral roll revision in West Bengal should begin and what steps need to be taken before it starts.
The CEO's office has already published data from the 2002 Special Intensive Revision (SIR) of electoral rolls in Bengal, sparking speculation that the SIR may begin this August.
Training for BLOs also began last Saturday. Agarwal said the ECI will conduct SIR training in this session. 'SIR may be held in future. Training will not happen again and again. The vote will be 6-8 months later. We will not be able to do these training [sessions] again,' he said.

Mamata Banerjee slams ECI's SIR drive as ‘hidden NRC plot', vows to block NRC in Bengal
Chief minister Mamata Banerjee has called the Special Intensive Revision (SIR) of the electoral rolls "a hidden conspiracy to bring out NRC" and said she will not allow NRC in Bengal . She challenged the Election Commission of India (ECI) by claiming that no action would be taken against the Bengal officers who were suspended by the ECI on Tuesday and no FIRs would be lodged against them. SC Seeks ECI reply on 65 lakh voter deletions from Bihar draft roll
New Delhi: The Supreme Court on Wednesday sought response from the Election Commission of India (ECI) on an application moved by Association for Democratic Reforms (ADR) seeking details of 65 lakh names dropped from the recently published Bihar draft electoral roll as part of an ongoing Special Intensive Revision (SIR). A division bench headed by Justice Surya Kant directed the ECI to respond to the application by Saturday. The bench also directed the ECI to clarify whether the draft roll was shared with political parties prior to publication. Also, the poll body has been asked to specify which parties were given the lists. The bench asked ECI to place on record these facts in the form of a formal reply. "Give a list of political parties who were supplied with it. We will see that every voter likely to be affected gets the required information," speaking for the bench, Justice Kant told the ECI counsel. The case is slated for hearing on August 12. In its application, ADR has alleged that while ECI had provided this information in an earlier version of the electoral roll shared with some political parties before the draft roll was published, the corresponding column titled "uncollectable reason" was omitted from the list circulated after further states that on July 25, ECI issued a press release stating that approximately 65 lakh voters were deleted from the electoral roll. Live Events The ECI said that this was done after Booth Level Officers (BLOs) and Booth Level Agents (BLAs) reported that 22 lakh persons on the previous list were deceased, 7 lakh voters had registered in multiple locations and approximately 35 lakh voters had either migrated or could not be traced. The press release added that the enumeration forms of 1.2 lakh voters were yet to be received. On August 1, ECI published a draft electoral roll, along with a list of approximately 65 lakh voters whose names were deleted. This list was sent to the BLAs of a few political parties. However, ADR has argued that this list failed to disclose the reasons for the deletion of the 65 lakh voters' names from the draft electoral list of August 1.
