
UGC forms fact-finding committee to examine FM College
Besides, it will check the status of compliance by the FM College to the provisions of UGC (Prevention, Prohibition and Redressal of Sexual Harassment of Women Employees and Students in Higher Educational Institutions) Regulations, 2015 and other guidelines issued by UGC from time to time.
The committee will specifically examine the institution's compliance to the provision of Regulation 3 of the UGC regulations that stipulates the responsibilities of the higher education institutions in preventing and addressing sexual harassment on campuses.
The panel members will do an on-site assessment to verify the actual implementation of measures adopted by the college for ensuring safety of female students and well-being policies, beyond the documented compliance. They will also meet stakeholders including students, faculty members and support staff to assess the institutional culture, experiences of students and the challenges they face.
The committee will suggest measures for the prevention of such incidents in future. The UGC has asked the committee to submit a detailed report on findings and recommendations to it within a week.

Ahmedabad: The Gujarat Anti-Terrorist Squad (ATS) Wednesday arrested four men, including two from Gujarat, allegedly linked to the al-Qaida in the Indian Subcontinent (AQIS), busting what the agency described as an active terror module operating across states. The accused were reportedly engaged in spreading extremist propaganda and attempting to radicalise youth through social media. According to Gujarat ATS officials, two accused are residents of Gujarat, while two are from outside the state. The complaint submitted by the Gujarat ATS mentions that the accused intended to radicalise vulnerable youth, create communal unrest and promote terrorist agendas under the guise of establishing an Islamic Khilafat. The systematic digital campaign, according to officials, points to a premeditated criminal conspiracy to incite violence and undermine national integrity. Incriminating material such as jihadi literature, online communication with suspected handlers and digital content supporting secessionist and anti-national ideologies were recovered during the initial investigation, the complaint stated. The ATS has booked the accused under Sections 13, 18, 38, and 39 of the Unlawful Activities (Prevention) Act along with Bharatiya Nyaya Sanhita Sections 113 (terrorist act), 152 (act endangering sovereignty, unity and integrity of India), 196 (promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, and doing acts prejudicial to maintenance of harmony) and 61 (criminal conspiracy). The agency is also probing their online network, including unidentified digital collaborators believed to be involved in similar activities. Notably, in 2023, the Gujarat ATS arrested four Bangladeshi nationals from different parts of the state for alleged ties to AQIS. The agency believes the current arrests may be part of a wider network aimed at promoting terrorism across India. Interrogation is ongoing.

Anti-ragging Act: Need two months to finalise draft amendments, Kerala HC told
Kochi: The state govt has informed high court that it will take two months to finalise the draft amendments to the Prohibition of Ragging (Kerala) Act and Rules. Director general of prosecution (DGP) T A Shaji made this submission before the bench of Chief Justice Nitin Jamdar and Justice C Jayachandran in response to a petition by KeLSA, which sought a direction to the govt to reassess the Act and frame rules to ensure the effective eradication of ragging. During the hearing, the UGC and KeLSA submitted their suggestions regarding the draft Act and proposed Rules. The UGC recommended, among other things, the inclusion of autonomous colleges, affiliated colleges, hostels and lodges in the definition clause; the inclusion of hostel wardens in the anti-ragging committee; and ensuring that the proposed administrative actions under the Rules align with the UGC Regulations, 2009. KeLSA, in its suggestions, proposed changes to the definitions of 'ragging' and 'educational institutions.' They also recommended the inclusion of a provision for deemed abetment and the removal of the concept of 'freshers' from the draft. KeLSA also suggested using 'any student' instead of 'freshers' in the draft so that protection against ragging applies not just to newly admitted students. Additionally, KeLSA informed HC that two ragging incidents were recently reported in the state. One allegedly took place at a Govt Higher Secondary School in Kaniyambetta, Kalpetta, Wayanad, where a Plus One student was instructed by five other students to shave his beard and report to school accordingly. Though he complied, retaining only his moustache, he was allegedly physically assaulted later. The second incident occurred in Malappuram district, where a Class IX student was reportedly bullied and physically assaulted by a newly admitted Class X student, along with others.

Delhi HC grants anticipatory bail to NewsClick founder in two separate cases, including one on foreign funding
The Delhi High Court on Wednesday (July 23, 2025) granted anticipatory bail to NewsClick founder and editor-in-chief Prabir Purkayastha in two separate cases, including one filed by the Delhi Police over alleged foreign funding. Justice Neena Bansal Krishna also extended the relief to Mr. Purkayastha in a money laundering case being investigated by the Directorate of Enforcement (ED). The court also granted anticipatory bail to NewsClick director Pranjal Pandey in a case registered by the Delhi Police's Economic Offences Wing. The Delhi Police's First Information Report (FIR) in the case alleged that PPK Newsclick Studio Private Limited received foreign direct investment (FDI) of ₹9.59 crore from Worldwide Media Holdings LLC, U.S, during the financial year 2018-19. The FIR claimed that the investment was made by greatly overvaluing the shares of the petitioner company to avoid the alleged cap of 26% FDI in a digital news website. It further alleged that over 45% of this investment was diverted or siphoned off towards the payment of salary/consultancy fees, rent, and other expenses, which are alleged to have been made for ulterior motives. The ED initiated its probe on the basis of the Delhi Police's FIR, and conducted searches on the premises of NewsClick and several other places in connection with money allegedly received from overseas. In 2021, the court had extended interim protection from arrest to both Mr. Purkayastha and Mr. Pandey in connection with the cases. Separately, Mr. Purkayastha was arrested on October 3, 2023 by the Special Cell of the Delhi Police in a different case under the Unlawful Activities (Prevention) Act. However, on May 24, 2024 the Supreme Court declared Mr. Purkayastha's arrest illegal and ordered his release.
