New Delhi: The Cellular Operators Association of India (COAI) on Monday welcomed the government's new guidelines aimed at stopping the online sale of illegal mobile signal boosters and wireless jammers. The guidelines, issued by the Central Consumer Protection Authority (CCPA) on May 27, are seen as a major step to improve network quality and protect consumers from the harmful effects of unauthorised radio equipment. The new rules, officially titled 'Guidelines for the Prevention and Regulation of Illegal Listing and Sale of Radio Equipment including Walkie Talkies on E-Commerce Platforms, 2025', clearly ban the listing and sale of mobile signal boosters and jammers on online shopping platforms. This is outlined in Clause 4(i)(b), which directly addresses these devices, citing their role in causing network disruptions and customer complaints. The COAI has long raised concerns about the unchecked sale and use of these illegal devices. According to the industry body, these signal boosters are often installed without permission in homes and commercial buildings, leading to serious problems in mobile network performance for licensed telecom operators. COAI Director General, Lt Gen Dr. S.P. Kochhar (retd), thanked both the Department of Consumer Affairs and the Department of Telecommunications for taking strong action on this issue. "Clause 4(i)(b) of the guidelines is a strong validation of our concerns and advocacy. We believe this proactive step will go a long way in ensuring quality of service and upholding consumer rights," he said. The COAI urged all e-commerce companies to fully follow the new rules and called for strict enforcement to ensure compliance. The association also expressed its commitment to working with the government and other stakeholders to protect the country's digital communications infrastructure. The move is expected to improve mobile network services and reduce interference caused by illegal radio equipment, benefiting both telecom providers and millions of mobile users across India.

Lucknow: The Lucknow Police Commissionerate on Saturday conducted a comprehensive training and sensitisation workshop for Dial 112 staff at the Reserve Police Lines auditorium, aiming to improve emergency response services. A total of 130 Police Response Vehicle (PRV) personnel participated in the session, which also featured inputs from Unicef. Assistant commissioner of Police Saumya Pandey told TOI that the objective was to strengthen the emergency response system (ERS) by reducing response time, improving police-citizen interactions and fostering a citizen-centric approach in policing. "Emphasis was placed on timely deployment, disciplined conduct and the effective use of tools like body worn cameras and riot control kits. Efficient and empathetic service delivery was crucial for maintaining public confidence," she said. Pandey said one of the highlights was a special training session on workplace conduct and gender sensitivity led by Unicef expert Rizwana Parveen. The session addressed gender biases, respectful conduct towards women — both within the force and among citizens —and the appropriate handling of cases involving sexual violence. Participants were also educated on the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013. Lucknow's Dial 112 service recently ranked among the top 25 districts in UP in terms of emergency response performance. Despite receiving the highest volume of calls and events in the state, the city's response teams maintained an impressive standard. Pandey noted that personnel received instructions on maintaining polite public interactions, taking complaints seriously, and ensuring swift resolution of emergency calls. "These measures aim not just to improve efficiency but to strengthen public trust and ensure that emergency services are citizen-centric," she added.

This crackdown comes in the wake of strengthening security arrangements across the country post Operation Sindoor. A press release issued on May 30 states, 'The Central Consumer Protection Authority (CCPA), under the Ministry of Consumer Affairs, Food & Public Distribution, has notified Guidelines for the Prevention and Regulation of Illegal Listing and Sale of Radio Equipment including Walkie Talkies on E-Commerce Platforms, 2025.' As districts sharing border with Pakistan prepare for second Operation Shield mock drill, which is scheduled to take place on May 31, the government is undertaking measures to curb the unauthorised sale of wireless devices online that may pose risks to consumer safety. It was observed that these wireless devices 'mislead consumers regarding their legal position and interfere with critical communication networks, including those used by law enforcement and emergency services.' E-Commerce Platforms and sellers are strictly required to comply with the advisory that states, 'No radio equipment shall be listed or sold on e-commerce platforms, if the possession or use of such equipment requires that a frequency assignment from DOT shall be obtained by the buyer. Such equipment (licensed equipment) shall be purchased only from a dealer duly authorized by DOT (DPA holder) listed on the Saral Sanchar portal of DOT.' Notably, listing or sale of mobile signal boosters and wireless jammers online is illegal. Amid escalating tensions between India and Pakistan after April 22 Pahalgam terror attack, which claimed 26 lives, key regulatory and security concerns were raised that prompted government to issue guidelines keeping in mind the safety of its citizens. Sellers must refrain from misleading advertisements or product descriptions as violation may attract penalties laid down under the Consumer Protection Act, 2019.

Rabat – Morocco's National Authority for Probity, Prevention, and the Fight Against Corruption has announced that it asked the State's Legal Representative to represent the state in a high-profile case surrounding selling fraudulent university degrees. The case involves a significant academic corruption scandal in Agadir, where a law professor at Ibn Zohr University is accused of selling university degrees. The professor allegedly manipulated official records to issue fake diplomas to individuals seeking employment opportunities. According to a statement released by the anti-corruption body, this step was taken under Article 36 of Law 46.19. The Authority asked the Legal Representative to file civil claims on behalf of the Moroccan state, while also reserving its right to take further action if necessary. The Legal Representative has accepted the request. The case involves serious allegations of corruption, including the creation of a criminal group that allegedly sold fake university diplomas. The charges include forgery of official documents, abuse of power, fraud, and misuse of public funds. The Authority said it learned about the issue through reports of suspicious activities that, if proven true, could be considered corruption crimes. It then began looking into the matter but later stepped back from the criminal part of the case as it is already being handled by the courts. This decision follows Article 7 of Law 46.19, which prevents the Authority from investigating cases that are in the hands of the judiciary. One university professor has been arrested and is currently in custody at Oudaïa prison, based on a decision by the investigating judge at the Marrakech Court of Appeal. Other suspects are being prosecuted while free, but their passports have been seized to prevent them from fleeing the country. The case has attracted widespread attention due to its implications for the credibility of Morocco's higher education system and the employment sector.
