Published on: Sun, Aug 10, 2025 Text Size: A building under construction: Foreigners now need recognised qualifications Kuala Lumpur: The Construction Industry Development Board Malaysia (CIDB) has emphasised that all employers are required to comply with the accreditation and compliance process for construction personnel as outlined under the Construction Industry Development Board Malaysia Act 1994 (Act 520). The enforcement of this requirement ensures that all foreign construction workers nationwide possess the necessary competency levels, adhere to workplace safety standards and hold recognised qualifications in Malaysia's construction sector.
Advertisement This compliance is also aimed at enhancing the industry's professionalism and strengthening public confidence in the credibility of the construction sector in Malaysia. CIDB Malaysia has introduced the Foreign Construction Personnel Accreditation and Competency Programme as a strategic initiative managed by Construction Labour Exchange Centre Berhad (CLAB). The primary goal is to ensure that every foreign construction worker obtains the Construction Skills Competency Certificate (SKKP), as part of legal compliance under the existing regulations. Additionally, the certification recognises the skill levels and on-site experience of foreign workers, ultimately boosting professionalism and safety standards in the nation's construction industry.
Advertisement The implementation of this programme aligns with the current situation, where the Government has imposed a temporary freeze on the intake of new foreign construction workers from source countries into Malaysia, effective May 31, 2024. This is a timely opportunity for the industry to carry out thorough identification and evaluation processes of the existing active foreign workforce, many of whom have been employed for more than two years since the freeze came into effect. This also allows the industry to ensure each worker meets the required competency and safety standards. Commenting on the priority of developing a competitive and professional construction sector, CIDB Chief Executive Zainora Zainal said the board takes non-compliance with skill accreditation requirements seriously. 'Failure to comply with these provisions is not just a legal breach, but can have major repercussions for the construction sector, including risks to project productivity, reduced work quality, lower safety levels at construction sites, and potential restrictions in the approval of foreign worker intake for future projects,' she said in a statement Wednesday. The accreditation process involves no hidden costs and directly benefits contractors, not only by ensuring legal compliance, but also by improving operational efficiency and effectiveness. Ultimately, investing in accreditation drives greater competitiveness and enhances a company's reputation in the increasingly demanding construction industry. This Accreditation Programme provides employers the opportunity to identify foreign construction workers for formal accreditation based on their practical experience at construction sites. The assessment process is structured and designed to: i. Align workers' skill levels with industry standards; ii. Uphold professionalism and enhance work efficiency; and iii. Promote a culture of high safety and work quality at construction sites. This approach is crucial to ensure the construction industry remains competitive and reputable. CLAB, as the official facilitator of the programme, is committed to carrying out structured and systematic assessments to ensure worker competencies are aligned with current industry needs and standards. This initiative not only reinforces professionalism but also promotes a stronger safety and quality culture at construction sites. Through this holistic approach, CIDB is confident that it can elevate the reputation and competitiveness of the national construction industry. KUALA LUMPUR, Aug 12 — The use of modern technologies such as the Industrialised Building System (IBS) and Building Information Modelling (BIM), which enhance efficiency, transparency, and the quality of construction work, will be emphasised in projects under the 13th Malaysia Plan (13MP). Minister of Finance II Datuk Seri Amir Hamzah Azizan said this approach is expected to accelerate project completion time, reduce wastage of building materials, and lower the overall construction cost. 'In addition, the 13MP also targets the construction of one million affordable housing units over 10 years by the government and private developers, integrating public housing at more reasonable prices. At the same time, transit-oriented development (TOD) will be expanded to integrate housing with public transportation systems. 'This presents a major opportunity for Bumiputera contractors to play a key role in realising the aspirations of sustainable and inclusive national development,' he said at the dinner ceremony in conjunction with the 6th annual general meeting of the Malaysian Bumiputera Contractors Association (PKBM) last night. The minister also launched the PKBM BIM Satellite Centre - a strategic initiative between PKBM and CIDB E-Construct Services Sdn Bhd. The centre will function as a training hub to produce contractors skilled in using BIM technology, which has now become a fundamental requirement in projects worth RM10 million and above. 'Through the PKBM BIM Satellite Centre, contractors will be comprehensively guided and trained to apply BIM at every phase of construction — from planning and design to maintenance. 'This initiative will not only improve efficiency and transparency in projects but also reduce waste and boost overall productivity, thereby supporting the digital transformation of Malaysia's construction industry in line with the aspirations of the MADANI Government,' he said. — Bernama

Malaysia's construction sector cements 12.9pc Q2 growth with RM43.9b in projects, says DOSM

KUALA LUMPUR, Aug 11 — Malaysia's construction sector maintained steady growth of 12.9 per cent, with the value of work done reaching RM43.9 billion in the second quarter of 2025 (Q2 2025), following a 16.6 per cent increase in the previous quarter, according to the Department of Statistics Malaysia (DOSM). Chief statistician Datuk Seri Dr Mohd Uzir Mahidin said the growth was driven by continued expansion in the special trade activities and non-residential buildings sub-sectors, which posted substantial double-digit growth of 22.2 per cent and 16.2 per cent respectively. 'The residential buildings sub-sector also contributed significantly, expanding by 13.9 per cent, while the civil engineering sub-sector maintained a positive trend with a growth of 7.5 per cent,' he said in DOSM Quarterly Construction Statistics today. Mohd Uzir said that of RM43.9 billion of work done value, a total of RM16.3 billion or 37.1 per cent was attributed to the civil engineering sub-sector, primarily in the activity of construction of utility projects of RM8.1 billion and roads and railways (RM6.5 billion). 'The value of work done for non-residential buildings and residential buildings sub-sectors accounted for RM12.4 billion (28.2 per cent) and RM10 billion (22.8 per cent) respectively. 'Additionally, the special trade activities sub-sector accounted for RM5.2 billion (11.9 per cent), largely in site preparation (RM1.5 billion); electrical installation (RM1.2 billion); and plumbing, heat and air-conditioning installation (RM1.1 billion) activities,' he said. He also noted that the private sector remained the primary driver of growth in the sector, contributing RM28.2 billion or 64.2 per cent of the total value. According to him, the private sector sustained its double-digit growth momentum at 19.3 per cent growth from 23.7 per cent in Q1 2025, propelled by strong performance in the non-residential buildings (23.7 per cent) and the special trade activities (22.8 per cent) sub-sectors. 'Apart from that, the value of work done by the public sector increased by 3.1 per cent (1Q 2025: 6.3 per cent) to RM15.7 billion (share: 35.8 per cent), fuelled by the special trade activities sub-sector at 20.8 per cent growth,' he noted. On the states' performance, he said nearly 61.1 per cent of the total work done value was concentrated in Selangor, Johor, Sarawak and Federal Territories (Kuala Lumpur, Putrajaya and Labuan). The Construction value in Selangor amounted to RM9.7 billion or 22.2 per cent, contributed by the non-residential buildings of RM3.2 billion, followed by residential buildings (RM2.9 billion) and civil engineering (RM2.4 billion) sub-sectors. Meanwhile, Johor ranked second with a value of RM7.7 billion or 17.5 per cent, primarily from the non-residential buildings (RM3.4 billion) sub-sector. In the meantime, the value of work done in Sarawak was RM5.2 billion (11.9 per cent), while Federal Territories recorded RM4.2 billion (9.5 per cent). 'In the first half of 2025, the sector posted a value of RM86.8 billion, reflecting a 14.7 per cent increase compared to the same period in 2024, driven by positive performance across all sub-sectors, particularly in special trade activities of 28.3 per cent and residential buildings (20 per cent),' he added. — Bernama
