The enforcement of this requirement ensures that all foreign construction workers nationwide possess the necessary competency levels, adhere to workplace safety standards and hold recognised qualifications in Malaysia's construction sector. CIDB Malaysia has introduced the Foreign Construction Personnel Accreditation and Competency Programme as a strategic initiative managed by Construction Labour Exchange Centre Berhad (CLAB). The primary goal is to ensure that every foreign construction worker obtains the Construction Skills Competency Certificate (SKKP), as part of legal compliance under the existing regulations. Additionally, the certification recognises the skill levels and on-site experience of foreign workers, ultimately boosting professionalism and safety standards in the nation's construction industry. Advertisement The implementation of this programme aligns with the current situation, where the Government has imposed a temporary freeze on the intake of new foreign construction workers from source countries into Malaysia, effective May 31, 2024. This is a timely opportunity for the industry to carry out thorough identification and evaluation processes of the existing active foreign workforce, many of whom have been employed for more than two years since the freeze came into effect. This also allows the industry to ensure each worker meets the required competency and safety standards. 'Failure to comply with these provisions is not just a legal breach, but can have major repercussions for the construction sector, including risks to project productivity, reduced work quality, lower safety levels at construction sites, and potential restrictions in the approval of foreign worker intake for future projects,' she said in a statement Wednesday. The accreditation process involves no hidden costs and directly benefits contractors, not only by ensuring legal compliance, but also by improving operational efficiency and effectiveness. Ultimately, investing in accreditation drives greater competitiveness and enhances a company's reputation in the increasingly demanding construction industry. This Accreditation Programme provides employers the opportunity to identify foreign construction workers for formal accreditation based on their practical experience at construction sites. The assessment process is structured and designed to: i. Align workers' skill levels with industry standards; ii. Uphold professionalism and enhance work efficiency; and iii. Promote a culture of high safety and work quality at construction sites. This approach is crucial to ensure the construction industry remains competitive and reputable. CLAB, as the official facilitator of the programme, is committed to carrying out structured and systematic assessments to ensure worker competencies are aligned with current industry needs and standards. This initiative not only reinforces professionalism but also promotes a stronger safety and quality culture at construction sites. Through this holistic approach, CIDB is confident that it can elevate the reputation and competitiveness of the national construction industry. YTL Cement, CIDB launch facility to repurpose construction waste

KUALA LUMPUR: YTL Cement Group, a leading integrated building materials provider, has taken a major step toward circular construction with the launch of Malaysia's first pilot facility to process and repurpose concrete aggregates (RCA). Developed in partnership with the Construction Research Institute of Malaysia (CREAM), the research arm of the Construction Industry Development Board (CIDB), the facility marks a significant milestone in the country's move toward more sustainable and resource-efficient construction practices. Strategically located in Jalan Chan Sow Lin, close to high-density construction areas, the facility was officially launched by CIDB Malaysia chief executive Zainora Zainal and YTL Cement director Datuk Aziyah Mohamed. The facility transforms fresh returned concrete—estimated to make up around 5 per cent of the nation's annual 30 million cubic metres of concrete production—into reusable aggregates. These can replace up to 30 per cent of natural aggregates in new concrete mixes, while finer by-products are utilised for road base layers or brick-making materials. By cutting down on waste and reducing dependence on virgin raw materials, the facility contributes to a low-carbon, regenerative construction ecosystem. "This initiative reflects our commitment to supporting national efforts in sustainable development. This model can be replicated in other locations with high volumes of construction activity. Most importantly, we aim to shift industry perceptions in viewing returned fresh concrete not as waste, but as a resource that can drive sustainability," said Aziyah. The RCA facility began operations in June 2025 and stands as the first tangible outcome of a 2023 Memorandum of Understanding between YTL Cement and CREAM. The strategic collaboration focuses on three core areas: talent development, research and development, and the industry's transition toward sustainable construction. Zainora, meanwhile, lauded the project as a model of effective collaboration between public and private stakeholders. "The RCA facility shows how public and private sectors can work together to accelerate innovation and realise national policy goals. This is a success story from the MoU between CREAM and YTL Cement." "I hope that this will set the standard and encourage more industry players to consider using RCA in their building materials and for them to be inspired to create more such initiatives across the country. "This is important as we collectively strive to advance sustainable construction practices in Malaysia for the long term in line with our National Construction Policy 2030's aspirations." YTL Cement and CREAM will also intensify joint research into the application potential of RCA by-products, particularly aggregate fines, in other construction materials. The goal is to unlock further efficiencies, reduce environmental impact, and catalyse innovation across Malaysia's construction value chain.

KUCHING: The International Construction Week (ICW) Borneo 2025 was officially launched today at the Borneo Convention Centre Kuching, marking a key milestone for East Malaysia and the Asean region as Malaysia assumes the Asean chairmanship. The Construction Industry Development Board (CIDB) Malaysia, which organises the two-day event in partnership with Qube Integrated Malaysia Sdn Bhd, said ICW Borneo 2025 serves as a strategic platform to advance sustainable construction, promote green energy innovation and accelerate digital transformation in the built environment. "It brings together policymakers, industry leaders, academics, and innovators to drive a future-ready construction agenda aligned with Asean Vision 2045," it said in a statement today. Held concurrently with the summit is BuildXpo, ICW's official trade exhibition, which features 32 local and international exhibitors across 55 booths displaying cutting-edge technologies, smart building systems, and sustainable construction materials. The exhibitors include CIDB IBS, Regional Corridor Development Authority (RECODA), American Welding Society, Microleap, Cahya Mata Cement Sdn Bhd and Serendah Steel Manufacturing Sdn Bhd. The statement said several specialised conferences and workshops are also taking place, including the Seminar on Construction Revolution (CR4.0), Construction Manager Programme, Construction Project Manager Programme, and Facility Management Accreditation. "On May 15, technical site visits will bring participants to key infrastructure and energy facilities in Sarawak, including the Sejingkat Power Plant, the Hydrogen Production Plant and Refueling Station, and the Petros Darul Hana Multifuel Station," it said. CIDB chief executive Zainora Zainal said the event brings together the region's brightest minds and most forward-thinking organisations to drive the Construction 4.0 agenda, enhance cross-border collaboration, and promote sustainable and inclusive growth across Asean's built environment.
