YTL Cement, CIDB launch facility to repurpose construction waste

KUALA LUMPUR: YTL Cement Group, a leading integrated building materials provider, has taken a major step toward circular construction with the launch of Malaysia's first pilot facility to process and repurpose concrete aggregates (RCA).
Developed in partnership with the Construction Research Institute of Malaysia (CREAM), the research arm of the Construction Industry Development Board (CIDB), the facility marks a significant milestone in the country's move toward more sustainable and resource-efficient construction practices.
Strategically located in Jalan Chan Sow Lin, close to high-density construction areas, the facility was officially launched by CIDB Malaysia chief executive Zainora Zainal and YTL Cement director Datuk Aziyah Mohamed.
The facility transforms fresh returned concrete—estimated to make up around 5 per cent of the nation's annual 30 million cubic metres of concrete production—into reusable aggregates. These can replace up to 30 per cent of natural aggregates in new concrete mixes, while finer by-products are utilised for road base layers or brick-making materials. By cutting down on waste and reducing dependence on virgin raw materials, the facility contributes to a low-carbon, regenerative construction ecosystem.
"This initiative reflects our commitment to supporting national efforts in sustainable development. This model can be replicated in other locations with high volumes of construction activity. Most importantly, we aim to shift industry perceptions in viewing returned fresh concrete not as waste, but as a resource that can drive sustainability," said Aziyah.
The RCA facility began operations in June 2025 and stands as the first tangible outcome of a 2023 Memorandum of Understanding between YTL Cement and CREAM. The strategic collaboration focuses on three core areas: talent development, research and development, and the industry's transition toward sustainable construction.
Zainora, meanwhile, lauded the project as a model of effective collaboration between public and private stakeholders.
"The RCA facility shows how public and private sectors can work together to accelerate innovation and realise national policy goals. This is a success story from the MoU between CREAM and YTL Cement."
"I hope that this will set the standard and encourage more industry players to consider using RCA in their building materials and for them to be inspired to create more such initiatives across the country.
"This is important as we collectively strive to advance sustainable construction practices in Malaysia for the long term in line with our National Construction Policy 2030's aspirations."
YTL Cement and CREAM will also intensify joint research into the application potential of RCA by-products, particularly aggregate fines, in other construction materials. The goal is to unlock further efficiencies, reduce environmental impact, and catalyse innovation across Malaysia's construction value chain.

'Solar power will be the main driver in achieving the country's overarching RE goals. On top of the CRESS and CREAM, we expect the government to maintain its aggressive rollout of large scale solar (LSS) schemes,' said MBSB Research. Package A with a quota of 1.5GW is for land-based solar power plants while Package B is for the remaining 500MW, specifically for floating solar. Following that, we expect the Energy Commission (ST) to announce the bidding for LSS6, which will likely introduce another 2GW of solar capacity with battery energy storage system (BESS) requirements. Sarawak's strategic positioning as a hydro-centric renewable hub will be reinforced through a dedicated grid link to Peninsular Malaysia, further unifying the nation's clean-energy infrastructure. Integrating Sarawak's strength in hydropower balances Peninsular Malaysia's thermal-heavy profile, reducing reliance on coal and gas plants during high-demand periods. This will be a transformative move for the power sector. We expect EPCC contractors and M&E firms to be among the initial beneficiaries from this. In a report last year, ASEAN Energy said the interconnection plan is to connect Peninsular Malaysia and Sarawak through grid-to-grid high-voltage DC (HVDC) subsea cables, with a planned 676km line capacity of 2 x 800 MW, or a total of 1.6GW. The implementing agencies are expected to be Tenaga Nasional and Sarawak Energy. Under Strategy A1.5 of the 13th Malaysian Plan, Malaysia will launch a nuclear-power program slated to come online by 2031, integrating nuclear alongside renewables to decarbonise its grid. MyPOWER Corporation will serve as the Nuclear Energy Programme Implementing Organization, responsible for governing the national nuclear program in accordance with International Atomic Energy Agency (IAEA) standards. We view that nuclear power offers Malaysia a powerful lever to secure low carbon, reliable baseload capacity, which addresses the intermittency concerns and bolsters energy security. However, it comes with steep capital requirements, complex waste and safety obligations. We maintain our POSITIVE stance on the Utilities sector and the Renewable Energy subsector, underpinned by the structural policy tailwinds for a deep decarbonisation trajectory in line with the targets under NETR. We view that solar remains a multi-year growth engine, which will benefit EPCC players such as Solarvest (NR), Samaiden (BUY, TP: RM1.59), Pekat (BUY, TP: RM1.86), Sunview (BUY, TP: RM0.54) and Northern Solar (NR). Tenaga (BUY, TP: RM16.40) will be the key beneficiary in the asset ownership space from both RE capacity expansion and grid upgrade investments. Meanwhile, the recent request for proposal (RFP) for new gas-fired power generation capacity also presents a positive catalyst for the sector. This will be undertaken via two categories, which is the extension of the concession period for existing gas-fired power plants with expiring or expired existing power purchase agreements (PPAs) and through the development of new gas-fired power plants. This is expected to add about 8GW of new capacity. KOTA KINABALU: The Ministry of Agriculture and Food Security (KPKM) has partnered with TM Technology Services Sdn Bhd (TM) to accelerate digital transformation in Malaysia's agro-food sector. The collaboration, formalised through a Memorandum of Cooperation (MoC), aims to integrate smart technologies, research, and training to modernise the industry. The MoC was exchanged between KPKM secretary-general Datuk Seri Isham Ishak and TM Government Business vice-president Mohamed Faisal Naina Mohamed, witnessed by Agriculture and Food Security Minister Datuk Seri Mohamad Sabu. The partnership aligns with KPKM's goal to enhance sustainability and efficiency in agro-food production. 'This collaboration covers digital transformation consultations, advanced technology training, and joint programmes like workshops and symposiums,' said KPKM in a statement. The initiative supports the National Agrofood Policy 2021–2030, focusing on innovation to strengthen food security. Additionally, KPKM introduced a specialised competency certification for private agricultural drone operators. Developed with the Civil Aviation Authority of Malaysia (CAAM), the Remote Pilot Certificate of Competency – Agriculture Light (RCoC-AL) syllabus aims to expand drone usage in farming. KPKM also unveiled three key initiatives: the Agro-Food Mechanisation and Automation (M&A) Programme, distributing RM2.2 million to Sabah agencies, the Digital AgTech system in partnership with MDEC (with 700+ installations nationwide), and the RM30 million Agrofood Value Chain Modernisation Programme (PMRNA) for Bumiputera agri-entrepreneurs. KOTA KINABALU: A total of RM13 million in agreements were sealed through three Memorandums of Understanding (MoUs) in an effort to develop the agriculture sector and enhance the country's food security. The MoUs were signed between the Keningau Area Farmers' Organisation (PPK Keningau) and Absolute Moringa Sdn Bhd (AM), the Farmers' Organisation Authority (LPP) and Desa Keningau Livestock Industries Sdn Bhd (DKLI), and between LPP and Sawit Kinabalu Farm Products Sdn Bhd (SKFP). Deputy Minister of Agriculture and Food Security, Datuk Seri Arthur Joseph Kurup, said the first agreement, worth RM10 million, involves collaboration between PPK Keningau and AM in marketing and distributing agricultural inputs to empower the business and supply services of farmers' organisations for both members and non-members in Sabah. The second agreement, valued at RM3 million, was signed between LPP and DKLI to carry out a corn grain planting project, aimed at boosting local corn production through a corporate approach and technology transfer. 'I was informed the project will begin soon. It has long-term impact, particularly in reducing our dependency on imported corn grain used as livestock feed, which would indirectly increase supply and lower farming costs. 'The third MoU between LPP and SKFP involves technical cooperation for the implementation of an integrated oil palm-cattle breeding project. 'Although the project has no monetary value, it serves to optimise land use for integrated livestock farming under several high-impact initiatives,' he said after the MoU ceremony involving LPP in conjunction with the National Farmers, Breeders and Fishermen's Day celebration. Arthur said the collaborations are expected to bring significant benefits, especially to local communities. 'These high-impact projects reflect strong cooperation between the Government and private sector in driving agricultural growth and enhancing food security. 'At the same time, by increasing the production of resources like corn grain, we can reduce import dependency, improve economic outcomes and make livestock farming more accessible and cost-effective for local farmers,' he added.
