CHENNAI: The Madras High Court on Thursday dismissed a public interest litigation (PIL) petition filed by an advocate challenging the appointment of four senior IAS officers as the spokespersons for the Tamil Nadu government.
The first bench of Chief Justice Manindra Mohan Shrivastava and Justice Sunder Mohan, while trashing the petition, imposed costs of Rs 1 lakh on the petitioner, M Sathya Kumar, for filing the petition on frivolous grounds.
Observing that no law has been violated by making the appointment, the bench noted that the officers have been appointed as the 'spokespersons of the government, not of any party'.
'Is it violating any law? The appointment is made through a proper channel. They are spokespersons of the government, not of any party. What is wrong in it,' the bench asked the petitioner.
However, Sathya Kumar submitted there is no law that provides for such appointment of IAS officers as spokespersons for the government and it is not akin to the Constitution.
He also noted no proper G.O. was issued for effecting the appointment. It was effected only through a press release issued by the Directorate of Information and Public Relations (DIPR).
In the petition, he had said there was no legal definition or legislative backing for such an appointment and it risks conflating government communication with the political message as the ruling party may use them for disseminating its messages.
He also had alleged such appointment was not backed by any government order, statutory rule or legally framed notification for authorisation.
He wanted the court to quash the press release issued by DIPR in this regard.

Abeysinghe highlighted that Sri Lanka's apparel exports generated more than $5 billion in 2024. The government aims to raise that figure to $8 billion by 2030. In July, the Sri Lankan government gazetted the Presidents' Entitlements (Repeal) Bill, aiming to abolish special privileges granted to former Presidents and their widows. The bill follows cabinet approval to amend the Presidents' Entitlements Act No. 4 of 1986. The proposed changes are designed to end longstanding benefits for former presidents and their widows. Sri Lanka currently provides a range of privileges for these groups. Earlier this year, a government minister disclosed that the state spent more than Rs 1.1 billion (about $3.7 million) in 2024 on benefits for former Presidents. The move to repeal these entitlements fulfils a key pledge of the current administration. On July 22, the Cabinet of Ministers approved the publication of a draft bill to repeal the Presidents' Entitlements Act, effectively revoking special privileges granted to former Presidents and their families. The move is in line with the government's policy declaration 'Pohosath Ratak – Lassana Jeewithayak', which pledges to reduce state expenditure and promote accountability.

NDA announces CP Radhakrishnan as candidate for Vice Presidential election

The ruling National Democratic Alliance (NDA) has announced Maharashtra Governor C P Radhakrishnan as its Vice Presidential candidate. Vice President of India Jagdeep Dhankhar resigned from his post, citing health reasons and the need to follow medical advice, on July 21. The resignation was addressed to the President of India. 'To prioritise healthcare and abide by medical advice, I hereby resign as the Vice President of India, effective immediately, in accordance with Article 67(a) of the Constitution,' Dhankhar wrote in his letter to the President. C P Radhakrishnan, born on October 20, 1957, in Tiruppur, Tamil Nadu, is currently serving as the 24th Governor of Maharashtra. He assumed office on July 31, 2024, after previously serving as the Governor of Jharkhand from February 2023 to July 2024. In 2024, he also held additional charges as the Governor of Telangana and the Lieutenant Governor of Puducherry. Radhakrishnan began his political career as an RSS worker and was part of the Bharatiya Jana Sangh's Tamil Nadu executive in 1974. He was elected twice as a Member of Parliament from Coimbatore in 1998 and 1999. Between 2004 and 2007, he served as the Tamil Nadu State President of the Bharatiya Janata Party (BJP). In addition to political responsibilities, Radhakrishnan was Chairman of the Coir Board, Kochi, from 2016 to 2020. From 2020 to 2022, he was the BJP's All-India in-charge for Kerala.
