Amid disruptions, Rajya Sabha Chair says expunged proceedings should not be shared on social media
As the Opposition's demand for a discussion on the Special Intensive Revision (SIR) exercise in Bihar continued to roil Parliament on Tuesday, the Rajya Sabha Chair said arrangements should be made to ensure that expunged proceedings of the House are not shared on social media. While Rajya Sabha was adjourned till lunch soon after it began proceedings in the morning, Lok Sabha first got adjourned till noon and then till 2 pm amid protests from the Opposition. As the Upper House reconvened after lunch, the Mines and Minerals Amendment Bill was tabled. Rajya Sabha Leader of Opposition Mallikarjun Kharge again raised the demand for a discussion on the SIR exercise. Ghanshyam Tiwari, who was chairing the House, said the issue was subjudice. Radha Mohan Das Agrawal of the BJP said whenever a discussion on any Bill comes up, the Rajya Sabha LoP 'does not speak on the Bill and instead goes directly to SIR'. 'You instruct that this will not go in the proceedings,' Agarwal said. He added that soon after the LoP speaks, his video gets shared on social media. 'My question is, if you have expunged something from proceedings in writing then how does it get shared on social media,' Agarwal added. Tiwari said anything that has been expunged should not be shared on social media. 'There should be an arrangement to ensure that proceedings which have been expunged should not be shared on social media. Either through Sansad TV or any other medium, it should not go on record — arrangements for that should be made,' he told the House. Earlier in the day in Rajya Sabha, deputy chairman Harivansh objected to some members wearing badges.

Himachal Vidhan Sabha again clears without changes the Bill that Gov wanted tweaked
The Himachal Pradesh Vidhan Sabha Tuesday rejected Governor Shiv Pratap Shukla's recommendations to make changes in the Agriculture, Horticulture & Forestry (Amendment) Bill, 2023. The House, instead, again cleared the Bill, which had earlier been returned by the Governor. The Bill will again be sent to the Governor for his assent. The amended Bill, originally passed by the Assembly on September 21, 2023, was introduced again by Agriculture Minister Chander Kumar. Explaining the move, Kumar said, 'The amendment Bill was sent to the Governor for assent but was referred back with observations, including a suggestion to add Section 4(3)(1) of the Model Act for Higher Agricultural Educational Institutions in India (Revised 2023).' He added that the Council of Ministers, in its meeting on July 29, 2024, decided to move a resolution for reconsideration and re-passage of the Bill. Governor Shukla had recommended amendments in line with the Union Government's Model Act, which would have empowered the Chancellor (Governor) to appoint Vice-Chancellors through a selection committee, with inputs from a nominee panel including experts from central institutions such as CSIR. By rejecting these proposals, the Assembly has retained the state government's control over the appointment process. The development comes days after the Himachal Pradesh High Court stayed advertisements issued by Raj Bhavan inviting applications for V-C posts at Dr YS Parmar University of Horticulture and Forestry, Nauni, and CSK HP Agricultural University, Palampur. The state government had earlier withdrawn these notifications as 'beyond the Governor's legal competence,' but Raj Bhavan reinstated them and extended the deadlines, calling the withdrawal 'illegal and unconstitutional.' Governor Shukla has maintained that under the 1986 Universities Act, the Chancellor alone has authority to initiate VC appointments and is not bound by cabinet advice, citing Supreme Court precedents. On August 14, the standoff between the Himachal Pradesh government and the Raj Bhavan deepened, with the Governor's Secretariat declaring the state government's August 11 order to withdraw recruitment advertisements 'illegal and unconstitutional'. In an official communication issued later, the Raj Bhavan confirmed the process to appoint vice-chancellors for Chaudhary Sarwan Kumar Himachal Pradesh Krishi Vishwavidyalaya, Palampur, and Dr YS Parmar University of Horticulture & Forestry, Nauni, Solan, would 'continue as planned'. The deadline for submitting applications has now been extended up to 5 pm on August 18. According to the Raj Bhavan notification, the advertisements for the posts were originally issued by the Governor's Secretariat under statutory powers vested in the Chancellor by Section 24 of the Himachal Pradesh University of Agriculture, Horticulture and Forestry Act, 1986, as these positions have been lying vacant since August 21, 2023, and May 8, 2025, respectively, necessitating immediate appointments to ensure smooth functioning of the universities.

NDA questions purpose of ‘Voter Adhikar Yatra'
Patna: The ruling NDA in Bihar questioned the purpose of the ongoing 'Voter Adhikar Yatra' by Congress MP Rahul Gandhi and RJD leader Tejashwi Prasad Yadav when the Election Commission (EC) is following the orders of the Supreme Court where the case against special intensive revision (SIR) of electoral rolls in Bihar is being heard. BJP also said those flashing a copy of the Constitution were themselves violating it. Senior JD(U) leader and parliamentary affairs minister Vijay Kumar Choudhary on Tuesday said the Grand Alliance leaders are on a tour in Bihar these days. Talking to reporters, he termed the opposition's yatra as aimless and directionless. He also lashed out at Congress for calling Rahul a 'Jananayak' (which is used for former CM and Bharat Ratna Karpoori Thakur). He said it shows their mental bankruptcy and political immaturity. "No one knows what they want. When the EC is following the court's directions, then why have they come on the road? These people also say they are not against SIR, but want to stop it. In this context, the current aimless tour is a sign of their political frustration," he said. "There is no enthusiasm among the people. The roads on his route are empty and the support of the people is not visible anywhere.
