Cabinet approves National AI Policy 2025

ISLAMABAD: In a decisive move towards digital modernisation, the Federal Cabinet on Wednesday, unanimously, approved the National Artificial Intelligence (AI) Policy 2025, aimed at aligning the country with global technological advancements, fostering an AI-driven ecosystem, and generating employment opportunities.
The Federal Cabinet, which met here with Prime Minister Shehbaz Sharif in the chair, unanimously approved the National Artificial Intelligence Policy 2025. The policy seeks to establish a comprehensive AI ecosystem — in a bid to reshape the country's economic future and global competitiveness.
Reform of the Hajj policy was another key decision of the day, with the Cabinet endorsing the Hajj Policy 2026, which mandates a fully digitised pilgrimage operation for pilgrims beginning in 2026.
The prime minister directed the Ministry of Religious Affairs to overhaul logistics, introduce real-time monitoring, and deploy upgraded digital tools – including a revamped Pak Hajj mobile app, digital wristbands, and integrated SIM cards – to ensure transparency and high-quality service delivery.
The policy allocates 70 per cent of the pilgrimage quota to the government and 30 per cent to private operators. Companies that failed to meet their obligations during the previous pilgrimage season will be required to accommodate the affected pilgrims in the upcoming cycle.
To enhance accountability, the Cabinet also mandated third-party validation of all Hajj operations, a competitive system for selecting support staff, and the introduction of emergency compensation mechanisms. A minimum of 2,000 pilgrims per private firm is now required, and 1,000 seats will be reserved for hardship cases.
The digital transformation of the Hajj process will be jointly led by the ministries of Information Technology and Religious Affairs, under the direct supervision of the Prime Minister's Office.
As for the AI policy, officials briefing the Cabinet said it sets an ambitious agenda: training one million AI professionals by 2030, developing 1,000 home-grown AI products, and supporting civic innovation through 50,000 AI-driven public service projects.
The plan includes annual AI scholarships, inclusive financing for women and persons with disabilities, and two new government-backed investment vehicles – an AI Innovation Fund and a Venture Fund – aimed at encouraging private sector participation.
A newly formed AI Council, guided by a national Master Plan and Action Matrix, will oversee implementation and ensure compliance with international standards on data protection, cyber security, and ethical AI use.
'Our youth are our greatest asset,' said the prime minister. 'By investing in AI, we are investing in the future of this country – in jobs, in services, and in global relevance.' In addition to these major reforms, the Cabinet also ratified decisions from earlier meetings of the Cabinet Committee on Privatisation and the Committee on Legislative Business held earlier this month.
At the outset of the meeting, Prime Minister Sharif announced that Pakistan will dispatch two consignments of food aid to Gaza, aiming to provide relief to the besieged population amid the ongoing conflict.

Chairing a high-level meeting of the steering committee on counterterrorism and state authority, referred to as the 'Harden the State' initiative, the premier said the world acknowledged Pakistan's gains in its fight against terrorism. 'Pakistan's brave forces have taken decisive action through operations like Zarb-e-Azb and Radd-ul-Fasaad. In the latest battles, the world has seen Pakistan's success,' the prime minister said, according to a statement issued by the PM Office. He credited the country's counterterrorism approach with combining ground operations, legislation, public engagement, and efforts to curb extremist ideologies. PM Shehbaz praised the coordination between federal and provincial governments and directed full implementation of the committee's recommendations to bolster security and intelligence cooperation. 'Our brave officers and soldiers who have laid down their lives for the motherland are a source of pride for the nation,' he said, adding that the war against terrorism had unified the armed forces, intelligence services, law enforcement, and the Pakistani people. The prime minister also appreciated the role played by the Counter Terrorism Departments, especially in Punjab, as well as the contributions of the Interior Ministry and the Intelligence Bureau. The prime minister said the government was actively working on a comprehensive and actionable strategy to eliminate threats posed by groups like 'Fitna-e-Hindustan' and 'Fitna-e-Khawarij' -references often used for Indian-backed proxies and violent extremist groups. He further noted that joint actions by relevant institutions had curbed smuggling, helping stabilize the economy. 'The impact of anti-smuggling efforts has been positive for the economy,' he added. Highlighting broader governance reforms, the premier said initiatives such as the digitisation of government systems and tax reforms were helping to restore investor confidence. He pointed to recent gains in the Pakistan Stock Exchange and improved global credit ratings as signs of economic recovery. On the issue of illegal Afghan migrants, PM Shehbaz said their repatriation was continuing in line with international law. The meeting was attended by Deputy Prime Minister Ishaq Dar, Army Chief General Syed Asim Munir, National Security Adviser Lt Gen (retd) Asim Malik, Information Minister Attaullah Tarar, Law Minister Azam Nazeer Tarar, Economic Affairs Minister Ahad Khan Cheema, Adviser Rana Sanaullah, Minister of State for Interior Talal Chaudhry, chief secretaries, police chiefs of all provinces, and other senior officials.

Meta Platforms also climbed 12.1% to an all-time high in early trading, after the social media giant forecast third-quarter revenue well above estimates, thanks to AI boosting its core advertising business. Nvidia gained more than 1%. The S&P technology index and the communication services index both hit record highs, up 1.2% and over 3%, respectively. At 09:50 a.m. ET, the Dow Jones Industrial Average rose 88.73 points, or 0.20%, to 44,550.01, the S&P 500 gained 45.18 points, or 0.71%, to 6,408.08 and the Nasdaq Composite gained 245.09 points, or 1.16%, to 21,374.76. A Commerce Department report showed U.S. inflation increased in June as tariffs on imports started raising the cost of some goods, supporting economists' expectations that price pressures would pick up in the second half of the year.
