380m viaduct to link southern Penang to Silicon Island

GEORGE TOWN : The Penang government will build a 380m marine viaduct connecting southern Penang with Silicon Island, with the link expected to be open to the public by December 2028.
Chief minister Chow Kon Yeow said the four-lane viaduct is a key component of the Pan Island Link 2A (PIL2A) project, aimed at strengthening connectivity between Silicon Island and Penang's second bridge, and supporting long-term urban growth.
Construction work on the viaduct would begin this month with the first phase expected to be completed by mid-2027.
'The total cost of PIL2A phase one is RM390 million, covering the construction of 1.5km of infrastructure connecting the land area at Permatang Damar Laut to Silicon Island, including the construction of a 380m permanent marine viaduct.
'The components will also connect Silicon Island with the second bridge at the Batu Maung roundabout and the Penang International Airport through the construction of an elevated highway,' he told reporters after visiting Silicon Island to see the progress of development there, which has now reached 64.75ha.
A 0.8ha community hub, which includes a food court, a community hall and a one-stop service centre for fishermen, will also be built at Permatang Damar Laut overlooking Silicon Island.
Chow said to support the initial water supply needs of the island, a suction tank and pump house will be built on Permatang Damar Laut, with construction to commence in the third quarter of this year and expected to be completed by the end of 2027.
Penang Infrastructure Corporation Sdn Bhd CEO Farizan Darus said the total construction cost for the community facilities, pump houses and suction tanks is estimated at RM36 million.
Silicon Island, with an area of 930.78ha, is a reclamation project owned by the Penang government. It marks the first time the state government is directly undertaking a reclamation project.

Deputy Finance Minister Lim Hui Ying said the Credit Counselling and Debt Management Agency (AKPK) offers advisory services, financial management assistance and debt restructuring programmes for individuals facing serious financial difficulties. 'For new officers, the Public Service Department conducts the Mind Transformation Programme, which provides early exposure to personal financial management to ensure they can manage debt prudently. 'Civil servants are also bound by a rule requiring their net monthly salary to remain at least 40 percent of their gross income, to prevent them from falling into serious debt,' she said. She was responding to a question from Abdul Latiff Abdul Rahman (PN–Kuala Krai) on government measures to address the worrying trend of rising household debt, particularly among civil servants. As of March 2025, she said, Malaysia's household debt stood at RM1.65 trillion, or 84.3 percent of the GDP (Gross Domestic Product). 'However, it remains manageable at the macro level, as household financial assets over the same period amounted to RM3.45 trillion, 2.1 times higher than total debt,' she added. On housing, which is the largest component of household debt at 61.1 percent, Lim said the government has introduced various affordable housing schemes, including Residensi Madani and PR1MA, taking into account specific situations such as in Johor Bahru, where the cost of living is high. — Bernama

Fahmi: Malaysia's internet coverage hits almost 99pc, 5G reaches 82pc in populated areas

KUALA LUMPUR, Aug 13 — Communications Minister Datuk Fahmi Fadzil said internet and communications coverage in Malaysia's populated areas has reached 98.82 per cent. For 5G services, he said Digital Nasional Bhd (DNB) has completed 7,489 transmitter sites, delivering 82.4 per cent coverage in populated areas nationwide. 'As of July 31, internet and communications coverage in populated areas across Malaysia stood at 98.82 per cent, while in the Tanjung Karang constituency it was 99.75 per cent,' he told Dewan Rakyat. Fahmi was replying to Tanjung Karang MP Datuk Dr Zulkafperi Hanapi, who had asked for updates and data on the progress of the 5G project, particularly within the constituency. He said the expansion of 5G coverage to rural areas, including Tanjung Karang, will be carried out in stages based on needs and infrastructure readiness. The minister said the second 5G network, operated by U Mobile, was launched on July 14 following progress discussions with MCMC, with 1,232 sites upgraded and 17 more planned in Tanjung Karang. 'As of July 31, 5G mobile broadband penetration stood at 82.7 subscriptions per 100 inhabitants, with over 28 million internet accounts using 5G services,' he added. Fahmi said the rollout of Jendela Phase 1 is expected to be completed by the end of 2025, while plans for Phase 2 are under review and will be announced by MCMC in the fourth quarter of 2025. The review includes assessing suitable service delivery methods and the capacity of the Universal Service Provision Fund (USP Fund) to finance capital and operational expenditures. He said project locations are also being identified, with possible solutions including building new towers and providing internet via satellite.
