(Facebook pic) GEORGE TOWN : The Penang government will build a 380m marine viaduct connecting southern Penang with Silicon Island, with the link expected to be open to the public by December 2028. Chief minister Chow Kon Yeow said the four-lane viaduct is a key component of the Pan Island Link 2A (PIL2A) project, aimed at strengthening connectivity between Silicon Island and Penang's second bridge, and supporting long-term urban growth. Construction work on the viaduct would begin this month with the first phase expected to be completed by mid-2027. 'The total cost of PIL2A phase one is RM390 million, covering the construction of 1.5km of infrastructure connecting the land area at Permatang Damar Laut to Silicon Island, including the construction of a 380m permanent marine viaduct. 'The components will also connect Silicon Island with the second bridge at the Batu Maung roundabout and the Penang International Airport through the construction of an elevated highway,' he told reporters after visiting Silicon Island to see the progress of development there, which has now reached 64.75ha. A 0.8ha community hub, which includes a food court, a community hall and a one-stop service centre for fishermen, will also be built at Permatang Damar Laut overlooking Silicon Island. Chow said to support the initial water supply needs of the island, a suction tank and pump house will be built on Permatang Damar Laut, with construction to commence in the third quarter of this year and expected to be completed by the end of 2027. Penang Infrastructure Corporation Sdn Bhd CEO Farizan Darus said the total construction cost for the community facilities, pump houses and suction tanks is estimated at RM36 million. Silicon Island, with an area of 930.78ha, is a reclamation project owned by the Penang government. It marks the first time the state government is directly undertaking a reclamation project.

National semiconductor strategy targets 34,500 new jobs by 2040

The Government has launched a new national semiconductor strategy which aims to boost employment in the sector by 34,500 jobs by 2024. Semiconductors, sometimes referred to as microchips, are used in everything from smartphones and computers, to the latest quantum computing and AI technology. The semiconductor sector in Ireland currently has more than 130 indigenous and multinational companies providing 20,000 jobs and €13.5 billion in annual exports. The new semiconductor strategy entitled "Silicon Island" is designed to strengthen Ireland's role in the global semiconductor industry by attracting further major multinational investment and supporting indigenous start-ups and spin-outs. The plan aims to securing major industrial investments, including one leading edge fabrication facility in a regional location, two trailing-edge foundries, and one advanced packaging facility. The strategy will also focus on strengthening research capacity and promoting Ireland internationally as a hub of semiconductor excellence. "From AI to quantum computing and the green transition, semiconductors are at the core of global innovation," Minister for Enterprise, Tourism and Employment Peter Burke said. "This strategy is Ireland's commitment to helping deliver on the European Chips Act and to becoming a global leader in this vital sector. Ireland is turning to chips as the next big opportunity," Mr Burke said. The plans set out in the strategy will be guided by an industry-led Semiconductor Advisory Council. Professor William Scanlon, the CEO of Tyndall National Institute, welcomed the publication of the strategy. "As the national institute for semiconductors, Tyndall is proud to play our part in the delivery of the strategy through collaborative research and innovation and the development of talent and skills," Professor Scanlon said.

Coalition looks to lure new generation of chip-makers to Ireland

The Government could provide sites for microchip-makers in a bid to lure companies like Nvidia and get them to build high-tech production facilities in the Republic. The plan is part of the Government's new national semiconductor strategy aimed at attracting companies and creating some 35,000 new jobs in the industry here by 2040. Chip-makers like Intel already have a significant presence in the Republic. But with the troubled US company looking to shed jobs the Government wants to strengthen Ireland's role in the strategically important global semiconductor industry. 'Ireland already has a strong semiconductor base with over 130 indigenous and multinational companies, 20,000 jobs and €13.5 billion in annual exports,' said Minister for Enterprise Peter Burke , who will launch the strategy on Monday at Tyndall National Institute in Cork City. 'But with the right support I believe we could do far more. By 2040 Ireland could support up to 34,500 new semiconductor roles.' READ MORE As part of the strategy, dubbed 'Silicon Island', the Government wants to secure investment in one 'leading edge' semiconductor fabrication facility in 'a regional location'. This facility will be able to produce the most advanced chips available, similar to Intel's Leixlip plant. It is also targeting two lower-tech facilities as part of the strategy. Among the 'deliverables' contained in the strategy is the development of 'next generation sites' with the infrastructure to support 'large-scale manufacturing'. The targets will be guided by an 'industry-led advisory council', which the Department of Enterprise said will consist of 'of key stakeholders, bringing together industry, academia and the enterprise agencies'. Mr Burke said: 'From AI to quantum computing and the green transition, semiconductors are at the core of global innovation. This strategy is Ireland's commitment to helping deliver on the European Chips Act and to becoming a global leader in this vital sector. Ireland is turning to chips as the next big opportunity.' Semiconductors have been produced in the Republic since the 1970s when Analog Devices opened a factory in Limerick. The industry generated €15.5 billion in revenue in 2023, according to Tyndall, employing some 20,000 people.

Penang governor urges Putrajaya to fund Pan Island Link 1 project for improved traffic management

GEORGE TOWN, May 16 — The Penang Yang diPertua Negri, Tun Ramli Ngah Talib, has urged Putrajaya to approve funding for the state's Pan Island Link 1 (PIL1) project under the 13th Malaysian Plan. He said the state government has applied for funding for the project under the first rolling plan of the 13th Malaysian Plan, and the application is currently under consideration. 'I wish to call on the federal government to give consideration to PIL1 as this project is expected to give a positive impact in terms of traffic management and dispersal in Penang,' he said in his speech at the state legislative assembly today. He expressed gratitude to the federal government for its financial support for other mega projects in Penang, including the Juru-Sungai Dua Elevated Highway, the Mutiara Light Rail Transit (LRT) project, the Sungai Perak-Penang water project, and the expansion of the Penang International Airport (PIA). 'Besides that, I was made to understand that the Silicon Island project, which started on September 22, 2023, has shown positive developments,' he said. As of April 25 this year, a total of 150 acres have been reclaimed, he said. 'With a targeted overall reclamation of 2,300 acres, this project is now 6.5 per cent complete,' he said. He added that the project will bolster Penang's position as one of the nation's main economic drivers and its role in the country's development. Penang's economy recorded a growth of 3.3 per cent in 2023, with a gross domestic product (GDP) of RM116 billion. 'This achievement is supported by two main sectors: the services sector (48 per cent) and the manufacturing sector (46.5 per cent),' he said. Penang has remained one of the six main contributors to 73 per cent of the national GDP. 'Penang also recorded the highest GDP per capita at RM72,586,' he said. In international trade, he said Penang recorded a total trade volume of RM788.1 billion in 2024, an 11.6 per cent increase compared to RM696.7 billion in the previous year. The state has also continued to uphold and promote Islamic values, he said, citing the development of the KITAB Smart City Campus in Bandar Cassia, Batu Kawan. 'This is a large project that will bring about long-lasting impact,' he said. The project, located on 17.3 acres of wakaf land, includes the construction of a mosque and Islamic centre, a commercial centre, student accommodations, and Kolej Islam Teknologi Antarabangsa Pulau Pinang (KITAB). On the state's water supply system, he said the Penang Water Supply Corporation (PBAPP) has invested RM1.185 billion in its Water Contingency Plan 2030 to meet increasing water demands by 2030. 'The long-term plan is the Sungai Perak treated water transfer project, which will meet water demands until 2050,' he said. He noted that the project would benefit Penang and northern Perak through the Taman Perindustrian Hijau Bersepadu Kerian (KIGIP). Two new bills, the Penang Water Resources Board Bill 2024 and the Penang Water Resources Bill 2025, will be tabled at this sitting of the state legislative assembly, he said. The aim of the bills, he added, is to strengthen the state's water resource management through the establishment of the Penang Water Resources Board.
