NHAI seeks 2.5 acres of land from Railways for construction of underpass at G.Corner

The National Highways Authority of India (NHAI) has sought about 2.5 acres of land from the Indian Railways for constructing a vehicular underpass across the Tiruchi-Chennai Bypass at G. Corner in the city.
Construction of anunderpass across the bypass, which forms part of the busy Chennai-Tiruchi-Madurai National Highway, has been a long-pending demand from the public. The Tiruchi Member of Parliament Durai Vaiko had given a push for the project by conducting a joint inspection of the site with senior officials of the Railways and NHAI in January.
He had subsequently called on the Union Minister of Road Transport and Highways Nitin Gadkari and urged him to sanction the underpass at the earliest. The Minister, Mr. Durai Vaiko said, had responded positively to the request.
Subsequently, the NHAI officials after conducting a survey had sought about 2.5 acres of land from the Railways on either side of the highway for the construction of the underpass.
'We have conveyed the requirement to the Railways. Once the land is allotted, we will take forward the proposal to build the vehicular underpass,' a senior official NHAI told The Hindu.
Mr. Durai Vaiko told The Hindu that following the submission of the requirement by the NHAI, he has requested the railway authorities to expedite land transfer. 'The detailed project report for the underpass is likely to be ready by mid-June,' he said.
Ever since the widening of the highway into four lanes, residents of Golden Rock and beyond and employees of the Golden Rock Railway Workshop, have been demanding the construction of an underpass to provide direct access to the workshop.
With the widening of the road into a four-lane highway, bypass was rendered out of bounds for the residents who have to take a 2-km detour to reach Senthaneerpuram, which is across the road. The two-way service lane, which now serves as the access route for the Golden Rock area from the TVS Tollgate Junction, is narrow and accident-prone.
Initially, although the NHAI was willing to build an underpass, the Railways was not willing to provide land. Negotiations between the NHAI and Railways held in 2012 did not lead to any tangible result. The NHAI had then sought 3,000 square metres of railway land and ₹1 crore from the Railways. At one stage, the railway authorities came forward to provide the land, but the issue of sanction of funds was not addressed.
However, with the Railways and NHAI officials agreeing to pursue the proposal now, the project is expected to take off once the land alienation is completed.

This will include a five-km tunnel between Shiv Murti-Mahipalpur (Dwarka Expressway) and Nelson Mandela Road (Vasant Kunj). The projects, which were approved during a recent meeting with Union Minister of Road Transport and Highways, Nitin Gadkari, will commence from early next year. The tunnel between Dwarka Expressway and Vasant Kunj will be constructed by the National Highways Authority of India (NHAI) at an estimated cost of ₹3,500 crore. The project will include the construction of two underground tubes, with each tube having three lanes, which will offer a signal-free alternate route between South Delhi and Dwarka/Gurugram. Moreover, the tunnel will be equipped with facilities like ventilation, fire safety, CCTV, electro-mechanical systems, surveillance, control rooms, cross passages and emergency exits for efficient travelling. She explained that the tunnel will help in easing traffic congestion on Rangpuri, Dhaula Kuan, Rao Tula Ram Marg, and National Highway 48 (NH-48). The tunnel will also become significant in connecting multiple major expressways including the Delhi Expressway (NE-5), NH-44, NH-10, Delhi-Jaipur Highway (NH-48), and Delhi-Dehradun Expressway (NH-709B) via the Urban Extension Road (UER) and Dwarka Expressway, she added. CM Rekha Gupta called this project, the "foundation for the Delhi of the future," and said the tunnel will give a new direction to infrastructure in the national capital and bring relief to millions of citizens. The construction of a new underground tunnel connecting Shiv Murti–Mahipalpur (Dwarka Expressway) to Nelson Mandela Road in Vasant Kunj in south Delhi is likely to begin early next year, with all clearances for the project in advanced stages, officials said on Sunday. The five-kilometre-long tunnel will redefine commute in the congested parts of south Delhi, chief minister Rekha Gupta said on Sunday. The tunnel will be built by the National Highways Authority of India (NHAI) at an estimated cost of ₹3,500 crore. The tunnel is part of a larger infrastructure push under the 'double engine government', Gupta added. 'This tunnel is the foundation for the Delhi of the future. We are committed to making Delhi congestion-free and clean. The construction of this tunnel will reduce the burden on roads, eliminate traffic signals and save fuel,' Gupta said. The tunnel will provide a seamless, signal-free connection between south Delhi and Dwarka-Gurugram, easing pressure on key stretches such as Nelson Mandela Road, Mahipalpur, Rangpuri, and the chronically jammed National Highway 48 near Dhaula Kuan and Rao Tula Ram Marg, officials said. According to officials, the tunnel will consist of two underground tubes — one for each direction — with three lanes each, allowing for six-lane traffic movement beneath the city's surface. Apart from decongesting existing road networks, the tunnel is also expected to play a critical role in pollution mitigation by offering a faster, signal-free route and reducing idling time for vehicles, officials said. Gupta described the project as a symbol of effective Centre-state coordination, thanking Prime Minister Narendra Modi and Union transport minister Nitin Gadkari for their support. 'The national capital is now reaping the benefits of double-engine governance,' Gupta said. Earlier this week, the Delhi government had announced that six major infrastructure projects worth ₹24,000 crore have been approved by the Ministry of Road Transport and Highways (MoRTH). Officials involved with the project said the tunnel will be equipped with modern safety and operational technologies, including electro-mechanical systems, ventilation, CCTV surveillance and emergency exits. Once constructed, the tunnel is expected to connect central and east Delhi to multiple major highways such as the Delhi Expressway (NE-5), NH-44, NH-10, NH-48 (Delhi-Jaipur Highway), and NH-709B (Delhi-Dehradun Expressway), via the Urban Extension Road (UER) and Dwarka Expressway. In December 2023, the Delhi Pollution Control Committee (DPCC) had submitted a report to MoRTH saying that residents of south Delhi had raised concerns that the tunnel could have an adverse impact on forest and environment, and possibly damage houses in the area. According to a previous report of the ministry, the tunnel will pass through 5.825 hectares of area, which comes under the southern Ridge, and another 1.68 hectares of a deemed forest, for which permission has been applied under the Forest Conservation Act (FCA), 1980 for felling of 417 trees, against which compensatory afforestation will be done. In November 2022, the Delhi's Ridge Management Board (RMB) cleared the project, and further recommended it to the Central Empowered Committee (CEC), which cleared it in June 2023, and the Supreme Court gave the final approval in October last year.

1 2 Mangaluru: In an attempt to provide a sustainable solution to plastic waste management in the region, nearly 1.70 lakh kg of plastic waste segregated at Material Recovery Facilities (MRFs) is now being used for a road project. In what is probably the first-of-its-kind initiative in Karnataka, in terms of quantity, low-density polyethylene (LDPE) plastic from four MRFs has been used by the NHAI to develop service road stretches between Talapady and Nanthoor, and from Surathkal to Sasthan, said Mangala Resource Management Pvt Ltd (MRMPL) managing director Dilraj Alva. MRMPL is managing MRF units in Karkala, Edapadvu, Bantwal, and Kedambady. Alva told TOI, "This project has provided a major boost to the use of recycled plastic in road construction and is also expected to enhance road durability." MRMPL director Sachin Shetty explained that the plastic used is LDPE, a flexible and tough plastic, typically considered low-value. The four MRF units collectively process 18–20 tonnes of dry waste daily, which is carefully segregated by type, with 40–50 tonnes of LDPE plastic recovered per month. He said that the Indian Road Congress (IRC) and National Highways Authority of India (NHAI) have issued specific guidelines for incorporating plastic in hot bituminous mixes for wearing courses. These guidelines allow the use of LDPE or high-density polyethylene (HDPE) while prohibiting black-coloured plastics or PVC due to their potential to emit harmful gases. The rules also define the permissible size, thickness, and percentage of plastic to be added to bitumen. In adherence to these specifications, MRMPL has established a dedicated shredding unit in Mulki to clean and process the plastic before handing it over to contractors executing the road works, Shetty said. "This is possibly the first time such a large volume of plastic waste is being used in a road project in Karnataka. One reason for the slow adoption across the state could be the difficulty in meeting stringent technical standards," he said. "Meanwhile, plastic from this facility has also been used by the Hubballi local body for the development of a one-kilometre road. Also, in Kedambady, two 50-metre stretches are being developed as trial roads using recycled plastic. The tenders for this project are yet to be finalised," Shetty said. NHAI project director Abdulla Javed Azmi said this is certainly a first for the region, where single-use plastic has been used in road construction. The concessionaire has also extended support for the initiative. Recycled plastic has been used not only for a 46-km stretch of the service road but also in parts of the main highway. This move is expected to significantly reduce maintenance costs. This method should be adopted by the local ULB. The use of recycled plastic in road construction will enhance road strength and aid in effective waste management. It is expected to increase the durability of roads by 8–10 years, ensuring long-lasting infrastructure while putting plastic waste to productive use, said Ritam Gangully, project manager of Udupi Tollway Private Limited.
