AP eases entry into mining sector with policy overhaul

Vijayawada: In a move to attract more investments into the mines sector, the state govt has revived the first-cum-first licence policy by scrapping the auction system. The state govt found that auction system has not only prevented the new players into the sector but also helped a few people firming up their grip on the mineral licences.
The first-cum-first licence system was followed in the state during the previous TDP regime. However, the YSRCP regime suspended it to bring the auction system. Although, the auction system helped rake up more revenue to the exchequer, it is believed to have pushed the mineral sector into the hands of a few select players. The influential contractors threatened the new players from filing the bids and grabbed the licences for the most attractive mineral leases.
The state govt in fact released new mining policy 2025-30 recently. In line with the new policy, the industries and commerce department worked out guidelines for issuance of leases and licences for the minor minerals in the state. The tender-cum-auction system will, however, continue for major minerals.
The state govt directed the mines and geology director to consider all the pending applications for grant of leases since 2014.

The revival of the old policy is likely to help young and enthusiastic entrepreneurs to enter into the mining sector with investments and create more employment.
Leases for as many as 16 minor minerals including granite, road metal, building stones, kerbs, limestone, mosaic chips, M-sand will be granted through first-cum-first basis. The leases will also be granted in private patta and forest lands after getting required clearances from the concerned authorities.
"The leases/licences in govt/forest lands will be granted to those who first secured NOC from the authorities concerned. Mere filing application with the mines and geology department will not work," said a senior official of mines and geology department.

Siemens Energy India on Monday reported an 80% YoY jump in its net profit for the quarter ended June at Rs 263 crore versus Rs 146 crore posted in the year ago period. The company's revenue from operations increased 20% to Rs 1,785 crore in Q3FY26 compared to Rs 1,484 crore in the corresponding quarter of the last financial year. It is Siemens Energy India's first earnings since its listing on June 19 this year. Promoted by Netherlands-based Siemens International Holding B.V., the company's sharp rise in profit after tax (PAT) was on the back of new order growth, primarily due to large orders received during the quarter. The company announced an investment of Rs 280 crore in a phased manner in manufacturing capacity expansion of High-Voltage Switchgear products at its Aurangabad factory. Siemens Energy claimed that this expansion will enable the company to meet the growing demand for power transmission equipment, both in India and globally. Commenting on the earnings, Managing Director and Chief Executive Officer Guilherme Mendonca said that new orders grew by an exceptional 94% on the back of a strong domestic market and rising exports. Healthy order backlog and continuous operational excellence helped the company to post robust results for the quarter and for the nine months of the fiscal year, he added. "We continue to add capacity in our Power Transmission business to serve the increasing demand for High-Voltage Switchgear products, not just in India but also globally. With this investment, we are proud to demonstrate our Company's continued commitment to supporting India's energy transition and the Government of India's Make in India and Aatmanirbhar Bharat vision," Mendonca said.
