HR Ministry to collaborate with Penang govt to develop Penang Chip Design Academy

GEORGE TOWN: Discussions are being finalised for the Human Resources Ministry to work with the Penang state government to develop the upcoming Penang Chip Design Academy.
Its minister, Steven Sim said that as the institution intended to develop skilled manpower in the semiconductor and high-tech sectors in Penang, he hoped that the collaboration would add value and upgrade the skill training programmes.
"It is a state government project and we are in discussion to finalise the collaboration between the ministry and the academy.
"As it specialises in developing the semiconductor and high tech sector in Penang, we wish to add value and collaborate to enhance the skill training programmes," Sim told reporters on Thursday (June 19).
Located at the Penang Skills Development Centre (PSDC) building in Bayan Lepas, the academy would support the state's plan for the development of an Integrated Circuit (IC) Design and Digital Park.
It is a key component of the Penang STEM Talent Blueprint and would be led by PSDC in collaboration with key industry players, Electronic Design Automation (EDA) tool providers, academia, and InvestPenang.
Sim had earlier officiated the northern region National Training Week (NTW) 2025 Learning Tour in Raia Inn in Bayan Lepas here.
At the event, Sim said the Human Resource Development (HRD) Corporation and Northern Corridor Implementation Authority (NCIA) have formed a strategic collaboration under the Advanced Technology Meister Programme (ATMP) to introduce the Matching Grant for skills development aimed at helping local industries upskill their workforce in advanced technology sectors.
He added that some 420 families of fishermen impacted by the Silicon Island development project would receive training and skills development programmes in fields to expand their career opportunities.
The NTW programme themed "Learning Beyond Borders", organised by HRD Corp, had brought together over 600 participants from various segments of the community, including school students, civil servants, community members, persons with disabilities (PWDs), cooperatives, and senior citizens, with the aim of empowering them with practical skills aligned with future workforce demands.
To date, it has recorded over 3.2 million enrolments, exceeding its initial target of one million enrolments, with about 167,000 enrolments with almost 800 courses recorded across Penang, Kedah and Perlis in the northern region.
NTW 2025 will conclude on Saturday (June 21) with the closing ceremony in Ipoh, Perak.

KUALA LUMPUR: Manufacturers may suffer up to RM1 billion in losses if the government does not promptly formalise the Sept 15 public holiday, the Federation of Malaysian Manufacturers (FMM) cautioned as it pressed for immediate gazettement. Yesterday, Prime Minister Datuk Seri Anwar Ibrahim declared that Sept 15 would be observed as a public holiday in conjunction with Malaysia Day, with the Human Resources Ministry stating that employers must comply. However, FMM said official confirmation via a gazette notification under the Holidays Act 1951 was still pending. "This is critical to provide legal clarity and enable businesses to plan operations, workforce scheduling, and ensure compliance with the Employment Act 1955," the federation said in a statement. FMM president Tan Sri Soh Thian Lai said last-minute declarations of public holidays disrupt tightly scheduled production timelines, export commitments and labour shifts, particularly in sectors that rely on continuous operations. "Declaring Monday, Sept 15, as a holiday effectively creates a four-day disruption for many manufacturers, covering Saturday through Tuesday for shift-based and continuous operations. Such interruptions require production lines to stop and restart, which is both costly and inefficient," he said. FMM estimated that each additional unplanned public holiday could result in up to RM1 billion in productivity and output losses for manufacturers. The impact is especially severe for export-driven industries and those with continuous production lines, such as steel, food processing and chemicals. Small and medium-sized enterprises, in particular, would struggle to absorb the added costs or manage overtime and replacement shifts, the group added. "Frequent ad hoc holiday declarations do not augur well for a country striving to achieve high-income nation status and position itself as a competitive, reliable, and attractive destination for investment," it added. FMM stressed the importance of policy clarity, consistency, certainty and credibility, noting that abrupt decisions could erode investor confidence and weaken Malaysia's standing in global supply chains. While acknowledging the spirit behind the Malaysia Day celebration, the federation called on the government to expedite the official gazettement, providing immediate legal certainty and enabling businesses to mitigate operational risks effectively.

He said employers could observe the additional public holiday and pay the regular salary, or instruct their employees to work and pay according to the public holiday rates. 'Employers can also opt to give a replacement holiday on another day if their employees are required to work on that public holiday. 'To ensure the implementation of the additional public holiday is fair and organised, the Department of Labour (JTK) is prepared to provide advisory services as well as answer any queries from employers and employees regarding the implementation of this additional public holiday,' he said in a statement, Wednesday. Sim said the Ministry of Human Resources (Kesuma) welcomes Prime Minister Datuk Seri Anwar Ibrahim's announcement that Sept 15 will be designated as an additional public holiday in conjunction with the Malaysia Day celebration. 'This announcement is good news for workers in the public and private sectors nationwide. 'This additional holiday allows all Malaysians to celebrate unity, strengthen the spirit of nationalism and appreciate the uniqueness of the formation of Malaysia as a multi-racial, multi-religious and multi-cultural country,' he said. Sim also called on Malaysians to use the long holiday for recreation, thus promoting well-being among workers and stimulating economic activities, which in turn will have a positive impact on the local economy. The implementation of the additional holiday is subject to provisions under Section 60D(1) of the Employment Act 1955 (Act 265) for Peninsular Malaysia and the Federal Territory of Labuan; the Sabah Labour Ordinance (Chapter 67), the Sarawak Labour Ordinance (Chapter 76) and the Holidays Act 1951 (Act 369) as the basis for the announcement of the official additional holiday by the Government. Minister Steven Sim said employers can also offer a replacement day off for those who are required to work on that day. He explained the implementation of the holiday is subject to provisions under Section 60D(1) of the Employment Act 1955, the Sabah Labour Ordinance (Chapter 67), the Sarawak Labour Ordinance (Chapter 76) and the Holidays Act 1951, and it must be done fairly. 'This long weekend can be used to promote wellness among workers and stimulate local economic activities. 'This, in turn, contribute positively to the community,' he said in response to the Prime Minister's announcement that Sept 15 is an additional public holiday. Sept 15 falls on a Monday, creating a long weekend as it is followed by the Malaysia Day public holiday on Sept 16. Datuk Seri Anwar Ibrahim said the gesture is to honour the unity and uniqueness that underpin the formation of Malaysia. Sim said the holiday reflects the spirit of Malaysia Day, providing an opportunity for citizens to come together and strengthen national pride. 'This will also allow the public to appreciate the country's multiracial and multicultural identity,' he added. He also called on Malaysians to embrace the occasion by fostering harmony and solidarity in conjunction with the national celebration. To support a smooth rollout, the Labour Department is ready to assist employers and workers. 'To ensure the implementation of the additional public holiday is fair and organised, the Labour Department is prepared to provide advisory services and answer queries from employers and workers regarding the implementation of this additional public holiday,' he said. Meanwhile, Communications Minister Datuk Fahmi Fadzil said the Prime Minister's announcement reflects the government's commitment to ease the people's burden with various forms of assistance. He said the government's initiative would also further boost economic growth, provide relief to the people and strengthen the country's fiscal resilience in the face of global uncertainties. 'The government will continue to balance the need to improve the country's financial position with the responsibility to safeguard the well-being of the people,' he said, Bernama reported. Fahmi, who is also National Day and Malaysia Day celebrations main committee chairman, called on Malaysians to raise the spirit of love for the country. 'This is the time for us to unite our hearts, appreciate the blessings of independence and together contribute to the prosperity of the country,' he said. He said the government would continue to strengthen the development agenda through the 13th Malaysia Plan and the 2026 Budget which is currently being worked on for the benefit of the people.
