What will KiwiSaver changes mean for your balance?

An increase in default KiwiSaver contribution rates announced in Thursday's Budget could leave KiwiSaver members more than $100,000 better off at retirement - but there is a warning that not everyone will benefit.
As part of Finance Minister Nicola Willis' Budget, a number of changes were announced to KiwiSaver.
Budget KiwiSaver changes: What you need to know
The government will halve the member tax credit available to people who contribute at least $1042 in a year to $260.72. When the scheme was first launched, the government provided a matching $1042. The cut is expected to save the government $400 million a year.
Employer and government contributions will be made available to 16- and 17-year-olds. Previously, they had only applied to those aged 18 to 65.
The default contribution rate for both employees and employers will increase in two stages to 4 percent from 1 April, 2028. Employees can opt to stay on the lower 3 percent rate, matched by their employer, but that will reset to the new default rate after 12 months. Impact of higher contributions
KiwiSaver managers estimated that the increase to a default contribution rate of 4 percent, plus 4 percent for an employer, would make a material difference to KiwiSaver members' final outcomes.
Murray Harris, head of KiwiSaver at Milford, calculated that someone who was 35, earning the average wage with a KiwiSaver balance of $25,000 in a balanced fund, could have an extra $56,000 (inflation adjusted) at 65. That would give them $50 a week more to spend, he said.
At Sharesies, general manager of funds Matt Macpherson said without adjusting for inflation, the increase for a 30-year-old currently earning $75,000 a year with $30,000 saved in a growth fund would be $175,000 at 65.
Harris said the increase would help to close the gap between what it cost to live in retirement and what NZ Super would provide. But he said it would have been good to see contributions extended to people over 65, as well as teenagers.
Some KiwiSaver providers said the increase was not likely to be enough.
Kōura founder Rupert Carlyon said 4 percent plus 4 percent was better than 3 percent plus 3 percent.
"But it's well short of six plus six, which would have brought us in line with Australia, and it's nowhere near the 15 percent OECD average pension contribution. We have a long way to go, but it's better than nowhere."
Dean Anderson, founder of Kernel Wealth, said the government should have followed Australia's lead and set a path detailing how contributions would increase over time.
"I don't know why we couldn't have gone further, with a long-term plan."
Carlyon said he was worried by stats showing that half of employers used a "total remuneration" approach to KiwiSaver. This means that rather than providing a contribution on top of a person's salary, they are offered a total salary amount and the employee decides whether to contribute to KiwiSaver from that total.
Carlyon said he was worried this would become more common as a way for employers to avoid the additional contribution.
"This is probably net positive for balances over time, but not for everyone - only a select group of people who have employers who do the right thing." Reduction in member tax credit
Macpherson said the impact of the smaller tax credit could compound out to $21,000 less for the 30-year-old earning $75,000 that he used as an example for the higher contribution calculation.
He said some people were being left behind, "in particular self-employed". He said he saw many self-employed people contributing to Sharesies' scheme at the level to get the member tax credit - they would now have their returns reduced.
Retirement Commissioner Jane Wrightson said low-income earners, Māori, women and self-employed people would be hit hardest by the reduction.
"It's a shame there are so few government incentives for a scheme that underpins private saving for retirement. I would at least have liked to see some of the savings from reducing government contributions be applied to serving those groups where we see the widest retirement savings gaps."
But other providers said the impact of the credit was not material for most KiwiSaver members. Anyone who was earning at least $50,000 a year and contributing 3 percent would have received the full payment.
"As much as I hate to see tweaking to KiwiSaver and removing incentives erodes confidence, when you're looking to find balance in the economy and make a saving, on a cost benefit basis, it's probably okay."

One of the things MPs like most about the Budget debate — the freewheeling discussion of the Finance Minister's hard work — is that it enables them to speak about almost anything so long as it can (sometimes very loosely) be linked back to the Budget. Hence this week our southern MPs have been talking about possums, utes, outer space, Barker's sweet chilli sauce ... and every so often about something of vital importance. On Tuesday Taieri Labour MP Ingrid Leary fell into the latter camp with an impassioned speech about the state of the nation's mental health system. "The Budget would have been the perfect opportunity to [workforce gaps], including the 1594 full-time equivalents that the NCAT — which is the National Committee for Addiction Treatment—has identified as missing from the NGO frontline," Ms Leary said. "But no, they did not. Instead, they threw a paltry bit of money to help the transition at emergency departments for the withdrawal of police. That was far too little, far too late." It was Ms Leary's Labour Dunedin colleague Rachel Brooking who brought possums and utes to the debate soon after — which was fairly funny, albeit with a serious purpose. The Budget had been good for possums, Ms Brooking said, because of cuts to pest management initiatives. And it had been good for utes because of subsidies being afforded to companies. But most of all, Ms Brooking said scornfully, the Budget had been bad for women. "Anyone listening closely to the House when the Budget dropped will have heard me give an audible gasp when I read ... that $12 billion was looking to be saved from pay equity. "Yet the Prime Minister had the gall to say to us just the week before, 'No, no, no. This has nothing to do with pay equity'. It is astounding." And she did not mean that in a good way. Up soon after, Taieri Green list MP Scott Willis warmed up on the topic of people feeling the cold as winter bit hard — although he might have sparked debate on his own side by talking about getting nice and cosy in front of a fire rather than being warmed up by an electric fire powered by solar or wind energy. "What really would have helped people and helped landlords, even, would have been support for warm, dry, energy-efficient homes," Mr Willis said. "But this government, over the last two Budgets, has cut over $230m from the Energy Efficiency and Conservation Authority ... crippling the Energy Efficiency and Conservation Authority. Why has this government decided that ordinary Kiwis should be left out in the cold?" The next day the South's government MPs got to give an alternative, all together more enthusiastic appraisal of the Budget. Rather than wreaking havoc on all and sundry, Southland National MP Joseph Mooney extolled it for "balancing the New Zealand taxpayers' funds in a very considered and careful way in a challenging domestic and geopolitical environment." Funding such as new daytime urgent care services in places like Invercargill, Gore, and Alexandra found favour with Mr Mooney, as did the potential expansion of the service to Balclutha, Lumsden, Roxburgh and all places in between in the future. It was Mr Mooney who donned his space suit, noting Southlander Sir Peter Beck had made New Zealand the third-largest launcher of satellites into infinity and beyond. "He had a wild dream and made it happen in a country that did not have a space sector. I think that's an opportunity for all of us to lift our sights high, aim for the stars, and we can make it happen," he said, leaving unspoken but fairly obvious the assertion that the government was helping such firms to focus on the target. Leaving Waitaki MP Miles Anderson — no doubt well aware that many residents in Geraldine would like their town to instead be in the Rangitata electorate — to praise the fine products of Barker's of Geraldine. "I spoke this morning to the team at Barker's of Geraldine — and those of you who have had the opportunity to try some of their goods, I highly recommend them." "Great little place. Sweet chilli sauce," Otaki MP Tim Costley chimed in, a sentiment echoed from across the House. "They supply jams, preserves, and pickles to supermarkets across the country," Mr Anderson added, in his best infomercial manner. There was actually a point to all this spruiking: Mr Anderson wanted to use his time to boast about Investment Boost, the Budget's central policy for business growth. Enabling firms to immediately write off some of the cost of new equipment was a boon for an expanding business like Barker's, he said ... and that was not all for the great electorate of Waitaki. "Other local businesses are also having an increase in asset investment," Mr Anderson said. "Te Pari Industries tell me that they have seen an increase in interest for their products, and that farmers are making decisions much more quickly with both sheep and dairy systems. Drummond & Etheridge in Oamaru, local farm machinery retailers, saw an immediate increase in sales and a significant increase in buyer inquiry." And with a shout out to Five Forks School — pupils from which had visited the House the previous day and been acknowledged from the chamber — that was it for the Budget debate for another year. Half time, change sides Act New Zealand Southland list MP Todd Stephenson is poised to become the most recognisable backbencher in the country following the grand rearrangement of the House this week. With the coalition swapping deputy prime ministers, New Zealand First's MPs have moved to where Act once sat, and vice versa. As Act's whip, Mr Stephenson is now sitting in the second row alongside National chief whip Stuart Smith. That means that during Question Time — the only bit of Parliament that most New Zealanders catch a glimpse of — that Mr Stephenson is sitting right behind Christopher Luxon and David Seymour when the cameras roll.

Call to rethink tax on KiwiSaver

KiwiSaver members could be significantly better off if New Zealand adopted a taxation model similar to Australia's, an economist says. Simplicity chief economist Shamubeel Eaqub ran some numbers modelling a system similar to Australia's, where contributions and returns are taxed at 15%. In New Zealand, full tax is paid on income contributed to KiwiSaver, and returns in PIE schemes taxed at an investor's prescribed investor rate up to 28%. Eaqub said an "average" KiwiSaver investor starting now could end up $60,000 better off in nominal terms at retirement on a model similar to Australia's. If tax was not paid on contributions or returns, they could be about $1 million better off - and if only taxes on returns were removed the gain would be about $300,000. "In Australia, the context is there's some conversation about whether the tax breaks are too generous for richer people. It's not that it's perfect but the point is in other countries it's heavily incentivised for people to save in their private pension." ADVERTISEMENT But it was not in New Zealand. Kirk Hope, chief executive of the Financial Services Council, which represents KiwiSaver providers, said the Australian model was different because that country has a means-tested pension. "The tax break that occurs in New Zealand occurs when you retire, when you get national super... that is the equivalent of about $500,000. So I think it's hard to do a comparative analysis without acknowledging that there are significant differences between the schemes and what they are trying to achieve." (Source: 1News) But he said if the tax on savings for New Zealanders was reduced it would give future governments more "fiscal options" in relation to superannuation. He said New Zealand previously had a system that was EET — or exempt, exempt, taxed, where contributions were tax-exempt, exempt from tax within the scheme and then fully taxed when withdrawn. The Tax Working Group in 2018 acknowledged that the change from that system had potentially created incentives for New Zealanders to direct savings into investments like houses instead. ADVERTISEMENT Hope said it would be expensive to adjust back to EET but there could be other changes that would be more affordable. The tax working group estimated that ignoring behavioural changes, it would cost $200m to $300m a year to move to a system where returns and withdrawals were not taxed, and $2.5b a year to move to an EET system. "The higher initial cost for an EET regime arises from the fact that there will be a substantial deferral period before significant amounts are withdrawn from the scheme, and thus taxed under the third 't'. Although these are very different initial costs, the costs will be the same in the long run on a net present value basis." Hope said providing different forms of tax incentives would be beneficial for savers. He said removing or reducing the employer contribution tax would be particularly useful for low-income people. Kernel Wealth founder Dean Anderson said New Zealand was one of the few countries operating a TTE — taxed contributions, taxed returns and exempt withdrawal — model. "Our future savings would be much better off under an EET approach, where we don't pay tax on the way in but on the way out. ADVERTISEMENT "With low savings rates in NZ, the government should be exploring everything in its powers to grow savings rates, which benefits NZ and Kiwis over the long term. "But it's not a surprise. The recent meek KiwiSaver policy announcement did all the hard work to announce a positive gradual increase to KiwiSaver contributions, yet they fell short by announcing a three-year policy rather than outlining a decade plus long policy of incremental KiwiSaver increases." Ana-Marie Lockyer, chief executive at Pie Funds, said KiwiSaver members were at a disadvantage compared to Australians because there was no upfront tax incentive or concession as in Australia to encourage them to contribute more. "Maybe consideration of a mid-tier flat tax rate on savings up to a certain amount would encourage savings." She said employer contributions were also taxed so investors lost the benefits of compounding, and investors paid tax on bonds and deemed dividends on global equities so they were effectively paying a capital gains tax. "So contrary to the government's stated goal of helping New Zealanders' grow their KiwiSaver balances, these factors mean New Zealanders have less incentives to make voluntary contributions and pay more tax on investment earnings, resulting in smaller balances at retirement relative to our Australian friends."

Photo: 123RF While Parliament's week was dominated by its final event - Thursday's debate on the report from the Privileges Committee into a haka performed in the chamber - the rest of the week focussed on other business that, while more mundane, was still worthy of note. The Government appeared to have three objectives for this week in the house. Crucial to the administration's continuance, the first goal was to successfully complete the initial debate on the budget. The long initial budget debate could no longer dribble on over weeks, so the house spent six hours of the week completing the second reading debate, which is the first debate a budget gets. The reading was accomplished and so the Government continues. This may sound silly, but a Government cannot survive, if the house votes against its budget. Agreeing to vote for budget and taxation bills are the 'supply' portion of the 'confidence and supply' agreement that is the foundation of any coalition agreement. The budget focus now turns to select committees and what is called 'Scrutiny Week', when ministers appear before various subject committees to defend their budget plans. Scrutiny Week begins on 16 June. A second objective was possibly not in earlier plans for this week - to finally polish off the bills originally slated for completion two weeks ago during budget week urgency. Then, the Leader of the House had asked the house to accord urgency for 12 bills the Government hoped to progress through 30 stages of parliamentary debate. The plan was ambitious and it did not succeed. Despite day-long sittings until midnight Saturday (when urgency must end), only two bills were completed, others were untouched, and 13 stages were unfinished or unstarted. This week's plan for the house had MPs returning to the well for more of the same. Just like last time, progress was at a snail's pace. After quite a few hours, the Government had slugged its way through just a few more stages. The plan was slowed to a crawl by bills' committee stages (formally known as the Committee of the Whole House). Committee stages are a crucial way for MPs to publicly interrogate the minister in charge of a bill. With patience, they can tease out a lot about both a government's development of legislation and its intended real-world impacts. Photo: RNZ/Mark Papalii Because the committee stage has no set duration, it is also a way for the opposition to make the Government really work for progress. The Government did achieve progress on the bills left incomplete from budget week, but again, it was probably not what was hoped for. They will need to come back yet again in three weeks to have a third crack. The Opposition is showing itself to be quite effective at the filibuster. The Government's third objective was to have the debate on the recent Privileges Committee Report on three Te Pāti Māori MPs done by the week's end. As Leader of the House Chris Bishop said in re-initiating the debate: "My encouragement would be for everybody to finish this debate today. "Have a robust debate, but let's end this issue once and for all, and deal with the issue and get back to the major issues facing this country." That wish was fulfilled with apparent agreement from across the house. As 6pm neared, the MP who eventually moved that a vote be taken was Te Pāti Māori co-leader Rawiri Waititi.
