Implement safety measures for women at schools, offices: Govt to DEOs

Bhubaneswar: Following the self-immolation of a college student in Balasore, the school and mass education department on Thursday issued a directive to all district education officers (DEO)s to strictly implement measures ensuring the safety of women employees at workplaces and to create a secure environment for students in schools.
The department instructed that helpline numbers related to women's safety be prominently displayed in all schools, hostels, and govt offices. These include the women helpline – 181, child helpline – 1098, police emergency response – 112, and school student helpline – 18003456722.
"It is imperative that a safe environment is created in schools for all students, particularly for girl students, to support their physical, mental, and socio-emotional well-being," said school and mass education secretary Shalini Pandit in a letter to the DEOs.
The department also directed DEOs to ensure compliance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013. DEOs were instructed to not only review the implementation of the Act across all eligible establishments but also ensure the timely constitution and reconstitution of internal complaints committees (ICC)s.
"You are instructed to review the implementation of the Act, along with the timely constitution and reconstitution of the internal complaints committee (ICC) in all eligible establishments, and further ensure that all provisions of the Act are followed in letter and spirit at all workplaces under your jurisdiction," the letter read.

Emphasising the need for a holistic and safe space for students, especially girls, the secretary further instructed the implementation of the Barnali programme — a gender equity initiative — in all elementary and secondary schools. Already part of the social studies curriculum, the programme is designed to promote gender positive attitudes and behaviours among students, teachers, and parents, and to eliminate gender-based violence.
The department warned that any delay or deviation in executing these instructions would be viewed seriously.

The police registered a case under relevant sections of the Bharatiya Nyaya Sanhita and the Protection of Children from Sexual Offences (POCSO) Act. The accused, Behera, has been arrested and is currently under police custody for interrogation. He will be produced in court today. Police confirmed that the investigation is ongoing, and the survivor has been sent for medical examination. The incident has triggered public outrage in the locality, with residents demanding strict action against the accused. Odisha is increasingly reporting cases of sexual assault. In another case, a minor was allegedly kidnapped and gang-raped by three men while returning from a birthday party on Sunday (July 20). She managed to escape but was raped again by a truck driver she encountered while fleeing. All four accused have been arrested. Earlier this month, on July 3, a girl was allegedly kidnapped, taken to a lodge and gang-raped by her hockey coach, Sarthak, and two of his associates, Sandip and Sagar, in Jajpur district.

Eight drug addicts allegedly escaped from a government-run de-addiction centre in Punjab's Sangrur district after reportedly attacking a policeman and a nurse with steel plates during dinner time on Tuesday evening, the police said. The police have formed multiple teams to trace and apprehend the escapees of the centre at Ghabdan village, said an officer. The policeman, identified as Malkeet Singh, was injured and is undergoing treatment at a hospital. 'I was attacked on the neck, and they tried to strangulate me, due to which I became unconscious. Many inmates tried to flee, but the staff managed to control some. A few still managed to escape,' he told reporters on Wednesday. Sartaj Singh Chahal, Senior Superintendent of Police, Sangrur, said, 'Follow-up is being done by the administration with the officials at the de-addiction centre. They were addicts, not criminals. Hence, it needs to be dealt with sensitivity.' SSP Chahal told The Indian Express, 'Several people come for rehabilitation. Some are a bit mischievous. That is what rehabilitation is for. It is essential to see the daily practical efforts at the ground level. The war against drugs is made up of daily battles, some obvious, some unobtrusive.' Most of the inmates were previously arrested under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, but were sent to the rehabilitation centre as they were drug addicts, revealed sources. A similar incident was reported at the facility in January last year, where nine addicts escaped under almost identical circumstances — attacking the staff with steel plates during dinner.
