The Jan Vishwas (Amendment) Bill 2025 to decriminalise certain minor offences to promote ease of living and business will be introduced by Commerce and Industry Minister Piyush Goyal in the Lok Sabha on Monday.According to the list of business of the lower House posted on the Lok Sabha website, the minister will introduce the Jan Vishwas (Amendment of Provisions) Bill, 2025, "to amend certain enactments for decriminalising and rationalising offences to further enhance trust-based governance for ease of living and doing business".Over 350 provisions are proposed to be amended through this bill.According to an official, the move will help create a more conducive business and a citizen-centric environment in the country.The legislation is part of the government's effort to improve the business climate of the country.Earlier in 2023, the Jan Vishwas (Amendment to Provisions) Act was enacted, which decriminalised 183 provisions in 42 central Acts administered by 19 ministries and departments.Through the Act, the government removed imprisonment and/or fines in some provisions. Imprisonment was removed and fine was retained in a few rules, while in some cases imprisonment and fine were converted to a penalty.In his Independence Day speech on August 15 Prime Minister Narendra Modi said: "There are laws in our country, astonishing as it may sound, that provide for imprisonment over trivial matters, and no one ever paid attention to them"."I have taken it upon myself to ensure that such unnecessary laws, which place Indian citizens behind bars, are abolished. We had introduced a bill in Parliament earlier; we have brought it again this time," he noted.The government has earlier abolished more than 40,000 unnecessary compliances. It has also scrapped over 1,500 obsolete laws."We have gone to Parliament to amend dozens of laws to simplify them, always placing the interests of the public first," Modi said.

Constitutional validity does not mean desirability, ex-CJI Khanna tells one nation, one election panel
Former Chief Justice of India (CJI) Sanjiv Khanna has told a parliamentary committee scrutinising the simultaneous election Bill that the constitutional validity of a proposal in no way amounts to a pronouncement upon the desirability or necessity of its provisions. In his written opinion to the committee, Justice Khanna, however, said arguments related to the dilution of the country's federal structure might be raised about the constitutional amendment Bill, as he listed the various claims made supporting and criticising the concept, sources said. Most of the experts, who have shared their views with the committee headed by BJP MP P.P. Chaudhary, have rejected the charge that the proposals are unconstitutional but have flagged some issues with the current provisions of the Bill. Justice Khanna, who is scheduled to interact with the committee on Tuesday (August 19, 2025), has joined a few other former CJIs in raising concerns over the extent of power given to the Election Commission (EC) in the Bill. He said the Bill conferred "unfettered discretion" on the EC in deciding that an Assembly poll could not be conducted along with that of the Lok Sabha, and to make a recommendation to the President on these lines, the sources said. "This clause will be open to question as violating and offending the basic structure of the Constitution on the ground of being arbitrary and offending Article 14 of the Constitution," he is learnt to have said. Article 14 deals with equality before law. Indirect President's rule Justice Khanna added, "Postponement of elections by the EC may result in indirect President's rule, in other words, the Union government taking over the reins of the State government. This will be questionable judicially, as violating the federal structure envisaged by the Constitution." Commenting on various arguments related to the Bill, he said the fact that simultaneous elections were held in 1951-52, 1957, 1962 and 1967, was a "coincidence", certainly not an express or not even an implied constitutional mandate. Justice Khanna said there was a difference between "merit review" and "judicial review". When the Supreme Court or High Courts uphold constitutional validity, it was a mere affirmation of the legislative power and that the amendment or the provision was not violative of the constitutional limitations, he said. "The court decisions in no way amount to pronouncement upon the desirability or necessity of such provisions," he added. Before Justice Khanna, former CJIs D.Y. Chandrachud, J.S. Khehar, U.U. Lalit and Ranjan Gogoi have interacted with the committee members on various provisions of what is often referred to as "one nation one election" Bill. The BJP and its allies have supported the Bill, asserting that it will boost growth by cutting down on expenditure caused by the relentless poll cycle, leading to frequent deployment of security and civil officials on poll duty and the imposition of the Model Code of Conduct. The Opposition has argued that it undermines democratic principles and weakens federal structure.

In Bihar, Rahul lets Tejashwi be in the driving seat
Patna, Aug 17 (PTI) Congress leader Rahul Gandhi on Sunday made it clear that in Bihar, where his Voter Adhikar Yatra was kicked off, he would like Tejashwi Yadav of the RJD to be in the driving seat. At one point of the rally, Yadav drove a jeep with Gandhi on the passenger seat. Yadav, the INDIA bloc's de facto chief ministerial candidate in the elections due later this year, joined Gandhi at Sasaram where the Yatra was flagged off and the two leaders were together till they retired for the day in Aurangabad. In his speeches, Yadav, a former deputy CM of Bihar, referred to the leader of the opposition in the Lok Sabha as 'hamare bade bhai (my elder brother)". For most part of the day, the two leaders sat together atop an open vehicle, waving at the crowds that stood on both sides of the road. However, at one place, Gandhi decided that they move forward in a jeep with Yadav behind the steering wheels. The picture was complete with junior alliance partners, CPI(ML) general secretary Dipankar Bhattacharya and Vikassheel Insan Party president Mukesh Sahni, settling on the rear seat. The sight was reminiscent of the Bharat Jodo Nyay Yatra, which passed through Bihar last year, barely a month before the Lok Sabha polls. Yadav, on his part, seemed pleased with the way things were going. He shared a picture of himself driving along his allies, all of them his senior in terms of age, on his X handle. 'Let's take Bihar on the path of justice, economic equality, industralisation and inclusive development", wrote the RJD leader, by way of caption. PM inaugurates two major National Highway projects worth ₹11,000 crore
NEW DELHI: Prime Minister Narendra Modi inaugurated two major National Highway projects, the Delhi section of the Dwarka Expressway and the Urban Extension Road-II (UER-II), in Delhi on Sunday. The projects--the Delhi section of the Dwarka Expressway and the Urban Extension Road-II (UER-II)--have been developed under the Government's comprehensive plan to decongest the capital, with the objective of greatly improving connectivity, cutting travel time, and reducing traffic in Delhi and its surrounding areas. These initiatives reflect Prime Minister Modi's vision of creating world-class infrastructure that enhances ease of living and ensures seamless mobility. The 10.1 km long Delhi section of Dwarka Expressway has been developed at a cost of around Rs. 5,360 crore. The section will also provide multi-modal connectivity to Yashobhoomi, the DMRC Blue Line and Orange Line, the upcoming Bijwasan railway station and the Dwarka Cluster Bus section comprises: Package I: 5.9 km from the Shiv Murti intersection to the Road Under Bridge (RUB) at Dwarka Sector-21. Package II: 4.2 km from Dwarka Sector-21 RUB to the Delhi-Haryana Border, providing direct connectivity to Urban Extension Road-II. The 19 km long Haryana section of the Dwarka Expressway was earlier inaugurated by the Prime Minister in March 2024. PM Modi also inaugurated the Alipur to Dichaon Kalan stretch of Urban Extension Road-II (UER-II) along with new links to Bahadurgarh and Sonipat, built at a cost of around Rs 5,580 crores. It will ease traffic on Delhi's Inner and Outer Ring Roads and busy points like Mukarba Chowk, Dhaula Kuan, and NH-09. The new spurs will give direct access to Bahadurgarh and Sonipat, improve industrial connectivity, cut city traffic, and speed up goods movement in the NCR. Meanwhile, hundreds of supporters have gathered to welcome PM Modi at the Mundka-Bakkarwala Village Toll Plaza in Delhi. PM Modi had also interacted with the construction workers of the Delhi section of the Dwarka Expressway and the Urban Extension Road-II (UER-II) before the inauguration.
