Hopes pinned on last-minute trade deal with the United States
The Witness reports that among more than 100 economies targeted in a sweeping global tariff clampdown by US President Donald Trump's administration, South Africa has submitted a detailed framework proposal to Washington aimed at averting the tariffs, which are set to take effect from tomorrow.
Trade, Industry and Competition (DTIC) Minister Parks Tau, who is part of the interministerial team leading negotiations with the US government, said the proposal is built around a clear commitment to prioritising national interests.
'The DTIC has made this issue an apex priority… and we have centred South Africa and her people as our non-negotiable.
'Rest assured, we will not waver in our mission to ensure we make South Africa proud.
'We remain committed to the cause as we await substantive feedback from our U.S. counterparts on the final status of our framework deal,' he said.
Despite Trump stating yesterday on his social media platform that there would be no extension to the 'August first deadline', Tau said the government was confident in the strength of its submission and believed it offered a sound, mutually beneficial business proposition.
The proposal presented by South Africa includes a range of trade and investment commitments designed to enhance bilateral economic ties, namely:
Importing between 75 and 100 petajoules of liquefied natural gas from the US over a 10-year period, unlocking $12b in trade opportunities.
Streamlining poultry imports under the 2016 tariff rate quota, with the potential to unlock about $91m in trade. South Africa has also indicated readiness to expand market access for US blueberries, pending finalisation of relevant protocols.
Committing R61b ($3.3b) in investment by South African firms into US sectors such as mining and metals recycling, alongside new collaborative initiatives in pharmaceuticals, agricultural machinery and critical minerals.
Requesting the exemption of key sectors from reciprocal tariffs to preserve global supply chains, including shipbuilding, counter-seasonal agriculture, and small-scale exports from enterprises with turnover under $1m.
If the tariffs are imposed, they are expected to hit two of South Africa's largest export sectors the hardest: automotive manufacturing and agriculture.
The automotive industry, which directly and indirectly employs more than 500 000 South Africans, exported vehicles worth R35b to the US last year.
Industry leaders have warned that a 30% tariff could trigger job losses and ripple effects across the broader manufacturing value chain.
The agricultural sector, which exports approximately R150b in goods to the US annually, also stands to suffer significant damage, with farmers, producers, and exporters all vulnerable to higher trade barriers.
While remaining hopeful of a breakthrough, Tau confirmed that contingency measures were already in motion.
'We have planned for these scenarios and have not sat idle. We are working with other government departments on a response plan which includes a support desk within the DTIC.
'Our response package also focuses on demand-side interventions in the impacted industries,' he said.
International relations expert Siyabonga Ntombela acknowledged the seriousness of the situation but maintained that a negotiated outcome remained possible.
'If not by Friday, I am sure we will eventually get a lower rate as the country will probably push for negotiations to continue past the deadline,' Ntombela said.
He added: 'The US has many companies based here and we have an interest in the US market, so it's of mutual interest that a deal is agreed upon. In international relations and politics, nations don't have permanent enemies, but they always have permanent interests.'

Bill proposes barring impeached individuals from becoming public representatives
The DA's Glynnis Breytenbach says the party's private member's bill seeks to remove the gap in the law that allows impeached judges and Chapter 9 heads from being members of Parliament, provincial legislatures and councils. Image: File Picture: Phill Magakoe/Independent Newspapers If the DA could have its way, the Constitution should be amended to bar impeached judges and heads of Chapter 9 Institutions to stand for election as MPs, councillors and Members of Provincial Legislatures. The party's MP Glynnis Breytenbach has published a notice of intention to introduce a private members bill and invitation for comment on the draft bill. The bill comes in the wake of former judge John Hlophe and former public protector Busisiwe Mkhwebane being elected as MPs for the MK Party and EFF respectively after they were impeached over the past few years. Breytenbach said her party seeks to remove the gap in the law that allows impeached judges and Chapter 9 heads from being members of Parliament, provincial legislatures and councils. 'The bill will ensure that any judge or person appointed in terms of Chapter 9 of the Constitution that has been removed from office due to misconduct, is disqualified from becoming a Member of Parliament (MP), provincial legislature of municipal council. 'Allowing such individuals to become MPs brings the institution into disrepute and erodes public confidence in Parliament's ability to hold the executive and the judiciary accountable,' she said. Breytenbach also said South Africans deserved representatives that embody honesty and integrity, and allowing that category of persons found guilty of misconduct to become MPs was a slap in the face of honest, law-abiding South Africans. 'The bill will be a strong step toward bolstering public trust in Parliament and increasing the legislature's ability to hold other arms of government accountable. While other parties are intent on filling parliamentary positions with their impeachables, the DA seeks to close the gap in our law and bring integrity to our parliamentary bodies,' she said. Breytenbach called on interested parties to submit public comments on the proposed bill. 'Members of the public are strongly encouraged to give input on the Bill by making public submissions. Interested parties are invited to send their written submissions on the content of the Bill to the Speaker of the National Assembly by 31 August 2025.' The bill proposes amendment to sections 47, 106 and 158 of the Constitution. It will add to the list of citizens who are ineligible to become members of the National Assembly, a provincial legislature, and a municipal council respectively. The bill's memorandum states that the Constitution will be amended to provided that a former judge or person appointed in terms of Chapter 9, who was previously removed from office on the ground of either gross misconduct or misconduct, is not eligible to become a member of Parliament, a provincial legislature or a Municipal Council. Chery's Super Hybrid technology: 1,300km on a tank - who needs a fuel station?
Chery South Africa put its hybrid technology to the test with impressive results. Image: Supplied Chery South Africa recently put two of their Chery Super Hybrid Technology (CSH) cars through a real-world test to show the efficiency of their latest hybrid models. While South Africans are still sceptical about full electric vehicles, there has been a relatively keen interest in hybrid options. With the fluctuating fuel price, we are looking to get as much as we can out of a tank of fuel, which is one of the reasons that hybrid technology is becoming more popular. Drive it till it's empty The company took the Tiggo 9 CSH, launching later this month, and Tiggo 7 CSH Plug-in Hybrid (PHEV) and drove them as far as they could go on one tank. The endurance test yielded impressive results, with the Tiggo 7 CSH PHEV achieving a combined range of 1,290 kilometres, 90 kilometres more than its official 1,200 kilometres. The hybrid Tiggo 9 CSH achieved an impressive 1,374 kilometres on a single tank of fuel, exceeding its Worldwide Harmonised Light vehicles Test Procedure estimated range of 1,050 kilometres. Engine and battery The Tiggo 7 PHEV integrates the fifth-generation 1.5 TGDI dedicated hybrid engine with 115kW and 220Nm of torque into a stepless Dedicated Hybrid Transmission (DHT) and a high-performance hybrid battery. The DHT works seamlessly with the engine, utilising a dual-motor system that delivers combined outputs of up to 265kW and 530Nm of torque. For urban commuting, the hybrid battery offers more than 90 kilometres of electric range, which is sufficient for most daily commutes. Chery states that with its DC fast-charging capability, recharging the battery from 30-80% should take approximately 19 minutes. Video Player is loading. Next Stay Close ✕ The company says the Tiggo 7 CSH's engine boasts a thermal efficiency of 44.5% (typically ICE engines range between 20% and 40%), while its DHT achieves a mechanical efficiency of up to 98%. They say that in charge-depleting mode, fuel consumption drops to as low as 4.9l/100km. As South Africans, we love our outdoor lifestyle, and with most household appliances operating below 2.5kW, the Tiggo 7 CSH comes with a 3.3kW vehicle-to-load capability, effectively eliminating the need for additional portable power stations. 'These results reinforce our belief that hybrid technology can deliver more than just efficiency; it can redefine what South Africans expect from family vehicles, whether you're commuting in the city or crossing provinces,' said Verene Petersen, national brand and marketing manager at Chery South Africa.
