Focus on SMEs to boost women in workforce, says TalentCorp official

The government plans to increase the female labour force participation rate to 60% by the end of the year.
KUALA LUMPUR : A greater focus should be placed on small and medium-sized enterprises (SMEs) as part of efforts to increase the number of women in the workforce, says a Talent Corporation Malaysia Bhd (TalentCorp) official.
TalentCorp's chief strategy officer Nazrul Aziz said it was necessary to further incentivise SMEs so that they would offer flexible working and caregiving arrangements to female employees.
'We have no issue with multinational corporations (MNCs) and GLCs. But for every 10 Malaysians, only three work for MNCs and GLCs.
'If we want to make a shift in the (labour market's) ecosystem, we need to focus on SMEs,' he said at a panel discussion on the World Bank's inclusive employment practices report launched here today.
Nazrul spoke in agreement with human resources minister Steven Sim, who earlier highlighted the low participation rate in women's career comeback programmes.
The TalentCorp official said SME employers needed to be further incentivised to support these programmes.
'We're providing tax incentives to companies that implement flexible working arrangements.
'But now, we have to focus more on SMEs, because MNCs and GLCs are already pretty much there (in supporting women's career comeback programmes),' he said.
He added that so far, about 3,000 companies have participated in TalentCorp's advocacy programmes promoting flexible working arrangements.
Former Women's Aid Organisation deputy executive director Yu Ren Chung said it was important to amend the Employment Act to outlaw discrimination against women during the hiring process.
'There's actually no law that prohibits companies from choosing not to hire someone because they might, for example, start a family.
'The Employment Act, right now, mostly covers employees, but there's no legal reason why it can't also tackle discrimination towards job seekers,' he said.
Previously, World Bank economists had spoken about Malaysia's struggle to retain women in the workforce. The government's target is to increase the female labour force participation rate to 60% by the end of the year.

KUALA LUMPUR, July 24 — Two e-hailing operators, Aist Malaysia Sdn Bhd (Maxim) and ID Applications Sdn Bhd (InDrive), will undergo a three-month monitoring period starting today (July 24), despite being allowed to continue operations, to ensure compliance with service conditions. In a statement yesterday, the Land Public Transport Agency (APAD) said representatives of the companies are required to attend monthly sessions at APAD headquarters throughout the monitoring period to ensure the sustained commitment of both operators. 'The frequency of monthly attendance is subject to APAD's discretion based on monitoring needs and current issues. These sessions are intended to facilitate real-time monitoring, including random checks on drivers via the InDrive and Maxim applications,' the statement said. According to APAD, stern action under Section 12A (5) of the Land Public Transport Act 2010 may be taken if the e-hailing operators are found to have breached any stipulated service conditions. On April 24, APAD issued a Notice of Business Mediation Licence (LPP) Cancellation to Maxim and InDrive, effective July 24, 2025, following an audit that found non-compliance, particularly regarding the requirement for a valid E-Hailing Vehicle Permit (EVP). Following this, both companies appealed to the Ministry of Transport and were required to undertake corrective measures before July 24 to continue their services. 'To meet this condition, Maxim and InDrive have enhanced their registration systems to ensure all drivers possess valid EVPs before taking up assignments. 'As an additional step, both companies have also granted 'view only' data access to APAD to facilitate cross-verification between company records and EVP data managed by APAD,' the statement added. APAD said it had conducted random inspections on July 11 on InDrive and Maxim drivers and found that all drivers checked held valid EVPs based on cross-verification with APAD's records. The statement added that based on the review and current assessment by APAD and the Road Transport Department (JPJ), the remedial measures and commitment shown by both operators were satisfactory. — Bernama

The additional holiday that Prime Minister Datuk Seri Anwar Ibrahim announced yesterday in a special address has triggered concerns within the manufacturing sector over compliance and planning, the group said. FMM said many businesses remain unclear whether the holiday falls under Section 8 or Section 9 of the Holidays Act 1951, which would affect their obligations under the Employment Act 1955. 'This is critical to provide legal clarity and enable businesses to plan operations, workforce scheduling, and ensure compliance with the Employment Act 1955,' said FMM president Tan Sri Soh Thian Lai. The group warned that manufacturers operating on shift-based or continuous cycles face higher risks from such unplanned disruptions. The four-day stretch from Saturday to Tuesday may force production lines to halt and restart, which FMM said would be inefficient and costly. It added that the cascading effects on supply chains, logistics and delivery timelines would be especially difficult for small and medium-sized enterprises (SMEs) to manage. FMM advised employers to prepare buffer stock, adjust schedules, and communicate with workers, customers and suppliers to minimise operational risks. The group also reminded businesses to monitor the gazette and consider using the substitution option under Section 8, if applicable. It then reiterated its view that 'policy announcements must reflect clarity, consistency, certainty, and credibility,' adding that ad hoc decisions could undermine Malaysia's attractiveness to investors.

'A dash of cash handouts adds lift (to the ringgit): Prime Minister Datuk Seri Anwar Ibrahim announced a RM100 cash handout for all adult Malaysians and a plan to lower fuel prices, aimed at easing cost-of-living pressures and likely to cycle quickly back into the local economy,' SPI Asset Management managing partner Stephen Innes also noted that the ringgit opened a touch firmer, though with a cautious step, as traders weighed the absence of a formal US-Malaysia trade deal against growing signs that one may soon be in the cards. 'Optimism still lingers around the announcement of the US-Japan agreement, and whispers of a pending US-European Union (EU) pact, awaiting a signature Trump reveal, are keeping risk appetite supported,' he added. 'As such, expect the ringgit to remain positive today, with the US dollar/ringgit likely to oscillate between RM4.22 and RM4.23,' said Mohd Afzanizam. At the opening, the ringgit was mostly higher against a basket of major currencies. It advanced against the Japanese yen to 2.8774/8899 from 2.8837/8870 and was slightly higher against the British pound at 5.7201/7445 from 5.7230/7291. However, the ringgit eased slightly against the euro to 4.9590/9802 from 4.9586/9639. The local note was firmer against regional peers. It rose vis-à-vis the Singapore dollar to 3.3007/3153 from 3.3071/3109 and appreciated against the Indonesian rupiah to 258.4/259.6 from 259.1/259.5.
