
Centre approves 10,000 e-buses for Bengaluru, Delhi, other cities; none for Pune
Pune has not been allotted any e-buses under the PM E-Drive in a recent announcement by the Union Ministry of Heavy Industries. On Friday, Minister H D Kumaraswamy approved the rollout of electric buses under the scheme with Bengaluru being allocated 4,500 buses, Delhi getting 2,800 buses, Hyderabad getting 2,000 buses, Ahmedabad getting 1,000 buses, and Surat getting 600 buses.
Pune has been reeling under a shortage of buses for at least four years. An analysis of Pune Mahanagar Parivahan Mahamandal Ltd (PMPML) data by The Indian Express in April showed that the number of buses in the city has remained around the 2,000 figure since at least 2022. In April 2022 PMPML's fleet numbers stood at 1,959, in February 2023 at 2,083, in February 2024 at 2,009, and in February 2025 at 1,916.
A study by the Institute for Transportation and Development Policy (ITDP) in January highlighted that Pune had only half the buses it required. According to the institute Pune requires 4,500 buses as compared to the 2,000 it has had over the past few years. Pune Metropolitan Region's Comprehensive Mobility Plan developed by Pune Metro and Assystem paints an even bleaker picture. The plan says that based on Ministry of Housing and Urban Affairs guidelines of 60 buses per lakh population, PMPML required 6,228 by 2024. This means that the city is 4,000 buses short.
Responding to a question about Pune not being allotted buses, Pune MP and Union Minister of State for Civil Aviation Muralidhar Mohol on Monday said, 'After the state government's proposal goes to the Ministry only then the buses can be approved. There is a system in place, the state government has to send the proposal. We have discussed this with CM Devendra Fadnavis.'
In October 2024, Muralidhar Mohol had announced that a proposal to get 1,000 buses for Pune had been submitted to Kumaraswamy. He wrote on his official X account, 'While the metro network is expanding in Pune city, we are focusing on empowering PMPML and have submitted a proposal to the Union Minister of Heavy Industries, Hon. Shri. HD Kumaraswamy Ji, to get 1,000 new e-buses for PMPML through the Modi government. Moreover, regarding this proposal, the current number of buses in Pune city, its requirement and future requirement were discussed. On this, Hon. Minister has also directed the officials to take action and process his proposal.'
Nitin Narvekar, Joint Managing Director of PMPML told The Indian Express, 'Our proposal for 1000 e-buses has already gone to the authorities. However, I was not aware of this recent allocation (to other cities) and we have not received any intimation or any timeline regarding the delivery of our buses.'

NMC seeks 240 more e-buses, begins scrapping old fleet
In a major push for sustainable public transport , the Nagpur Municipal Corporation (NMC) submitted a proposal to Maharashtra govt seeking 240 additional electric buses under the PM e-Bus Sewa Scheme . This move coincides with civic body's phased scrapping of 237 old diesel-run buses procured over a decade ago under Jawaharlal Nehru National Urban Renewal Mission (JNNURM). In a letter to urban development department, municipal commissioner Abhijeet Chaudhari requested 140 standard 12-metre electric AC buses and 100 midi 9-metre electric AC buses. The proposal follows a directive from the Union ministry of housing and urban affairs (MoHUA), which invited cities to indicate if they require additional electric alternatives under the central scheme. Earlier, NMC was allotted 150 electric buses under the scheme and is now looking to further bolster its clean-energy fleet. The civic body highlighted its preparedness to handle the additional buses, pointing to progress in building depot charging infrastructure and back-end power systems essential for electric operations. Confirming the development, Aapli Bus administrative officer Sonam Deshmukh said the detailed proposal, including technical specifications, infrastructure plans, and required undertakings, was submitted to the state-level steering committee for approval. "The expansion is expected to reduce emissions, improve air quality, and enhance daily commuting experience through quieter and more reliable transport," she said. NMC previously owned 539 buses, including 237 sanctioned under JNNURM. These are being phased out in two stages: the first phase involves auctioning 123 buses, followed by another 114 in the second phase. Currently, NMC operates 150 midi, 45 mini, and 230 electric buses. Of the electric fleet, 184 are AC buses and 46 are non-AC. These buses run on 129 routes with an average of 6,209 daily trips, covering nearly one lakh kilometres and serving around 1.17 lakh commuters each day. This year, another 400 AC electric buses will be added to the Aapli Bus fleet—250 from the state govt and 150 under the PM e-Bus Sewa Scheme. The first batch of 40 centrally sanctioned buses is expected to arrive starting July. Depots for these buses are being developed at Koradi and Khapri, while infrastructure for the 250 state-allotted buses is under construction at Wathoda.

Government supports all green mobility, says heavy industries minister Kumaraswamy
New Delhi: Union heavy industries and steel minister H.D. Kumaraswamy has weighed in on the automotive industry's concerns about state governments equating hybrid and electric car incentives, stating that the government continues to support all clean fuel for automobiles. He said the government has incentivized hybrid cars under subsidy schemes such as FAME II, and hybrid ambulances under PM E-drive. In addition, under the PLI-Auto scheme, the government supports all kinds of fuels besides EVs, including CNG, LNG and biofuels. "Under the FAME-II Scheme, EV (electric vehicles) and hybrid version of e-4W was allowed for incentivization. Similarly, in case of PM E-drive scheme, a hybrid version of e-ambulances, that is, electric plug-in hybrid & strong hybrid shall be incentivized," said Kumaraswamy in an email interview with Mint. CNG, LNG, and bio-fuels under the PLI Auto Scheme," he added. FAME, or Faster Adoption and Manufacturing of Electric (and Hybrid) vehicles scheme, ran for two iterations from FY15 to FY19, and from FY20 to FY24. Currently, the PM E-drive scheme has replaced the FAME schemes. Under all these schemes, consumers could purchase electric vehicles at a subsidized price. The government then reimbursed manufacturers the difference. PLI-Auto is a ₹25,938-crore production-linked incentive scheme for automobiles and automotive components, announced in 2021. It provides incentives to automakers to manufacture vehicles that run on green fuel. Mint reported on 29 May that leading electric car makers Tata Motors Ltd, Mahindra and Mahindra Ltd and Hyundai Motor India Ltd are up in arms over the Delhi government's draft paper proposing equal incentives for hybrid cars and electric vehicles. On the issue of supply disruptions of rare earth magnets from China, the minister said the automotive industry has sought help from MHI, and that "MHI and the government of India" are actively working with industry stakeholders to understand the issue and find solutions. Kumaraswamy also said battery makers in the country have faced hurdles in meeting timelines under the production-linked incentive scheme for advanced chemical cells (PLI-ACC) due to unavailability of technology, skilled manpower, and upstream components, besides challenges in importing essential equipment and machinery. He clarified however, that by 2030, India will have indigenous ACC capacity of over 100 gigawatt-hours. "Apart from the PLI beneficiary firms more than 10 companies have already started setting up cell manufacturing unit for more than 100 GWh capacity," he added. The problem echoes similar challenges faced by India's PLI scheme for solar modules, as Mint reported on Monday. The ₹18,100-crore PLI-ACC scheme was introduced in May 2021 to incentivize setting up of 50 gigawatt-hours of battery storage capacity. Three companies -- Rajesh Exports Ltd, Ola Electric Mobility Ltd, and Reliance Industries Ltd -- have been awarded 40 gigawatt-hour of storage capacity till date. This means the companies will receive benefits to set up every unit of battery capacity. Indian manufacturers are capitalizing on the heightened demand for cell components like Cathode active materials, Anode active material, aluminium and copper foils, with many companies setting up component manufacturing units in India to achieve higher value addition and strengthen supply chains. The ministry of heavy industries, which is also the nodal ministry for the PLI-Auto scheme, is expecting claims worth about ₹2,000 crore from the industry in FY26. Under the scheme, manufacturers have to claim incentives for the sales of zero-emission vehicles or other eligible components achieved in a fiscal year, in the following year. For instance, benefits for FY25 sales under the PLI-Auto scheme will be claimed and disbursed in FY26. This time, the minister said the government was expecting nine manufacturers to claim incentives under the PLI-Auto scheme. "Disbursal of incentive under PLI Auto is expected to increase over the years as the number of applicants achieving DVA certification increases as applicants are able to achieve localization as per scheme guidelines. Further, the applicants are expected to achieve DVA certification for more number of AAT products and variants. As more number of OEMs are likely to achieve DVA under the scheme in the coming years, the disbursal will rise in coming years," said Kumaraswamy. In FY26, state-run Bharat Heavy Electricals Ltd (BHEL) will aim to increase its revenue by 20-25% and double it's profits on the back of its existing orderbook of Vande Bharat trains, navy gun mounts, transmission lines, coal gasification projects, and boilers, the minister said. "In the current fiscal, BHEL is focused on consolidating project execution before expanding into newer domains," said the minister. 'We want BHEL to focus on delivery discipline first. Diversification into non-power sectors rail transport, defence systems, transmission and coal gasification will continue, and in some years, will contribute significant percentage of revenue." BHEL is also set to become the nodal agency for demand aggregation of electric vehicle charging infrastructure, and will develop an application to facilitate charging services, Mint reported on 21 May. On 2 June, the ministry notified the guidelines for the scheme to promote the manufacturing of electric passenger cars in India (SPMEPCI), which was launched in March 2024. The scheme allows foreign electric carmakers to import completely built-up units of their vehicles at a reduced import duty, in exchange for investing at least ₹4,150 crore towards manufacturing electric cars in India. They will be allowed to import 8,000 cars every year for five years at an import duty of 15%, as opposed to the 70% levy on imports otherwise. But electric carmakers have to achieve localization of 25% in three years, and 50% localization in five years to qualify for benefits under the scheme. Investments also have to be made in plant and machinery, electric vehicle charging systems, or research and development. American electric vehicle maker Tesla Inc. has not shown interest in the scheme yet, Kumaraswamy had said on 2 June in a press conference. But other manufacturers including Mercedes Benz, Hyundai, Kia, and Skoda-Volkswagen had shown interest in the scheme, he said.

Jaishankar calls for deeper trade ties with Central Asian nations
External Affairs Minister S Jaishankar met his counterparts from Turkmenistan, Kazakhstan, Tajikistan and the Kyrgyz Republic here on Thursday and discussed ways to further boost India's cooperation with these Central Asian countries. India is hosting the fourth edition of Central Asia Dialogue to forge a closer, wider and stronger partnership with the region, the Ministry of External Affairs said. Among leaders on the dais were Kazakhstan Deputy Prime Minister and Foreign minister Murat Nurtleu, Kyrgyz Republic's Foreign minister Jeenbek Kulubayev, Tajikistan's Foreign minister Sirojiddin Muhriddin, Turkmenistan's Foreign minister Rashid Meredov and Uzbekistan's Foreign minister Bakhtiyor Saidov. The ministers are attending the conclave to be held in Delhi on Friday. Addressing the Foreign ministers at the India-Central Asia business council Thursday, Jaishankar said: 'India's trade and economic ties with Central Asia over the last decade have actually shown a very strong positive trend. Mutual trade was less than $500 million a decade ago in 2014… now a trade volume which is almost touching $2 billion.' The EAM called for deepening the existing cooperation both in terms of 'volume and in terms of quality'. He also said that they need to 'diversify trade baskets' and introduce greater sustainability and more predictability in economic interactions and that means more long-term contracts and arrangements, cross investments, joint ventures and certainly sectors like energy — whether uranium, crude oil, gas, coal or fertilizers. Flagging digital economy and innovation, the EAM said that E-commerce platforms, blockchains, cross-border digital payments are transforming the way the world interacts, trades and effects payments and India would be ready to partner on platforms like the UPI, Aadhaar, DigiLocker with the Central Asian partners. In the field of Financial Services, Jaishankar said that closer engagements between banks and the financial sector will strengthen economic interaction. And he said they can facilitate mutual settlement of trade in national currencies. On healthcare and pharma, he said that India supplies about 60 per cent of generic medicines globally, called for cooperation between drug Regulators and hospitals, clinics and diagnostic centres, as well as the supply of medical equipment and devices. Jaishankar also pitched for improving connectivity through INSTC(International North South Transport Corridor). Greater use of Chabahar port will surely reduce travel distance and costs, Jaishankar said. 'I certainly hope that we will get it in time because sometime in the not so distant future we would like to see a Leaders summit between India and the Central Asian Five,' he said.
