Government supports all green mobility, says heavy industries minister Kumaraswamy

New Delhi: Union heavy industries and steel minister H.D. Kumaraswamy has weighed in on the automotive industry's concerns about state governments equating hybrid and electric car incentives, stating that the government continues to support all clean fuel for automobiles.
He said the government has incentivized hybrid cars under subsidy schemes such as FAME II, and hybrid ambulances under PM E-drive. In addition, under the PLI-Auto scheme, the government supports all kinds of fuels besides EVs, including CNG, LNG and biofuels.
"Under the FAME-II Scheme, EV (electric vehicles) and hybrid version of e-4W was allowed for incentivization. Similarly, in case of PM E-drive scheme, a hybrid version of e-ambulances, that is, electric plug-in hybrid & strong hybrid shall be incentivized," said Kumaraswamy in an email interview with Mint.

"Further, besides EV, the government supports all kind of fuels viz. CNG, LNG, and bio-fuels under the PLI Auto Scheme," he added.
FAME, or Faster Adoption and Manufacturing of Electric (and Hybrid) vehicles scheme, ran for two iterations from FY15 to FY19, and from FY20 to FY24. Currently, the PM E-drive scheme has replaced the FAME schemes. Under all these schemes, consumers could purchase electric vehicles at a subsidized price. The government then reimbursed manufacturers the difference.
PLI-Auto is a ₹25,938-crore production-linked incentive scheme for automobiles and automotive components, announced in 2021. It provides incentives to automakers to manufacture vehicles that run on green fuel.
Mint reported on 29 May that leading electric car makers Tata Motors Ltd, Mahindra and Mahindra Ltd and Hyundai Motor India Ltd are up in arms over the Delhi government's draft paper proposing equal incentives for hybrid cars and electric vehicles.
On the issue of supply disruptions of rare earth magnets from China, the minister said the automotive industry has sought help from MHI, and that "MHI and the government of India" are actively working with industry stakeholders to understand the issue and find solutions.
Kumaraswamy also said battery makers in the country have faced hurdles in meeting timelines under the production-linked incentive scheme for advanced chemical cells (PLI-ACC) due to unavailability of technology, skilled manpower, and upstream components, besides challenges in importing essential equipment and machinery. He clarified however, that by 2030, India will have indigenous ACC capacity of over 100 gigawatt-hours.

"However, with support and hand holding M/s Ola Cell Technologies Private Limited (OCTPL) has reported successful installation of 1.4 GWh capacity," said the union minister. "Apart from the PLI beneficiary firms more than 10 companies have already started setting up cell manufacturing unit for more than 100 GWh capacity," he added.
The problem echoes similar challenges faced by India's PLI scheme for solar modules, as Mint reported on Monday.
The ₹18,100-crore PLI-ACC scheme was introduced in May 2021 to incentivize setting up of 50 gigawatt-hours of battery storage capacity. Three companies -- Rajesh Exports Ltd, Ola Electric Mobility Ltd, and Reliance Industries Ltd -- have been awarded 40 gigawatt-hour of storage capacity till date. This means the companies will receive benefits to set up every unit of battery capacity.
Indian manufacturers are capitalizing on the heightened demand for cell components like Cathode active materials, Anode active material, aluminium and copper foils, with many companies setting up component manufacturing units in India to achieve higher value addition and strengthen supply chains.
The ministry of heavy industries, which is also the nodal ministry for the PLI-Auto scheme, is expecting claims worth about ₹2,000 crore from the industry in FY26.
Under the scheme, manufacturers have to claim incentives for the sales of zero-emission vehicles or other eligible components achieved in a fiscal year, in the following year. For instance, benefits for FY25 sales under the PLI-Auto scheme will be claimed and disbursed in FY26.

The expectation for FY26 claims come after a disbursal of ₹322 crore in FY25 to four manufacturers. This time, the minister said the government was expecting nine manufacturers to claim incentives under the PLI-Auto scheme.
"Disbursal of incentive under PLI Auto is expected to increase over the years as the number of applicants achieving DVA certification increases as applicants are able to achieve localization as per scheme guidelines. Further, the applicants are expected to achieve DVA certification for more number of AAT products and variants. As more number of OEMs are likely to achieve DVA under the scheme in the coming years, the disbursal will rise in coming years," said Kumaraswamy.
In FY26, state-run Bharat Heavy Electricals Ltd (BHEL) will aim to increase its revenue by 20-25% and double it's profits on the back of its existing orderbook of Vande Bharat trains, navy gun mounts, transmission lines, coal gasification projects, and boilers, the minister said.
"In the current fiscal, BHEL is focused on consolidating project execution before expanding into newer domains," said the minister. 'We want BHEL to focus on delivery discipline first. Diversification into non-power sectors rail transport, defence systems, transmission and coal gasification will continue, and in some years, will contribute significant percentage of revenue."
BHEL is also set to become the nodal agency for demand aggregation of electric vehicle charging infrastructure, and will develop an application to facilitate charging services, Mint reported on 21 May.
On 2 June, the ministry notified the guidelines for the scheme to promote the manufacturing of electric passenger cars in India (SPMEPCI), which was launched in March 2024. The scheme allows foreign electric carmakers to import completely built-up units of their vehicles at a reduced import duty, in exchange for investing at least ₹4,150 crore towards manufacturing electric cars in India. They will be allowed to import 8,000 cars every year for five years at an import duty of 15%, as opposed to the 70% levy on imports otherwise.
But electric carmakers have to achieve localization of 25% in three years, and 50% localization in five years to qualify for benefits under the scheme. Investments also have to be made in plant and machinery, electric vehicle charging systems, or research and development.
American electric vehicle maker Tesla Inc. has not shown interest in the scheme yet, Kumaraswamy had said on 2 June in a press conference. But other manufacturers including Mercedes Benz, Hyundai, Kia, and Skoda-Volkswagen had shown interest in the scheme, he said.

Janata Dal (Secular) leader H D Kumaraswamy Friday claimed that the Siddaramaiah-led Karnataka government went ahead with the felicitation ceremony of Royal Challengers Bengaluru (RCB) players despite learning about the first stampede death outside the Chinnaswamy Stadium at around 3.10 pm on Wednesday. Speaking at a joint press meet held by the BJP and the JD(S) in Bengaluru, Union Steel and Heavy Industries Minister Kumaraswamy said, 'Still they (the government) went ahead with the felicitation ceremony (at the Vidhana Soudha) and allowed a subsequent event at Chinnaswamy Stadium, stretching the celebrations till 6 pm.' He questioned why DNA Entertainment Networks, an event management company, on behalf of Karnataka State Cricket Association (KSCA), proposed two events – one at Vidhana Soudha and the other at Chinnaswamy Stadium. 'Despite the police department denying permission to hold a victory parade and limiting the event to just one location, the state government went ahead to toy with the situation,' Kumaraswamy further said. The JD(S) leader also slammed Chief Minister Siddaramaiah for taking his grandson to Janardhana Hotel later in the evening on Wednesday. 'The chief minister and his grandson visited the Janardhana Hotel to relish masala dosa and basundi when people were dying due to the stampede, and their families were grieving their losses. The CM doesn't have an iota of shame,' he said. The former Karnataka chief minister criticised the government for suspending Bengaluru police commissioner B Dayananda. 'Suspending the Bengaluru city police commissioner is nothing but scapegoating him, and to cover their tracks. The Congress high command should, in fact, remove both the chief minister and deputy chief minister from their posts for their heinous crime,' he said. The stampede occurred on Wednesday, when a sea of fans gathered outside the Chinnaswamy Stadium to attend a felicitation event for the RCB following their Indian Premier League (IPL) championship victory – their first since the league's inception in 2008. Around three lakh fans gathered at the gates, far exceeding the stadium's official capacity of 35,000. Entry for fans was restricted to gates 6, 7, 8, 21, and 1 out of the 21 gates at the stadium. Responding to Kumaraswamy's allegations, Siddaramaiah said: 'The BJP is just doing politics, we won't do politics. Those who are responsible and those who didn't do their job, we have taken action against them.' The Karnataka government Thursday suspended Bengaluru police commissioner B Dayananda and several other senior police officers in connection with the stampede.

RBI aims to boost economic growth, liquidity with jumbo rate and CRR cuts

Mumbai: In a move to invigorate India's slowing economy and in the wake of consistently easing inflation, the rate-setting committee of India's central bank slashed the repo rate by 50 basis points (bps) on Friday, twice the 25 bps that was widely expected. Further it complemented the policy rate cut with a 100 bps reduction in the cash reserve ratio (CRR). A basis point is one-hundredth of a percentage point. 'Inflation is under a lot of control now, and we can accept that we have won the war,' RBI governor Sanjay Malhotra said at a media briefing on Friday following the MPC meeting, adding that the central bank has reduced inflation projection for FY26 to 3.7% from 4% earlier. The unexpected bounty was cheered by the stock markets, with the BSE Sensex closing 0.92% up at 82,188.99, and the Nifty 50 surpassing the 25,000 level with a 252 pts upswing to close at 25,003.5. Bond markets, too, reacted positively, with the shorter end of the yield curve seeing some softening. The 10-year G-sec yield hit an intraday high of 6.290, before rising 4.3 bps to close at 6.289. The repo rate is the rate at which banks borrow from RBI, and CRR refers to a certain percentage of cash that all banks have to keep with the RBI as a deposit. After Friday's cut, the repo rate stands reduced to 5.5% from 6% earlier, and CRR to 3% from 4% earlier. The cut in CRR is expected to infuse liquidity worth ₹ 2.5 trillion in four tranches from 6 September to 29 November. The last time the CRR was cut by 100bps was during the covid-19 pandemic in 2020, when economic growth needed a major push. 'It is imperative to continue to stimulate domestic private consumption and investment through policy levers to step up the growth momentum,' Malhotra said at the media briefing. 'This changed growth-inflation dynamics calls for not only continuing with the policy easing but also frontloading the rate cuts to support growth. The MPC will be carefully assessing the incoming data and the evolving outlook to chart out the future course of monetary policy in order to strike the right growth-inflation balance.' According to Malhotra, the announcement of CRR cut four months in advance is aimed at ensuring certainty to banks and markets regarding the health of the economy. Five of the six MPC members voted for a 50 bps cut, with only Saugata Bhattacharya voting for a 25 bps rate cut. The six-member also changed the policy stance back to neutral from accommodative, citing limited space for further monetary easing. After including Friday's rate cut, MPC has cumulatively cut repo rates by a 100 bps since February this year, a development that economists widely expected would take the full year to roll out. Most treasury heads and economists polled by Mint had predicted a 25 bps rate cut along with no change in policy stance. Only State Bank of India (SBImp) had predicted a 50 bps cut in interest rates. While the MPC has maintained FY26 GDP growth forecast at 6.5%, it expects economic activity to maintain the momentum in the fiscal year, supported by private consumption and fixed capital formation. The committee however cautioned that spillovers emanating from protracted geopolitical tensions, and global trade and weather-related uncertainties could pose downside risks to growth. The MPC lowered its consumer price inflation (CPI) forecast by 30 basis points to 3.7% as the outlook remains benign. However, the committee expects FY27 inflation at 4.5%. High production of wheat and pulses in the rabi crop season along with early onset of monsoon, augurs well for the inflation outlook. Majority of economists, who were earlier expecting 50-100 basis points repo rate cut during the year, are now reading the policy action as an extended pause for the year. HDFC Bank said in a research note on Friday that the RBI is likely to stay on pause on rate cuts at least in the next two policies (August and October). 'Given the inflation trajectory, the RBI has space to cut the repo rate by another 25-50 bps in this cycle, but we see the probability of that happening to be low at this stage. For now, in our base case, we see the policy rate remaining unchanged at 5.5% for 2025.' Nomura, however, expects terminal rates at 5%, with a likely pause in August, followed by 25 bps rate cuts each in October and December. With this cut in repo rate and CRR, the MPC expects policy transmission to be faster than before. 'The comfortable liquidity surplus in the banking system has further reinforced transmission of policy repo rate cuts to short term rates,' said Malhotra in his policy statement. 'However, we are yet to see a perceptible transmission in the credit market segment, though we must keep in mind that it happens with some lag.' Economists also expect that some of the liquidity infusion could be offset by the RBI reducing its forward book. As of April 2025, RBI's forward book stood at $53 billion (up to one-year segment). Between February 2025 and April 2025, RBI reduced its dollar short position by $26, resulting in liquidity drain of $2.3 trillion. 'We believe that the liquidity infusion through the CRR cut would help cushion the rupee drain from the maturity of the RBI's forward book over the coming months,' added HDFC bank in its note.

'Despite this, why did Shivakumar go there and take part in the celebration?.'Kumraswamy, who is also the state JDS president, said though it was the government that blundered, the CM made police officers including Commissioner B Dayananda, the scapegoat, thereby sending a terrible message to the public. The Commissioner has demonstrated his abilities by handling similar situations in the past, he BJP filed a police complaint at the Cubbon Park Police Station against the CM, Dy CM and Home Minister G Parameshwara accusing them of causing deaths and injuries to several people on Wednesday by allowing the two RCB celebration events without prior planning and by their negligent attitude.
