Visually impaired to walk to new beep at crossings

The Transport Department said on Tuesday it has started replacing all of Hong Kong's electronic audible traffic signal units since April to provide greater convenience for visually impaired persons.
The department launched a pilot scheme in 2021, which saw new units put in place at more than 20 crossings across the city to test their performance.
It said 13,000 replacements are needed due to most of the existing units having been in use for more than 20 years, which far exceeds their expected lifespan of 10 years.
'Some of the electronic audible traffic signal units' fault rates are on the rise, causing higher maintenance costs," the department's chief engineer, Gordon Kwok, said.
"So we would like to replace them and at the same time include some new functions that are more adaptable to users.'
Kwok said new features have been incorporated into the system, such as tactile maps to provide layout information on the crossing and voice messages that read out the names of the streets near the crossing in Cantonese, Putonghua and English.
Karl Lee, who is visually impaired, said the messages allow him to easily gauge where he is, rather than having to memorise the streets and counting them off when walking.
'For example, if I'm walking up from Nam Cheong Street, I'll have to count off the streets I have crossed, including Yu Chau Street, Apliu Street, Cheung Sha Wan Road,' he said.
'Sometimes I might make mistakes, and I'll have to ask people where I am.
"Having the new machines can help me easily find out which street I'm currently at.'
Kwok said a total of 15,000 dedicated wireless devices will be distributed via the Society of the Blind to enable the visually impaired to use the remote control in them to increase the volume of the electronic audible traffic signal units when needed.
The department has installed the new electronic audible traffic signal units at 27 crossings so far. All renewals are expected to be completed by the end of 2027.

Photo: RTHK The DAB is proposing that Yau Tsim Mong gets more than 200 additional parking spaces. The suggestion is made in light of the seriousness of illegal parking in the district, which accounts for one third of Hong Kong's parking tickets handed out by the Kowloon West police region last year. According to the Transport and Logistics Bureau in April, the amount collected from those tickets alone came in at more than HK$260 million. The party says that the main solution should be more parking spaces and better management of existing ones. "So our party argues that simply by increasing parking fees may not solve the underlying issue of insufficient supply," said a district council member Benjamin Choi. "The only long-term and constructive solution is to increase the number of parking the worsening traffic congestion problems can then be resolved." The DAB said the government can make use of part of the area allocated to the Central Kowloon Route project to build a smart underground car park as well as add more parking meters in the area. It also suggests greater promotion of available spaces through the app HKeMeter. For instance, there are spaces at West Kowloon Government Offices during non-office hours or around Kowloon Park that the DAB says do not get enough promotion. "We will follow up on our advice and also arrange meetings with government officials to see how we can push forward with our advice," Choi said.

Photo courtesy of Information Services Department Transport officials said a switchover to HKeToll at Tai Lam Tunnel in conjunction with a resumption of control over the key New Territories infrastructural connection has been a mostly smooth process. The SAR administration took over the tunnel, which connects Yuen Long and Ting Kau, at midnight on Saturday at the end of a 30-year build-operate-transfer franchise. The tunnel was fully closed for two hours from 3 am on Saturday to facilitate the switchover, allowing the electronic toll collection system to go live at 5 am. A new time-varying toll system has also been implemented, reducing tolls for all vehicle types by 22 to 80 percent when compared to previous rates. Private cars will now be charged HK$45 during peak hours, HK$30 during regular periods and HK$18 during off-peak times from Monday to Saturday. On Sundays and public holidays, a flat toll of HK$18 applies throughout the day. Commissioner for Transport Angela Lee visited the tunnel in the early hours on Saturday and was briefed on the transition. 'Following the substantial reduction of tolls and the rollout of HKeToll, we hope to make optimal use of the Tai Lam Tunnel 's spare capacity effectively to alleviate the busy traffic on alternative routes, ' she said in a statement. The Transport Department said it would closely monitor traffic conditions on Monday, the first working day since the switchovers were implemented.
