
Get updated on bullying amendments in Penal Code, says Azalina
PETALING JAYA : Ministries, agencies, organisations and institutions have been urged to update their internal procedures in line with recent amendments to the Penal Code on bullying and to ensure employees are regularly briefed on the changes.
The amendments, approved by the Yang di-Pertuan Agong on Feb 25 and gazetted on March 7, introduce new Sections 507B to 507G, specifically targeting bullying in any form.
The offences covered include harassment, threats, bullying, insults and misuse of identity information, with heavier penalties if such actions lead to suicide attempts or suicide caused by provocation.
Those convicted of the offences face up to 10 years' imprisonment, fines or both.
Law and institutional reform minister Azalina Othman Said also encouraged the public to seek clarification directly from the legal affairs division or the legal aid department, which offers free advisory services.
'The public must understand that ignorance of the law is not an excuse. Clear knowledge of one's rights and responsibilities under the law is the first step towards building a safer, more ethical and humane society,' she said in a statement today.
Bullying and harassment, especially in workplaces, schools and online platforms, have long been underreported and inadequately addressed in Malaysia's legal framework.
A widely publicised tragic case was the death by suicide of a 29-year-old social media influencer known as 'Eesha' in July 2024 after enduring severe and coordinated cyber harassment, mostly on TikTok.

Melaka technician claims trial to 52 charges including raping, sexually assaulting daughter
MELAKA: A 41-year-old technician claimed trial at the Sessions' Court in Ayer Keroh here to 52 counts of charges including raping, committing physical sexual assault and taking nude photographs of his biological daughter. The accused's plea was recorded before Judge Haderiah Siri on Tuesday (August 12). Under 17 charges of rape, the father of six was accused of committing incest with his 18-year-old biological daughter, an offence under Section 376B of the Penal Code, which carries a prison sentence of between 10 and 30 years as well as whipping upon conviction. He also faced 34 charges of intentionally committing physical sexual assault by forcing his daughter to perform sexual acts. These offences are punishable under Sections 14(b) and 14(a) of the Sexual Offences Against Children Act 2017, read together with Section 16 of the same Act. Sections 14(b) and 14(a) each carry a maximum prison sentence of 20 years and whipping, while Section 16 provides for a jail term of up to five years and a maximum of two strokes of the rotan, if convicted. All 52 offences were allegedly committed between 6.50am and 7.15am from May 12, 2025 to Aug 2, 2025, at a house in Tambak Paya in the Melaka Tengah district. The accused also faced one charge of producing child pornography by taking two nude photographs of his daughter in the bathroom when she was 17 years and 11 months old. The alleged offence took place at the same address at about 7am on July 9. Deputy Public Prosecutor Muhamad Ehsan Nasarudin proposed that the unrepresented accused be granted bail of RM20,000 for each of the 52 charges, along with additional conditions. These included a prohibition on contacting the victim and prosecution witnesses, reporting to the nearest police station once every two weeks and surrendering his passport to the court. The court granted bail of RM90,000 and imposed all additional conditions sought by the prosecution. The next mention date is fixed on Sept 18.

Cops recover stolen Genting casino chips worth RM2 million

(Bernama pic) KUANTAN: Police have recovered 200 casino chips worth RM2 million, part of a larger haul of 300 chips stolen from Genting Highlands in Bentong on Aug 2. Pahang police chief Yahaya Othman said a man came forward to hand over the casino chips following a media report on the matter on Friday. Advertisement He had bought the chips, each valued at RM10,000, from the suspect, who was involved in a casino junket. 'The man, who was also involved in a junket at the casino, purchased the 200 chips from the suspect at the Genting Grand lobby on Aug 2 without any written agreement,' Yahaya said at a press conference here today. He said that police, in cooperation with Interpol, were tracking down the suspect, who had fled the country with the remaining 100 chips worth RM1 million. Yahaya said CCTV footage showed the suspect taking the chips and leaving the casino before heading to KLIA the same day. The case is being investigated under Section 408 of the Penal Code for criminal breach of trust. Public universities logged 31 bullying cases from 2014 to 2025, Zambry tells Dewan Rakyat
KUALA LUMPUR, Aug 12— A total of 31 bullying cases were reported at public universities from 2014 to 2025, Higher Education Minister Datuk Seri Zambry Abd Kadir said. He said the cases involved physical and cyberbullying, which could stem from social, psychological and campus environmental factors, social media influence and lack of parental supervision. Zambry said the Higher Education Ministry (MoHE) has taken several measures to address bullying and enhance the safety and well-being of students at all public universities, including instilling a zero-tolerance culture towards bullying. 'This includes a bullying case reporting mechanism, improving campus security systems through wider installation of closed-circuit television (CCTV) cameras and implementing bullying awareness and education programmes,' he said during Minister's Question Time in the Dewan Rakyat today. He was responding to a question from Afnan Hamimi Taib Azamudden (PN-Alor Setar) on measures taken by MOHE to curb bullying incidents in public and private higher education institutions. On a supplementary question from Afnan regarding the death of Universiti Teknologi Malaysia (UTM) Reserve Officer Training Unit (PALAPES) cadet officer Syamsul Haris Shamsudin, Zambry said the case is under investigation. 'Coincidentally, yesterday I visited the late Syamsul Haris' family and heard directly from his mother about her son's condition. She has officially requested that the investigation be reopened,' he said. At the same time, Zambry said the Defence Ministry has set up a special committee involving the Home Ministry and the Health Ministry to ensure a complete report is prepared as soon as possible. Syamsul Haris, 22, was reported to have died while undergoing PALAPES UTM training at the Army Combat Training Centre (PULADA) in Ulu Tiram, Johor on July 28. Meanwhile, Zambry stressed there is no discrimination against any individual, including persons with disabilities (PWDs), who meet the requirements to pursue higher education. He said the ministry's policy is clear in safeguarding the rights of PWDs to further their studies, including providing basic facilities required at higher education institutions.
