Oman's industrial growth: FDI surges by 51.9%

MUSCAT: Oman will celebrate Industry Day 2025 on Sunday, emphasising the role of supply chains and local content in enhancing the industrial sector. Under the patronage of HH Sayyid Dr Fahd bin al Julanda al Said, President of Sultan Qaboos University, the event highlights the government's commitment to strengthening the manufacturing industry and attracting investment.
The Ministry of Commerce, Industry, and Investment Promotion (MoCIIP) has reported significant growth in Oman's industrial sector, with foreign direct investment (FDI) in manufacturing reaching RO 2.13 billion by the end of Q3 2024—a 51.9% increase compared to the same period in 2023.
INDUSTRIAL SECTOR'S EXPANDING ROLE IN OMAN'S ECONOMY
Dr Saleh bin Saeed Masan, Under-Secretary for Commerce and Industry at MoCIIP, emphasised the importance of public-private partnerships in addressing challenges faced by industrial establishments. Oman's Industrial Strategy 2040, which received Royal approval in May 2024, is a cornerstone of the country's efforts to build a robust industrial future.
Industrial activities contributed RO 6.09 billion to GDP by the end of September 2024, reflecting a 5.4% increase from the previous year. The manufacturing sector alone grew by 8.5%, reaching RO 2.69 billion at constant prices. These figures demonstrate the industrial sector's increasing impact on the national economy, contributing 19.5% to GDP, with manufacturing accounting for 10%.
Dr. Masan also highlighted efforts to modernise the industry, including automation programs, supply chain optimisation, and technology-driven investments. Initiatives such as the Omani Product Identity, Oman Numbering Center, and the Itqan Program aim to enhance local manufacturing capabilities and global competitiveness.

ENHANCING LOCAL SUPPLY CHAINS & LOGISTICS
The 2025 Industry Day, themed 'Supply Chains', will focus on strengthening local content in logistics services to boost efficiency, reduce costs, and attract investment. Mazen bin Humaid al Siyabi, Assistant Director General of Industry at MoCIIP, emphasised that effective supply chain management is crucial in today's rapidly evolving industrial landscape. Al Siyabi reported that from January to November 2024:
- 84,116 industrial licenses were issued
- 697 customs exemption requests were submitted
- 4,466 exemptions were granted for machinery and equipment
- 363 Omani Product Identity certificates were issued
He underscored that strong supply chains enhance operational efficiency, manage risks, improve cash flow, and strengthen Oman's position in the global industrial market.
OMAN'S TRADE BALANCE AND INVESTMENT CLIMATE
According to Eng. Jassim bin Saif Al Jadeedi, Technical Director at MoCIIP, Oman's trade balance reached RO 37.3 billion by November 2024, reflecting an 8.86% increase from 2023. The trade surplus stood at RO 7.14 billion, driven by a 7.7% rise in exports and a 10.6% growth in imports. He attributed this performance to Oman Vision 2040's economic policies, which have successfully:
- Increased non-oil sector productivity
- Enhanced infrastructure for industrial investment
- Created a competitive investment environment
EMPOWERING SMES & LOCAL MANUFACTURING
Tawfiq bin Abdul Hussain Al Lawati, Chairman of the Industry Committee at the Oman Chamber of Commerce and Industry, emphasised that small and medium enterprises (SMEs) account for 90% of Oman's industrial sector. Supporting SMEs through incentives, exemptions, and industrial sone policies will boost local content, enhance job creation, and strengthen economic diversification.
Meanwhile, Shaikh Dr Hilal bin Abdullah al Hinai, Chairman of the Omani Industry Association, highlighted that 70% of Omani industrial firms now hold international quality certifications like ISO, reinforcing their ability to compete globally. He noted that local content in key industries reached 30% in 2023, with plans to increase it to 50% by 2030. — ONA

MUSCAT: Marking a key step in its bid to penetrate the global trillion-dollar semiconductor industry, Oman is preparing to commission an international consultant to chart a strategy for developing a comprehensive ecosystem to support the growth of a domestic semiconductor sector. On Wednesday, June 11, 2025, the Ministry of Transport, Communications and Information Technology – which is spearheading the establishment of this sector as part of the broader digital economy – invited qualified consultants to bid for an advisory services contract linked to this initiative. In addition to formulating a blueprint for the establishment of an integrated ecosystem around semiconductor production, the selected consultant will also be required to assist in the development of a Centre of Excellence for Semiconductors and Electronic Chips in Oman. The consultant's scope of work encompasses, among other requirements, the creation of a master plan and a road map for building an end-to-end semiconductor ecosystem in the country. As part of its remit, the consultancy firm will also study and provide recommendations on the following key areas: Training & Skills Development, Research & Development, Partnership and Network Development, Facility Design and Equipment Planning, and Operational and Financial Sustainability. Additionally, the company will be responsible for overseeing the rollout of the Centre of Excellence, which will be tasked with attracting FDI into the semiconductor production value chain, facilitating the inflow of technological know-how, creating opportunities for semiconductor design and testing, enabling digital innovation in this strategic industry, and supporting localisation and job creation. Already, the building blocks of a nascent semiconductor sector are being put in place in Oman. Earlier this year, the Omani government signed a Memorandum of Understanding (MoU) with AONH Private Holdings, a leading semiconductor manufacturer, to explore the establishment of an advanced AI-based semiconductor chip manufacturing plant in Salalah. The proposed facility is expected to contribute to the development of national expertise in semiconductor design and manufacturing, create new business opportunities for Omani youth, and attract international talent from leading semiconductor nations such as Taiwan, South Korea, and Japan. This initiative will support the transfer of global expertise and the localisation of advanced semiconductor technologies in Oman. Sovereign wealth fund Oman Investment Authority is also playing a pivotal role in the development of this vital sector. Its ICT investment arm, ITHCA Group, has acquired a strategic stake in the US-based semiconductor design and services company GSME, which has established an advanced chip design and development lab in Muscat. GSME Oman is supporting the training of a national cadre of young Omanis, who have already successfully designed the first Omani microchips. Also boding well for the growth of a competitive semiconductor industry in Oman is a 100,000-tonnes-per-annum capacity polysilicon project currently under construction at Sohar Freezone, at a cost of $1.6 billion. Promoted by Oman-based United Solar Holding Inc, the project is expected to supply critical raw materials for, among other industries, semiconductor manufacturing in Oman. Over the past two years, a number of major international players have expressed interest in Oman's potential as a hub for semiconductor production. In 2023, the Omani government hosted a high-level delegation from South Korea's SK Hynix Inc, the world's second-largest semiconductor company. Separately, a delegation representing four prominent companies from Taiwan's semiconductor sector – ULVAC Taiwan Inc, MSScorps Co, Ltd, eMemory Technology Inc, and Global Unichip Corp – visited Oman last December. Muscat: The Economic and Financial Committee of the Shura Council hosted HH Dr Adham Turki Al Said, Chairman of the Economic Committee at the Oman Chamber of Commerce and Industry (OCCI), and a number of specialists from the Chamber. The meeting was part of the Committee's ongoing study of a proposal concerning the competitiveness and attractiveness of Oman's business environment, aimed at supporting economic development efforts and enhancing the investment climate in alignment with Oman Vision 2040. The meeting took place during the Committee's 13th session of the second annual convening (2024–2025) of the Council's tenth term, chaired by Ahmed Said Al Sharqi, head of the Committee, with the attendance of other committee members. Discussions were held on the readiness of Oman's business and investment environment, and the key factors affecting its competitiveness and attractiveness. The Committee also reviewed OCCI's views on the Foreign Capital Investment Law (50/2019) post its -implementation, as well as the adequacy of current incentives and facilities provided to overcome obstacles facing investors. The meeting explored the role of the Chamber in assessing Oman's business climate, highlighting recent studies and their findings on the competitiveness and appeal of Oman as an investment destination. Key challenges were addressed, along with potential solutions and recommendations aimed at enhancing Oman's global business standing. The members stressed the importance of improving the innovation and entrepreneurship environment by supporting start-ups and facilitating their expansion into international markets. They also emphasized the need for effective international promotion of Oman's investment opportunities through organized marketing campaigns, and underlined the strategic importance of economic diversification, particularly by empowering sectors such as tourism and the digital economy.

Tender announced for Integrated Economic Zone's administrative and commercial Complex in Al Dhahirah

Muscat: The Public Authority for Special Economic Zones and Free Zones (Opaz) has officially announced a tender for the construction of an administrative and commercial complex within Al Dhahirah Integrated Economic Zone, marking the fourth package of this major development project. The authority has called upon experienced Omani-Saudi consortiums to participate through the "Esnad" electronic tendering platform, setting 26 June as the deadline for purchasing tender documents. A site visit is scheduled for 30 June, with 11 August established as the final date for bid submissions. The ambitious project encompasses the development of several key facilities including a central plaza for the economic zone, a business centre, administrative buildings, a commercial complex, along with a hotel and health centre. The scope of work extends to civil construction, electrical and mechanical works, steel structure implementation for buildings, as well as extensive external works involving internal road networks, sewage systems, water and irrigation infrastructure, and comprehensive landscaping. Spanning approximately 50,000 square metres of land, the complex will initially feature 17,000 square metres of built-up area with potential for expansion up to 38,000 square metres. Eng. Ibrahim Yousuf Al Zadjali, Project Director for Al Dhahirah Economic Zone Development, confirmed that the design incorporates smart city principles across all facilities and adheres to requirements for obtaining LEED green building certification, which will be implemented by the successful bidding consortium. Strategically located in Al Dhahirah Governorate, just 20 kilometres from the Empty Quarter border crossing between Oman and Saudi Arabia, the integrated economic zone represents a significant cross-border development initiative. The current phase involves developing 6.5 square kilometres of the zone's total 388 square kilometre area.
