Drop the ‘bahasa Putrajaya' and speak plainly, Chief Secretary tells civil servants

PUTRAJAYA, Aug 12 — Chief Secretary to the Government (KSN) Tan Sri Shamsul Azri Bakar has urged civil servants to communicate in clear, simple language and avoid what he calls 'bahasa Putrajaya' — overly technical or convoluted jargon — when explaining government issues and policies, especially to target groups.
Citing the Sales and Service Tax (SST) as an example, he said complex language can create a communication gap.
'For instance, when the SST issue arises, we tend to explain it as if we are speaking to professors, senior government officers or those with financial and accounting backgrounds. In reality, 85 per cent of people out there want plain, everyday language,' he said.
He was speaking at the 'Reformasi Satu Kemestian' (Reforms A Must) session, held in conjunction with the first anniversary of public service reforms here today. Also present were Public Service Department director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz and nearly 1,000 civil servants.
Shamsul Azri urged civil servants to improve their communication methods so that the people, especially from lower-income groups, can understand the explanations behind various issues.
'In addressing communication between the upper, middle and lower groups, clear communication must be practised in the civil service. In meetings, I've stressed the importance of using simple language and avoiding too much 'bahasa Putrajaya',' he said.
To bridge the communication gap between the government and the people, Shamsul Azri directed all corporate communication units to refine their approaches.
'I advise everyone managing corporate communication units and leaders at various levels to speak in terms easily understood by grassroots communities. By doing this, we can narrow the communication gap.
'Many problems occur because of communication gaps between young, middle-aged and older groups. We must adapt our communication style so that everyone can understand clearly,' he said.
At the event, Shamsul Azri also launched four new Public Service Digitalisation Circulars aimed at streamlining government service delivery.
These included Public Service Digitalisation Circular No. 1 of 2025 — Management of Public Sector Agency Portals and Websites and Circular No. 2 of 2025 — Management of the Integrated Government Telecommunications Network Services (MyGovNet).
Also launched were Circular No. 3 of 2025 – Governance of Integrated Government Communication and Collaborative Services (MyGovUC) and Circular No. 4 of 2025 — Policy on Government Public Key Infrastructure Services (MyGPKI).
The introduction of these four circulars reflects the commitment of the National Digital Department (JDN) to better align government digital policies in a structured, integrated and effective manner.
This move strengthens digital governance and ensures that every government service is delivered faster, more securely and more responsively, in line with the aspirations of the Public Service Reform Agenda (ARPA), ILTIZAM aspirations and the vision of a Digital Nation. — Bernama

According to Yonhap News Agency, the five-step Capacity Building Need Initiative (CBNI) for developing APEC economies was endorsed at the APEC 2025 Korea Third Senior Officials' Meeting (SOM3), held in Incheon, about 40 kilometres west of Seoul. The two-day SOM3 brought together some 5,800 officials from 21 APEC member economies, delegations from observers and the secretariat to discuss a road map on strengthening the service competitiveness of the Asia-Pacific region and improving the environment for business and trade as well as devising a new financial action plan for APEC.

KUALA LUMPUR : Bung Moktar Radin, who was ordered to enter his defence on charges of corruption over a RM150 million Felcra investment almost three years ago, is expected to take the witness stand at the sessions court on Monday. M Athimulan, the lawyer for the Kinabatangan MP and Sabah Umno chief, confirmed the matter. 'Yes, the defence will begin their case on Monday,' he told FMT in a text message. The trial, to be presided over by sessions court judge Rosli Ahmad, is also fixed for Tuesday and Wednesday. On Sept 2, 2022, then sessions court judge Rozina Ayob ordered Bung and his wife, Zizie Izette Abdul Samad, to enter their defence after ruling that the prosecution had established a prima facie case against them. Zizie is charged with abetting her husband. The High Court acquitted them of the charges following a revision application after it ruled that Rozina had erred in calling them to answer the charges. Last year, the Court of Appeal allowed the prosecution's appeal to order the couple to enter the defence, saying that the revision application was premature. Three months ago, Bung and Zizie failed to set aside the appellate court's decision. Bung, the non-executive chairman of Felcra at the time, was charged with two counts of receiving bribes of RM2.2 million and RM262,500 as an inducement to obtain Felcra's approval to invest RM150 million in Public Mutual unit trusts. He is alleged to have accepted bribes from Norhaili Madhi, a Public Mutual investment agent, through Zizie. He was also charged with receiving a bribe of RM337,500 from Norhaili under Zizie's name at the same location on June 19, 2015. Zizie faces three charges of abetting Bung in the commission of the alleged offences. Lawyer K Kumaraendran is appearing for Zizie, while deputy public prosecutors Law Chin How and Fadhly Zamry are representing the prosecution.

Petronas Chemicals drops 11% after RM1bil loss in Q2

Petronas Chemicals suffered its largest quarterly loss since listing with a RM1.08 billion net loss in Q2 FY2025. (Bernama pic) PETALING JAYA : Petronas Chemicals Group Bhd's (PCG) shares tumbled 11% today after posting its largest quarterly loss since its listing in 2010, at RM1.08 billion for the second quarter ended June 30 (Q2 FY2025). The integrated chemicals producer, which posted a RM777 million net profit a year ago, saw its earnings affected by lower product margins, huge unrealised foreign exchange losses, and asset impairments. The stock fell as much as 44 sen or 11% to RM3.52 in the afternoon session, following the release of its Q2 financial results. It managed to pare its losses to close 36 sen or 9.1% lower at RM3.60, valuing the group at RM28.8 billion. It was the 11th most active stock on Bursa Malaysia with 26.4 million shares traded. Year to date, the stock has fallen nearly 26%. Revenue for Q2 fell 16% year-on-year to RM6.4 billion, impacted by lower sales volumes and product prices, reduced revenue from joint operations and the ringgit's appreciation against the US dollar. For the first six months of FY2025, the Petronas Group's chemical arm posted a cumulative net loss of RM1.1 billion from a net profit of RM1.45 billion in the same period last year. Revenue for the first half fell 7.4% to RM14.09 billion from RM15.23 billion last year. Earnings before interest, tax, depreciation and amortisation (Ebitda) fell 56% to RM395 million, mainly due to weaker product spreads and reduced contribution from Pengerang Petrochemical Company Sdn Bhd (PPCSB). Forex losses widened to RM446 million from RM62 million a year earlier, largely due to the unrealised forex impact from the revaluation of shareholder loans to PPCSB. The group also recognised RM431 million in impairment losses on property, plant and equipment within its specialities segment, primarily at its Swedish unit Perstorp, which it acquired for RM7.31 billion in 2022. PCG's plant utilisation rate dropped to 77% from 94% in the previous quarter, as feedstock supply disruptions and repair and maintenance works impacted production. Among the affected facilities was PC Fertiliser Kedah, which faced feedstock shortages due to the gas pipeline incident at Putra Heights, which was fully resolved as of June 2025. Strategic portfolio review The disappointing results has prompted the group to intensify its business review, cut costs and resize its workforce. In a statement, the company also said it was reassessing investments in joint ventures and associates. Mazuin Ismail. Managing director and CEO Mazuin Ismail said in light of the increasingly dynamic market environment, PCG is undertaking a 'strategic portfolio review across our entire value chain'. 'Although we faced market and operational challenges during the quarter, our financial position remains robust. 'Furthermore, our value creation and cost optimisation initiatives have led to more than RM200 million in improvement in Ebitda on a year-to-date basis. This has enabled us to declare an interim dividend of RM240 million,' he said in a statement. The group declared a first interim dividend of three sen per share, down from 10 sen in the same quarter last year, payable in September.
