Fuel forecast brings both relief and pressure for Pretoria drivers
Pretoria motorists are in for a mixed fuel price adjustment next week, with the latest month-end data from the Central Energy Fund pointing to both relief and strain at the pumps.
While a decrease in one fuel type may offer some breathing room, a notable hike in another is set to hit drivers' pockets.
The official fuel price changes will be confirmed in the coming days.
The official price adjustments will be announced before the prices take effect next week; the recovery balances for the month are unlikely to change drastically.
These are the recoveries at the end of July:
Petrol 93: decrease of 35 cents per litre
Petrol 95: decrease of 30 cents per litre
Diesel 0.05% (wholesale): increase of 65 cents per litre
Diesel 0.005% (wholesale): increase of 63 cents per litre
Illuminating paraffin: increase of 29 cents per litre
It should be emphasised that the final adjustments in fuel prices will only be announced later this week or early next week.

Cleansing levy: Court rules against the charge
The metro's attempt to enforce a cleansing levy on residents and businesses has been declared unlawful and invalid, and has been set aside by the Gauteng High Court. The judgment, made on July 31, follows an urgent court application launched by civil organisation AfriForum. AfriForum argued that the metro failed to follow due process when introducing the R194.37 monthly levy, including a failure to consider public input and non-compliance with legal requirements. During court proceedings, the civil organisation asked the court not only to scrap the levy but to prohibit the metro from publishing the by-law supporting it, and to reverse all billing to date. The court ruled in AfriForum's favour, stating that the metro's actions fell short of its legal obligations and that any attempt to recover funds through the levy must cease immediately. It ruled that any residents or businesses already billed must be credited in the next billing cycle. 'This decision followed a special motion hearing held on July 24, allocated by the Acting Judge President, following an urgent request for judicial case management,' the ruling read. AfriForum contended that the cleansing levy, imposed as of July 1 for the 2025/26 financial year, was unlawful, irrational, and effectively amounted to an illegal tax. It argued that many affected residents and businesses do not receive municipal waste collection services and have, for years, had to arrange and pay for private disposal methods. 'In its defence, the metro relied on a 2016 Waste Management By-law and Section 75A of the Municipal Systems Act, but the court found this argument lacking in substance,' the court ruling stated. 'The by-law was never promulgated and, therefore, had no legal force.' AfriForum further argued that the metro failed to publish or follow the required steps when determining the levy, failed to consider submissions from the public, and could not identify the residents or businesses that receive the services the levy was intended to fund. The metro's blanket justification that 'many ratepayers' benefit was dismissed by the court as 'vague and unsupported'. China's weak job market stirs boom-era nostalgia on social media
Dwindling job and income prospects in China are fuelling intense social media chatter about the fashion and culture of the country's high-growth period 20 years ago, in what analysts describe as a way to express discontent about the economy without attracting censorship. The hashtag phrase 'beauty in the time of economic upswings', often accompanied by early 2000s pictures of celebrities wearing bright clothes and makeup or music videos and TV ads from that period, surged in social media mentions over the summer just as 12.2-million university students graduated. They entered one of the most challenging job markets in decades — pandemic years aside — as the world's second-largest economy grapples with higher US trade tariffs, deflation, industrial overcapacity and sluggish domestic consumption. While China is growing at roughly 5% this year, analysts describe it as a dual-speed economy, with manufacturing and exports running strong while households struggle. The pace is half of that from the 2001-2010 decade. 'The economy has its cycles, but youth doesn't come twice,' a social media user wrote on a widely-shared post on the topic. The state council information office, which handles media queries for the government, did not respond to a comment request. China's governing Communist Party exerts a high degree of control over domestic media and social media in the name of safeguarding social stability and preventing the spread of rumours and fake news. Reports and public discussions on what the party considers sensitive are routinely removed from the internet, including views critical of the economy and any veiled criticism of policymakers. On RedNote, China's version of Instagram, the hashtag has so far garnered close to 50-million views.
