describing it as the "single biggest reform in Indian sports since independence" amid opposition protests over revision of electoral rolls in Bihar.
The National Anti-Doping (Amendment) Bill was also passed when the Lok Sabha reassembled at 2pm after an early adjournment due to opposition protests.

"It is the single biggest reform in sports since independence. This bill will ensure accountability, ensure justice, best governance in sports federations," Mandaviya said amid sloganeering by opposition members.
"It will have massive significance in India's sports ecosystem.
It is unfortunate that such an important bill and reform does not have opposition's participation," he added.

he opposition leaders were not present in the house when the bills were introduced for consideration and passage as most of them were detained while marching towards the Election Commission headquarters against the Special Intensive Revision of electoral rolls in Bihar and alleged voter data fudging.
But after two MPs participated in the consideration debate, speaking in the bill's support, the opposition members returned to the house and started raising slogans.
Amid the din, the bills were passed by a voice vote following which the House was adjourned till 4pm.
Earlier, Chairman of the parliamentary committee on sports, Digvijaya Singh, requested Lok Sabha Speaker Om Birla to refer the National Sports Governance Bill to the panel. He felt that the bill should be examined and discussed before it is taken up by Parliament
Mandaviya said the two bills were key reforms aimed at building a "transparent, accountable and world-class sports ecosystem" in India as the country aims to bid for the 2036 Olympics.
"Efforts have been made since 1975 and in 1985, we had the first draft. But sports was also politicised for personal gains. Some ministers made efforts to bring this bill but could not move forward.
"In 2011, we had a National Sports Code. Another effort was made to turn it into a bill. It reached the cabinet, there was a discussion as well but the bill was deferred after that. It did not reach the Parliament," the minister stated while presenting a timeline of the bill's journey.
"The National Sports Bill Governance Bill is a force of change...Despite being such a large country, our performance at the Olympic Games and on the international stage has not been satisfactory and this Bill aims to build India's sports capacity," he added.
The sports governance bill has provisions for a National Sports Board (NSB) to create a stringent system of accountability. All National Sports Federations (NSFs) will have to attain NSB's recognition for access to central government funding.
The NSB will have the mandate to de-recognise a national body that fails to hold elections for its Executive Committee or has committed "gross irregularities in the election procedures."

ailure to publish annual audited accounts or "misused, misapplied or misappropriated public funds" would also be liable for action by the NSB but it would be required to consult the concerned global body before making its move.
Another feature is the proposal for a National Sports Tribunal, which will have the powers of a civil court and decide disputes ranging from selection to election involving federations and athletes. Once instituted, Tribunal's decisions can only be challenged in the Supreme Court.
The bill makes some concessions on the issue of age cap for administrators by allowing those in the bracket of 70 to 75 to contest elections if the concerned international bodies' statutes and bylaws allow for it.
It is a departure from the national sports code that capped the age limit at 70.
"...as a part of the preparatory activities for the bidding of Summer Olympic Games 2036, it is imperative that the sports governance landscape undergo a positive transformation to bring better outcomes, sporting excellence and aids in improved performance in major international competitions," read the bill's statement of objectives.
All recognised national sports bodies would also come under the ambit of the Right to Information (RTI) Act, something that the BCCI has vehemently opposed since it is not dependent on government funding.
However, the cricket board has got some leeway on that front with the government amending the bill to ensure that RTI would be applicable only on bodies that rely on government funding or support.
The National Anti-Doping (Amendment) Bill-2025 that seeks to incorporate the changes sought by the World Anti-Doping Agency (WADA), which objected to "government interference" in the functioning of the country's Anti-Doping Agency (NADA).
The act was originally passed in 2022 but its implementation had to be put on hold due to objections raised by WADA.
The world body objected to the institution of a National Board for Anti-Doping in Sports, which was empowered to make recommendations to the government on anti-doping regulations.
The Board, which was to comprise a chairperson and two members appointed by the central government, was also authorised to oversee the National Anti-Doping Agency (NADA) and even issue directions to it.
WADA rejected this provision as government interference in an autonomous body. In the amended bill, the Board has been retained but without the powers to oversee NADA or the advisory role it was previously assigned. The amended bill asserts NADA's "operational independence".

Among the most vocal Congress leaders in Karnataka, state cooperation minister K N Rajanna was forced to resign from the Siddaramaiah Cabinet on Monday, two days after saying that alleged voter list irregularities in the Mahadevapura Assembly constituency in Bengaluru occurred on the Congress's watch. Rajanna's statement embarrassed the Congress leadership as it came barely two days after Rahul Gandhi's allegation that over 1 lakh votes were 'stolen' in Mahadevapura in the 2024 Lok Sabha polls, helping the BJP win the Bangalore Central parliamentary constituency. Ever since the Congress came to power in Karnataka in 2023, the Madhugiri MLA has put the party leadership on the back foot with his remarks on several issues. He has also been a bellwether of the power struggle between the party factions led by Chief Minister Siddaramaiah and Deputy CM D K Shivakumar. On Saturday, Rajanna, 74, said the Congress-led state government had failed to act when draft voter rolls were prepared. That his remarks came a day after Gandhi held a massive 'Vote Adhikar Rally' in Bengaluru also did not go down well with several Congress leaders. An influential figure in the state's cooperative sector, Rajanna is a four-time legislator belonging to the Scheduled Tribe (ST) Valmiki community. He was elected to the Karnataka Legislative Council in 1998 as a Congress nominee. He left the party in 2004 over the denial of a ticket for his debut Assembly election, which he then contested, successfully, as a Janata Dal (Secular) candidate from the now-defunct Bellavi constituency. After Siddaramaiah left the JD(S) to join the Congress in 2006, Rajanna was among the leaders who followed in his footsteps, to remain a Siddaramaiah loyalist since. Though his first two elections on the Congress ticket – from Madhugiri in the 2008 Assembly polls and then a bypoll in the same seat in 2009 – proved a failure, he was eventually elected from the Madhugiri Assembly seat in 2013 and then again in 2023. Rajanna has also served as the president of the Karnataka State Co-operative Apex Bank for two terms. Four months after the Congress stormed to power by winning the state Assembly polls in May 2023, Rajanna caused heartburn in the Shivakumar faction after he called for the need of three more Deputy CMs besides Shivakumar. This was among the Siddaramaiah camp's initial moves targeting the Deputy CM as it reportedly felt that too much power was concentrated with Shivakumar, who has also been the Bengaluru Development and Water Resources Minister besides heading the state Congress unit. Rajanna reiterated this demand in early 2024, before going silent on the issue. Later, he was also vocal in his demand to replace Shivakumar as the state party chief by reminding the Congress high command of its 'one person, one post' policy. Earlier this year, during the Karnataka Legislature's Budget Session, Rajanna dropped a bombshell when he alleged there was an attempt to 'honey trap' him by a 'gang' that had targeted 48 leaders cutting across party lines. Though there was then a buzz in state political circles that the 'gang' was 'linked' to a Congress leader, the Karnataka police's Criminal Investigation Department (CID), which investigated the case, did not find any evidence behind Rajanna's allegation. A month ago, Rajanna again put the Congress leadership in a spot after he publicly objected to All India Congress Committee (AICC) general secretary in-charge of Karnataka, Randeep Singh Surjewala, holding a meeting with state government officials. Rajanna had said that while it was within Surjewala's powers to meet party legislators and leaders, a meeting with government officials was 'unconstitutional'.

Patna: BiharDeputy Chief Minister Vijay Kumar Sinha, facing allegations of possessing two voter ID cards, said on Monday that he will file his reply with the Election Commission of India (ECI). Speaking to reporters in Patna, Sinha stressed his respect for constitutional institutions. 'I will submit my explanation to the Election Commission regarding the dual EPIC numbers by August 14. I am not like Rahul Gandhi and Tejashwi Yadav, who just make a hue and cry. I have full faith in democracy and the transparency of the Election Commission,' he said. Vijay Kumar Sinha's name appears at serial number 757 in booth number 405 of Patna's Bakipur Assembly Constituency with EPIC number AFS0853341, and also at serial number 274 in booth number 231 of Lakhisarai Assembly Constituency with EPIC number IAF3939337. The age of Vijay Kumar Sinha is registered differently on the two voter IDs. Taking aim at the opposition's protest march to the ECI office in Delhi, Sinha accused rival leaders of staging 'drama' and 'mocking democracy.' He alleged that they were attempting to promote Parivar Tantra (dynasty) within India's Lok Tantra (democracy). These are the people who have stolen votes in the past. Now, through the Special Intention Revision (SIR), the Election Commission has curbed their misconduct,' he claimed. The controversy began after reports emerged that Sinha had two voter ID numbers, prompting the ECI to issue a notice to him on Sunday. A similar issue had earlier surfaced involving Leader of Opposition Tejashwi Yadav, whose two EPIC numbers were also made public. The Election Commission had issued two notices to Tejashwi Yadav earlier, and he filed the reply on August 8. Opposition leaders allege that such cases are symptomatic of widespread discrepancies in Bihar's voter list, with many residents allegedly holding duplicate voter IDs. They have raised concerns over the integrity of the ongoing voter list revision exercise.
