Telegram's Pavel Durov ‘feels great to be home' in Dubai

Telegram founder and technology entrepreneur Pavel Durov said he is back in the UAE while an investigation continues in France related to his messaging platform. 'As you may have heard, I've returned to Dubai after spending several months in France due to an investigation related to the activity of criminals on Telegram,' he posted to his channel on the messaging app. 'The process is ongoing, but it feels great to be home." Mr Durov is a Russian who has dual UAE-French citizenship. Mr Durov was arrested in August shortly after landing at Le Bourget airport outside Paris and faced charges related to illegal activity and lack of content moderation that potentially fuelled nefarious behaviour on Telegram. He was released from custody shortly after being arrested in France, but until now was not able to leave the country. The Telegram platform is used by between 950 million and a billion people, according to the company. It made its debut in 2013, and boasted privacy and encryption features that helped it to gain popularity. In Mr Durov's home country of Russia, the platform also came under scrutiny for some of those privacy policies, prompting him to leave. Iraq's Telecoms Ministry temporarily blocked Telegram in 2023, citing national security fears. The popular messaging app has since been operated out of Berlin, London, Singapore and most recently, Dubai. "Most of the developers behind Telegram originally come from St Petersburg, the city famous for its unprecedented number of highly skilled engineers," reads Telegram's website. "We're currently happy with Dubai, although are ready to relocate again if local regulations change." Since coming under scrutiny and investigation in France, Telegram has amended and removed various privacy policies on its website. 'I want to thank the investigative judges for letting this happen, as well as my lawyers and team for their relentless efforts in demonstrating that, when it comes to moderation, co-operation and fighting crime, for years Telegram not only met but exceeded its legal obligations,' Mr Durov wrote on his channel.

Italian fashion house Valentino has appointed industry veteran Riccardo Bellini as new chief executive, it said on Wednesday, adding he will take up the role at the start of September. Bellini, who has been working as managing director of leading Valentino investor Mayhoola, replaces Jacopo Venturini whose departure was announced last week. "I am honored to join Valentino, an iconic maison that blends extraordinary heritage and craftsmanship with a unique creative voice," Bellini said in a statement. Bellini previously served as CEO of luxury brands Maison Margiela and Chloé, and held business and marketing leadership roles at Diesel and Procter & Gamble. Valentino, founded in Rome in 1960 by Valentino Garavani and Giancarlo Giammetti, is part-owned by French luxury conglomerate Kering which bought a 30% stake in the label from Qatari fund Mayhoola for 1.7 billion euros ($1.98 billion) in 2023, with a commitment to buy the rest by 2028. Last month, Mayhoola denied a newspaper report that the two shareholders were considering selling Valentino. Kering declined to comment at the time.

Russian President Vladimir Putin and Indian Prime Minister Narendra Modi will meet in New Delhi by the end of year, but no dates have been finalised yet, a Russian embassy official in India said on Wednesday. Russia will continue supplying oil to India, Roman Babushkin, the charge d'affaires at the Russian embassy in India, told reporters at a press briefing. Russia has a "very, very special mechanism" to continue oil supplies to India, adding that India's crude oil imports from Russia will remain at the same level. The US is set to impose an additional 25 per cent tariff on Indian exports on August 28, citing their imports of Russian oil, which expanded after Western nations sanction Russian supply after its invasion of Ukraine. However, the US has stopped short of imposing similar tariffs on China over its purchases of Russian oil. Last month, the European Union sanctioned Russian-backed Indian refinery Nayara Energy, leading the refiner to cut back processing and companies to curtail their trading with them. Trade between Indian and Russia was expected to grow 10 per cent annually, Evgeniy Griva, Deputy Trade Representative of Russia to India said at the briefing.
