US energy major Occidental Petroleum (Oxy) is in advanced talks with the Omani government to extend its contract for Block 53 — home to the world-class Mukhaizna steamflood field — by 15 years to 2040, the company confirmed during its Q1 2025 earnings call.
The proposed extension is expected to unlock over 800 million barrels of additional resources across stacked pay formations, enhancing long-term cash flows while aligning with Oman Vision 2040 goals to maximise value from existing energy assets. Occidental noted that the revised terms will support both low-decline enhanced oil recovery and conventional production, ensuring capital efficiency and sustained output.
Occidental also reported a significant gas and condensate discovery in North Oman, with estimated in-place resources exceeding 250 million barrels of oil equivalent. Located near existing infrastructure, the field has already entered early production, alongside a second smaller discovery that was fast-tracked to commercialisation within just 13 weeks.
'These developments reflect our deep-rooted partnership with Oman and reaffirm our long-term commitment to supporting its energy strategy,' said CEO Vicki Hollub. She noted that recent efficiency gains have reduced drilling costs by 50 per cent in Block 53, while artificial lift enhancements cut workover costs per barrel by half.
The developments form part of Occidental's broader strategy to optimise its international portfolio, prioritising resilient, capital-efficient assets amid global market volatility.
With appraisal underway and final approval pending, the Block 53 expansion and new gas discovery are set to reinforce Oman's upstream sector as a key pillar of fiscal sustainability and energy security in the coming decade.

Listed insurers in the Gulf Cooperation Council (GCC) countries reported stable earnings of $1.2 billion (Dh4.4 billion) in the first half of 2025, despite a sharp decline in profit in Saudi Arabia that was mostly driven by motor losses and lower investment income. According to the GCC Performance Periodical by Insurance Monitor and Lux Actuaries and Consultants, Saudi insurers saw their profits decline by 40.3 per cent, with only six out of 25 recording higher earnings. The downturn in Saudi Arabia was driven by a sharp deterioration in motor underwriting performance, where the net combined ratio (NCR) surged to 106 per cent during H1 2025 from 91 per cent in H1 2024, coupled with lower investment returns amid equity market volatility. In contrast, data showed both the UAE and Oman rebounded with solid underwriting performance, following rate recalibrations in H2 2024 and a relatively benign claims environment in H1 2025. This translated into a reduction of 3.4 and 15.4 percentage points in NCRs, respectively. Of the 33 insurers across these two markets, only seven have reported lower profits, pointing to a broad-based underwriting recovery. Excluding Saudi Arabia, investment returns were generally healthy, averaging 2.9 per cent over six months, it said. 'This figure may be overstated, as some insurers do not separately disclose investment income derived from policyholder-linked investment contracts. Despite challenges in certain markets, top-line growth continued across the region, averaging 8.1 per cent with a significant majority of 76 listed insurers recording higher revenues in H1 2025,' according to the quarterly report by Insurance Monitor and Lux Actuaries and Consultants. It elaborated that growth has been driven by premium rate adjustments, mandatory insurance covers, overall economic expansion, and regional diversification led by the larger players. Kuwait, on the other hand, recorded a notable decline in revenue this year, particularly in the health segment, likely impacted by the regulator's termination of the Afya contract in September 2024.

Masdar consortium reaches financial close for $1.1bn Saudi solar project

The $1.1 billion Al Sadawi solar project in Saudi Arabia being developed by a consortium of UAE clean energy company Masdar, China's GD Power and Korea Electric Power Corporation (Kepco) has reached financial close. Eight regional and international lenders – Standard Chartered, Korea Eximbank, Abu Dhabi Commercial Bank, BNP Paribas, Abu Dhabi Islamic Bank, Bank of China, HSBC and Societe Generale – participated in the financing, which will cover a substantial part of the total project costs, Masdar said on Tuesday. The 2-gigawatt solar photovoltaic project is being developed under the kingdom's National Renewable Energy Programme (NREP), led by the Ministry of Energy. It is expected to begin generation at full capacity in early 2027, with commercial operation targeted for the same year. The announcement marks a "significant step in Saudi Arabia's clean energy journey, with Al Sadawi set to be one of the largest solar power projects in the world", said Mohamed Al Ramahi, chief executive at Masdar. 'Masdar is committed to supporting Saudi Arabia's clean energy objectives and this landmark project will add to our growing portfolio in the kingdom." The consortium was awarded the project in November. The kingdom is rapidly expanding its renewable power generation capacity to meet the rising demand of electricity in domestic commercial, industrial and residential sectors. Under the NREP, the country aim to boost its solar energy capacity to 40 gigawatts by 2030. Overall, Saudi Arabia aims to achieve an energy mix with 50 per cent renewables by the end of this decade. Last month, the kingdom also signed agreements worth more than 31 billion Saudi riyals ($8.3 billion) for seven renewable energy projects with an Acwa Power -led consortium to boost its green energy capacity. The deals cover five solar projects, including a 3-gigawatt Bisha project in Aseer, a 3-gigawatt development in Madinah, the Khulis Project in Makkah with a capacity of 2 gigawatts, and Afif 1 and Afif 2 in Riyadh, each with a 2-gigawatt capacity. The independent power-producer project at Al Sadawi, in Eastern Province, will be developed on a build, own and operate basis, with a 25-year power purchase agreement signed with the Saudi Power Procurement Company late last year, Masdar said. The UAE company, which opened an office in Riyadh in 2022, aims to expand its total capacity to at least 100 gigawatts of renewable energy by the end of the decade, from about 20 gigawatts. The company allocated more than $1.68 billion in green bond proceeds from 2023 and 2024 issuances to new solar, onshore and offshore wind, and energy storage projects as of the end of December, it said in a report this week. The funding is being used to develop clean energy across the UAE, Saudi Arabia, the US, Germany and the UK, as well as markets such as Uzbekistan, Azerbaijan and Serbia, Masdar said.
