No seatbelt, no excuse: JPJ to begin enforcement on new express, tour buses with RM300 fines from July 1
KOTA BARU, June 29 – Express and tour bus drivers and passengers must wear seatbelts from July 1, with enforcement initially targeting buses manufactured from January 2020 onwards, the Road Transport Department (JPJ) announced today.
JPJ director-general Datuk Aedy Fadly Ramli said older buses will be given time to retrofit seatbelts, while enforcement officers will ensure compliance starting Tuesday.
'Previously, we adopted an advocacy approach, but starting July 1, we will enforce it strictly,' he was quoted saying by New Straits Times.
'If drivers fail to remind passengers to wear their seatbelts, not only will passengers be fined, but the driver and the bus operating company will also be penalised.'
He explained that if the driver had given a reminder but passengers still refused to comply, only the passengers would be fined RM300 each.
Aedy said JPJ officers would use closed-circuit television (CCTV) recordings to determine if reminders were issued before departure.
He noted that discussions with bus operators had already taken place and guidelines had been issued to facilitate enforcement.
Drivers are responsible for ensuring all passengers fasten their seatbelts before starting the journey.
The JPJ chief stressed there would be no compromise on violations moving forward.
Calls for stricter laws came after 15 Universiti Pendidikan Sultan Idris (UPSI) students died when a bus carrying 42 passengers veered off the East-West Highway near Gerik on June 9.
A total of 48 individuals were involved in the incident, with 13 pronounced dead at the scene and two more succumbing to injuries in hospital.
A group of UPSI students involved in the fatal bus crash has since announced its plan to take legal action against the bus driver and the company operating the vehicle.

PETALING JAYA : The police are to soon take charge of the National Scam Response Centre, which will be beefed up with its 997 hotline open around the clock, home minister Saifuddin Nasution Ismail said. There had been 'certain operational shortcomings' under its current structure, he said, according to Bernama. The centre was set up in 2022 as a joint venture between the National Anti-Financial Crime Centre, the police, Malaysian Communications and Multimedia Commission, Bank Negara Malaysia, banks and telecommunications companies. 'Under the new structure, the police will directly receive scam reports, record the necessary details and notify the relevant banks immediately to freeze the victim's account. Efforts to recover stolen funds will follow promptly,' Saifuddin was quoted as saying. The police will now be supported by the other key agencies instead. He said the restructuring will also enable NSRC's 997 hotline to be operational 24 hours daily, with the centre to get more manpower to improve its response time. Saifuddin said the proposed improvements were approved by Prime Minister Anwar Ibrahim and will be executed soon. Anwar had said on Thursday that the centre's role would be expanded to cover all forms of cybercrime. The centre was set up in 2022 to deal with the growing number of cyber fraud cases in Malaysia, including phishing scams, Macau scams, malware attack scams, parcel scams and love scams. Last year, Anwar said in a parliamentary reply that Malaysians suffered the loss of RM1.22 billion to online scams from January to October 2024. He said the figure includes losses from various fraudulent schemes, such as telecommunications fraud, e-commerce scams, non-existent loans, love scams and fake investments.

Home Minister confirms no Malaysian involvement in Bangladeshi militant group, police dismantle extremist network
BERANG, June 29 — Home Minister Datuk Seri Saifuddin Nasution Ismail has confirmed that no Malaysians were recruited into a foreign militant network linked to Bangladeshi nationals, which was recently uncovered by authorities. He said investigations by the Royal Malaysia Police (PDRM) Special Branch revealed that the group, which aimed to spread extremist ideology rooted in Islamic State (IS) beliefs, involved only Bangladeshi nationals. 'Their activities were focused on violent extremism with the objective of toppling the government in their country of origin (Bangladesh),' he said. Saifuddin Nasution was speaking to reporters after launching the Kampung Angkat Madani and Sekolah Angkat Madani programmes under the People's Volunteer Corps (RELA) 2025 initiative at the Hulu Terengganu District Council Hall here. 'It is important to inform the public that our security forces are on high alert. If such activities are not addressed firmly, they could pose a serious threat to national security,' he added. Saifuddin Nasution had earlier revealed that police dismantled the foreign militant network with the arrest of 36 Bangladeshi nationals suspected of direct involvement in the radical movement. The arrests were made in a three-phase security operation in Selangor and Johor starting April 24. In another development, Saifuddin Nasution said the National Scam Response Centre (NSRC) will soon undergo restructuring to enhance its effectiveness, with the Royal Malaysia Police taking the lead, supported by other key agencies. 'Previously, four agencies, the police, Bank Negara, the Malaysian Communications and Multimedia Commission (MCMC) and others, shared oversight of the NSRC which led to certain operational shortcomings. Efforts to recover stolen funds will follow promptly,' he said. The restructuring will also see the NSRC's 997 hotline operate 24 hours a day, allowing victims to lodge reports at any time.
