Karnataka HC fines state Rs 2 lakh for snubbing para champion

BENGALURU: The Karnataka High Court said the state should have honoured, not hindered, the spirit of Vishwas K S, who achieved success in international para-swimming without arms.
The court also imposed a Rs 2 lakh fine on State Government to be paid by Sports and Youth Empowerment Department officials from their pocket, for denying the champion's rights.
'When a man without arms dives into pools and emerges not just victorious, but triumphant on the international stage, the state is expected to salute that spirit, not stifle his rights by red-tapism,' said the High Court.
Despite submitting representations in 2017 and 2023, no amount was given to him. He approached in the High Court in 2023, and Rs 4.74 lakh was paid after the notice was issued.
Stating that Rs 2 lakh cost is to be payable towards litigation expenses to Vishwas, who approached the court for not releasing Rs 1.26 lakh out of Rs 6 lakh awarded for winning medals, the court directed the state government to release payment of Rs 1.26 lakh to him. If the amount is not paid within two weeks, the petitioner is entitled to the costs of Rs 1,000 for every day's delay, till it reaches him.
'I deem it appropriate to observe that the focus must not be on bureaucratic technicalities, but on the living human spirit that triumphed against colossal odds. The Government's duty is not merely administrative; it has to be moral, constitutional and humane', said Justice M Nagaprasanna, who passed the order.
'It is nothing but a sad reflection on the functioning of the state's machinery. Such callous indifference, particularly towards a person with disability, calls for not just a correction, but censure. A state that prides itself on promoting sports and inclusivity cannot behave as a litigant, driven by obstinacy and pettiness. It is unfortunate that the state pampers only a few sports and leaves the other sportsmen in the lurch', the court observed.

Outsourcing employees question govt's sincerity amid rash of new appointments

Hyderabad: Outsourcing employees in various government departments are questioning the sincerity of the administration's stated aim to eliminate middlemen, as the recent appointment of thousands of new outsourcing staff has raised eyebrows. This comes even as many existing outsourcing employees face uncertain futures due to accumulating pending salaries and non-renewal of contracts. Employees are astonished by the government's dual approach of terminating some outsourcing services while simultaneously making new appointments in other departments. On July 19, as part of the establishment of the Irrigation and Command Area Development Department, the government granted permission to engage 2,494 various categories of services on an outsourcing basis, along with 61 housekeeping and security services, all through a third-party service provider. These employees will operate under the administrative control of the Department's Engineer-in-chief. As per the Government Order (GO) issued by Sandeep Kumar Sultania, Principal Secretary, these employees will be engaged for a period of one year, or until regular posts are filled, or until the actual need ceases, whichever occurs earlier. This decision has surprised many, particularly amidst the ongoing impact of salary delays affecting several employees in different departments and hundreds losing their jobs due to non-renewal of contracts this year. Outsourcing employees have questioned the necessity of continuing to engage these agencies, especially since the government had promised to constitute a dedicated corporation. 'We are losing close to Rs 5,000 per month as commission to these agencies. This is a clear case of exploitation. We hope Chief Minister A Revanth Reddy understands the grievance of the outsourcing employee,' emphasised employees. A significant protest was recently organised by outsourcing employees near Indira Park in Hyderabad, led by a Telangana JAC committee of outsourcing employees, demanding that the government resolve their issues. Their key demands include regularisation of services, scrapping the contract/outsourced employment system, proper pay scales and benefits, ex gratia for families of deceased employees, addressing agency exploitation, and the formation of a dedicated recruitment corporation. Earlier, the state government had formed a committee to review staffing across government bodies and offered hope for outsourced employees. The government is reportedly drafting proposals for a dedicated recruitment corporation to manage this ad-hoc staff. A Cabinet Sub-Committee is also studying the concerns raised by outsourcing employees, and the government has assured safeguarding their rights.

Bhatti cries foul over BJP's stance on TG caste survey

Hyderabad: Refuting the accusations of BJP State president N Ramchander Rao that the Telangana's caste survey was unscientific and flawed, the Deputy CM Mallu Bhatti Vikramarka reiterated that the survey was conducted adhering to scientific standards and with proper planning. Condemning the BJP's criticism, he called it disruptive politics aimed at obstructing positive social change. Deputy CM who was briefing to media on the recently conducted Socio-Economic Caste Survey by the State Government at Secretariat expressed his anguish after the Telangana BJP reportedly criticised the implementation of the survey. He elaborated on the chronology of events leading up to the survey, underlining the transparent scientific approach adopted by the government. He stated that the 'Telangana Model' of caste-based socio-economic data collection is now drawing nationwide attention and appreciation for its inclusive and data-driven methodology. Bhatti Vikramarka attributed the conceptual foundation of the survey to Congress leader Shri Rahul Gandhi. He said that it was Rahul Gandhi's idea to initiate such a survey in Telangana, and this has now had a ripple effect at the national level, prompting the Union Government to consider including caste-related data in the upcoming national census. The Deputy Chief Minister also informed the media that a high-level delegation, led by Chief Minister A Revanth Reddy and comprising key ministers including himself, will visit New Delhi on July 24. The delegation aims to brief the Congress central leadership on the modalities and execution of the caste survey in Telangana. In addition, the delegation will meet Members of Parliament across party lines to garner support for the proposed legislation that would enable the inclusion of caste data in the national census. The State Government is committed to championing the cause of social justice and equitable development through informed policymaking based on comprehensive data, he added.
