Man held for misuse of councillor's stamp to change Aadhaar records

Vadodara: A man was arrested by the Vadodara city police on Sunday for allegedly misusing the stamp of a municipal councillor to fraudulently change addresses in Aadhaar records.

The accused, Paresh Kelwani, runs a web solutions shop in the Warasia area. Police are investigating whether Kelwani has committed similar offences in the past and how many records were altered using the the councillor's stamp.
According to police, BJP councillor Hemisha Thakkar was recently informed by BJP worker Hardik Prajapati that her official stamp was being used on documents to facilitate Aadhaar address changes.
Prajapati learned of the misuse when he visited Kelwani's shop to update his address in Aadhaar records. When he told Kelwani that he lacked valid address proof, Kelwani allegedly offered to make the change using the councillor's stamp in exchange for Rs 950.
Prajapati immediately informed Thakkar, who discovered that the addresses of at least three individuals had been changed in Aadhaar records using her stamp.
She also stated that the stamp bore her former designation as chairperson of the recreational and cultural committee — a position she held around one and a half years ago.
Thakkar said that even her forged signature had been used for the fraudulent address changes. She reported the matter to her party leadership and subsequently lodged a complaint at the city police station.
Police have seized Kelwani's computer for further investigation. In recent months, Vadodara has seen a spike in cases involving forged documents — including fake birth certificates — being used to obtain Aadhaar cards.
Many such rackets were uncovered by officials of the Vadodara Municipal Corporation (VMC) during verification of Aadhaar applicants.

Speaking to the reporters, the Home Minister said, 'The government has the capability to handle everything. Adequate police personnel have been deployed for security. Instructions have been issued for all necessary measures.' Parameshwara also gave more details about the Anti-Narcotic Task Force (ANTF), formed to eradicate drugs in Bengaluru city. 'They function like a task force. They act based on wherever the information comes from. We have already given specific instructions to every Superintendent of Police,' said the minister. He also added that to make it even stronger, personnel from Anti-Naxal Force (ANF) have been transferred to ANTF. 'We have declared that there are no more Naxals in Karnataka. In that context, there was a discussion on disbanding the ANF. However, we decided to retain it and reduce the number of personnel. About 200 to 250 personnel were taken from ANF to the Special Action Force. We had taken them for Dakshina Kannada and Udupi districts. Now, since there was a staff shortage in Bengaluru, a few were taken from ANF. If there is a need again, we will redeploy personnel.' He also said the report of the statewide survey of Scheduled Castes (SC), overseen by Justice Nagamohan Das Commission, will be submitted to the Chief Minister on Monday. 'After that, the government will act based on the contents of the report. We undertook this with the intention of ensuring internal reservation, and we will implement it,' said the minister.

Bengaluru: The long-awaited final report on internal reservation among Scheduled Castes (SCs) in Karnataka has been submitted to Chief Minister Siddaramaiah by the commission headed by retired High Court judge H.N. Nagamohan Das. The voluminous report comprises 1,766 pages, including survey data, annexures, and six key recommendations. The commission conducted a state-wide survey between May 5 and July 6, 2025, covering 27,24,768 SC households and 1,07,01,982 individuals. The report aims to provide a comprehensive basis for intra-reservation within the SC community, as per constitutional and judicial guidelines. Speaking to reporters at Vidhana Soudha, CM Siddaramaiah confirmed receiving the report and stated that the cabinet will deliberate on its contents in the upcoming meeting on August 7. 'The report has been submitted today, but we have not reviewed its contents yet. It will be discussed in the cabinet meeting,' he said. Home Minister Dr. G. Parameshwara described the report as historic and noted that its implementation would be deliberated by the cabinet. Minister K.H. Muniyappa expressed confidence that the recommendations would be implemented, while Social Welfare Minister R.B. Thimmapur reiterated the government's commitment to act on the findings. Thimmapur also recalled that the commission was initially set up by former CM S.M. Krishna. He criticized the BJP for rejecting the Sadashiva Commission report and affirmed that the Congress government is determined to ensure justice through internal reservation. The Nagamohan Das Commission was constituted in January 2025 to study sub-categorization among SCs due to lack of accurate data. The interim report, submitted on March 27, 2025, led to cabinet approval for a detailed socio-educational survey. The commission's recommendations are based on educational backwardness, inadequate representation in government jobs, and social indicators. It aligns with Supreme Court directives that allow sub-categorization under Article 14 of the Constitution, provided no existing beneficiary is excluded. The cabinet's decision on the implementation is expected to shape the future of reservation policies for SC subgroups in the state.

Dera Sacha Sauda chief Gurmeet Ram Rahim Singh, currently serving a 20-year jail term for raping two of his disciples, was granted a 40-day parole by the Haryana Government and released from the Sunaria prison in Rohtak Tuesday morning. Singh left the Sunaria prison early morning, and will stay at his Dera's headquarters in Sirsa during the period of his release. He was released on a 21-day furlough in April last time. In January, he was released on a 30-day parole a week before the Delhi Assembly elections, and stayed at the Dera's headquarters in Sirsa. In earlier instances, when he was out of jail, he remained at the Dera's ashram in Uttar Pradesh's Baghpat. Paroles and furloughs given to him have often coincided with the elections in Haryana, Punjab, Delhi or Rajasthan. Several constituencies of these states, especially Haryana, are said to have a sizeable number of the Dera's followers. In August 2017, a Panchkula court found Singh guilty on two counts of rape and sentenced him to 20 years in prison. The court also ordered him to pay a fine of Rs. 15 lakh to each victim.
