
Waqf board case: Charges framed against AAP MLA
These appointments were allegedly made by the 'misuse and abuse' of the official positions of Khan and Alam.
In its order, the court said, 'Where there is strong suspicion, it is sufficient at this stage to indicate a conspiracy involving all these parties.'
The court added, 'The actions and omissions of these accused clearly show that they had a mutual understanding, either express or implied, to facilitate the illegal appointments (of Alam and 10 others) and this warrants the framing of conspiracy charges against all involved.'
The court referred to Section 101 of the Waqf Act, which says besides board members, any individual duly appointed to perform duties under the act be regarded as a public servant under the law.
'Accordingly, a strong suspicion does arise against all the 11 accused, and the facts do disclose prima facie sufficient material to frame charges against all of them,' the court said.
Charges were framed under Section 120 B (criminal conspiracy) of IPC read with 13(1)(d) and 13(2) of the Prevention of Corruption Act, against Amanatullah Khan for being involved in the conspiracy with Alam and nine others.
All the accused persons pleaded not guilty, following which the court posted the matter for August 21.
Procedures violated: CBI
According to the CBI, Khan, during his tenure as chairman of Delhi Waqf Board from 2016 to 2021, misused his position to make appointments in violation of established rules and procedures. Among these was appointment of Mahboob Alam as CEO of the board, the central agency submitted in its chargesheet.

A special court on Monday accepted the Central Bureau of Investigation's (CBI) closure report in a graft case against Aam Aadmi Party (AAP) leader Satyendar Jain in awarding a tender to a private company during his tenure as the Public Works Department Minister, noting that the Central Bureau of Investigation (CBI) probe 'found no illegal gains or wrongful loss to the government', thus proving there was no conspiracy or corruption. Responding to the development, AAP said in a statement, 'All the cases filed against AAP leaders are false. With time, the truth will come out in all cases.' The CBI launched an investigation based on a 2019 FIR by the Delhi government's Vigilance Department stating that Mr. Jain had approved the recruitment of a 17-member team of consultants for the PWD through outsourcing, thereby bypassing standard government recruitment procedures. 1 2 Pune: The court of additional sessions judge Sucheta Takalikar on July 31 convicted and sentenced a 34-year-old domestic LPG cylinder delivery agent to five years of rigorous imprisonment (RI) and fined him Rs3,000 for sexually assaulting a three-year-old girl at her residence in 2019. The court also sentenced the accused to one year of RI and fined him Rs2,000 on the charge of molesting the survivor. The accused will have to undergo additional imprisonment of one month and of 15 days if both fines, respectively, are not deposited. The sentences awarded to the accused will run concurrently. 3 govt officials booked for disproportionate assets
Lucknow: The Uttar Pradesh Vigilance Establishment has registered separate FIRs against three public servants for accumulating disproportionate assets beyond their known sources of income. In the first case, Shoaib Khan, a contractual computer operator posted at subdivision-I, power distribution division-II, Mirzapur, earned a total of Rs 8,91,053 during the inquiry period from all known and legal sources. However, his expenditure and property acquisitions during the same period totalled Rs 1,00,24,345, leading to an unexplained excess of Rs 91,33,292. In a separate probe, SDO of power distribution subdivision-I, Jangi Road, Mirzapur, Vipin Kumar, was found to have earned Rs 84,90,480 from legal sources during the assessment period while his expenditure amounted to Rs 1,35,36,226, showing an unexplained excess of Rs 50,45,746. The third case pertains to Ram Babu Sachan, former assistant engineer at the Ghaziabad Development Authority. Probe revealed that he earned Rs 33,67,664 during the inquiry period but spent RS 65,02,218, a discrepancy of Rs 31,34,554. In all three cases, the accused were unable to explain the disproportionate expenses following which FIRs were registered under the Prevention of Corruption Act, 1988 (as amended in 2018).
