Court closes graft case against Satyendar Jain after CBI finds ‘no illegal gains'
Responding to the development, AAP said in a statement, 'All the cases filed against AAP leaders are false. With time, the truth will come out in all cases.'
'No evidence'
Special Judge Dig Vinay Singh (Prevention of Corruption Act) said, 'When the CBI could not find any evidence of criminal conspiracy, abuse of power, pecuniary gain, or wrongful loss to the Exchequer, and the alleged acts are at most administrative irregularities, no offence under Section 13(1)(d) of the PC Act or criminal conspiracy is established.'
The CBI launched an investigation based on a 2019 FIR by the Delhi government's Vigilance Department stating that Mr. Jain had approved the recruitment of a 17-member team of consultants for the PWD through outsourcing, thereby bypassing standard government recruitment procedures.
No benefit: agency
However, in its closure report, the CBI stated that there was 'no pecuniary benefit' to the hired persons and the acts of the accused 'did not constitute fraudulent conduct'.
The report stated that the consultants were hired through a 'transparent process' and were examined by a 'broad-based committee', consisting of members from the Central Public Works Department, Delhi Metro Corporation and Housing and Urban Development Corporation. 'The qualifications of the selected candidates met general standards, many from reputed institutes, and some moved on to better jobs later,' the report added.
Citing the closure report, the court said that the hiring process was justified because the PWD faced a shortage of specialised employees in areas like urban planning and graphic design, where no sanctioned posts or recruitment rules existed, making direct recruitment unfeasible.
'Therefore, hiring through an outsourcing agency was an accepted, common practice,' the court noted.
'Political vendetta'
Leader of the Opposition in the Delhi Assembly Atishi termed the judgment a 'proof of the BJP's political vendetta'.
'Over 200 cases have been filed against AAP leaders since 2015, but none involve corruption. Every time these cases reach court, their baseless claims are exposed. The BJP has weaponised agencies to tarnish reputations without evidence, without foundation,' she said at a press conference.

‘Dilapidated condition' of Army towers: apartment owner approaches HC seeking CBI probe
A Division Bench of the Kerala High Court has issued notice to the Central government and the Central Bureau of Investigation (CBI) on a petition seeking a CBI probe into the alleged corruption that led to the 'dilapidated condition' of towers 'B' and 'C' of the Chander Kunj Army towers on Silver Sand Island in Vyttila. The notice was issued by a Bench of Justice A. Muhamed Mustaque and Justice Harisankar V. Menon. The petition demanding that the CBI register a first information report (FIR) under the Disaster Management Act, 2005, was filed by Ciby George, a retired Army officer and an occupant of an apartment. He thus challenged a Single Judge's order that had dismissed his prayer for a CBI probe. An apartment in the towers that were built by the Army Welfare Housing Organisation (AWHO) in 2018 and handed over to him the same year developed major structural defects, cracks, and leakages. Subsequent structural audits done by experts found serious irregularities and malpractices in their construction, testing, and repairs. Although a court of enquiry in 2023 by the Army found persons responsible for the structural failure of the structures, the inquiry proceedings were not shared with the petitioner, Mr. George said in the petition. Moreover, an expert report submitted by IIT Chennai also found deficiencies in their construction and repairs, following which the towers were termed unsafe for habitation. The Indian Institute of Science, Bengaluru, too, found them unsafe and recommended evacuation and demolition. The financial loss alone is to the tune of around ₹250 crore. But the Single Judge miserably failed in the application of mind and disposed of the petition in a mechanical manner, the petition said. It is the statutory duty of the authorities concerned to investigate and punish the individuals and agencies responsible for the present plight of the apartment towers, in a time-bound manner. With those who have destroyed the lifetime savings and peaceful life of the military personnel through malpractice and corruption roaming scot-free, a probe by the Central agency is needed, it said.

BJP not opposed to political quota to Muslims in education, jobs: Ramchander Rao
The BJP is not against Muslims and has no objection to providing them reservations in education and employment opportunities. However, granting political reservations to Muslims harms the Backward Classes (BCs) while the 4% reservation currently given to Muslims is also under legal scrutiny in courts, said Telangana BJP president N. Ramchander Rao on Thursday. 'We are only opposed to the 10% Muslim reservation that the Congress is proposing,' he said, and pointed out that in the last GHMC elections, 50 divisions were reserved for BCs, but MIM candidates — who are Muslims — won 35 of those seats. 'This was a grave injustice to the BC community,' he said, addressing cadre and leaders at several meetings during his ongoing Jangoan district tour. He demanded the Congress Government to pass the reservation bill in the Assembly and immediately issue a notification for local body elections, ensuring 42% reservation for BCs. Mr. Rao also criticised the Congress government's handling of the Musi River pollution, which he said has severely impacted farmers in Bhongir. He recalled that Mr. Revanth Reddy had promised to clean the river during his birthday visit to the Yadadri temple, but has since forgotten the commitment — a pattern he described as typical of the Congress. The BJP chief also accused the government of 'avoiding' handing over Kaleshwaram project and other scams of the BRS regime to the CBI. 'If Congress truly had integrity, they would revoke the GO that bans CBI entry—issued during the BRS regime. Then, the CBI could recover the misappropriated funds in the Kaleshwaram case and deposit them into the government treasury.
