The shock from New York City's recent mayoral primary wasn't just political; it was palpable within the luxury real estate world. Within hours of Zohran Mamdani's win, some Manhattan buyers were already shifting gears, reaching out to brokers in Florida to explore their options. 'The night that the primary election results started coming in, I received four different text messages from N.Y.C. clients as well as a call and an email,' Danny Hertzberg of The Jills Zeder Group in Miami tells Robb Report. 'The response was immediate.'

Mamdani, a 33-year-old democratic socialist, won on a platform that includes building 200,000 affordable homes, freezing rents on stabilized units, imposing a 2 percent millionaire's tax, and doubling the minimum wage. His proposals have energized progressives but raised concerns among parts of the real estate and investment sectors. While some investors and real estate professionals are trepidatious, supporters argue that his policies aim to address long-standing affordability challenges in New York City by increasing access to housing and strengthening tenant protections.

According to Hertzberg, the reaction hasn't just been noise. One client who had been under contract for a property in New York pulled out the day after the election and is now house-hunting in Miami, looking to move capital into what he sees as a more business-friendly and growth-oriented market.
That sentiment seems to be gaining some traction, with buyers motivated by a variety of factors. For some, it's about lifestyle—making a permanent move to a warmer, more relaxed setting with built-in tax advantages. For others, it's more strategic: a diversification play, or a temporary shift until the dust settles back in New York. 'So far it has been a 50/50 mix,' Hertzberg says.
And while Florida's growing appeal to wealthy home buyers has been consistent in recent years, what they are looking for in a Sunshine State home is shifting slightly. Instead of high-rise condos or transitional pieds-à-terre, New Yorkers are targeting some of Miami's most exclusive enclaves. The hottest communities? Indian Creek (a.k.a. the Billionaire Bunker), the Sunset Islands, and La Gorce Island. 'Guard-gated islands with new waterfront homes seem to be in the highest demand,' Hertzberg notes.
Developer Noam Ziv says the shift has been just as pronounced and even more intentional in Boca Raton. 'Most of our buyers and many of those who look at Glass House have a connection to the New York area,' he explains. 'The project was designed to attract New Yorkers, emphasizing privacy and a boutique feel. As for the recent events in New York, we have seen an immediate uptick in interest.'
Gary Feldman, founder of the Gary Feldman Group at Aspen Snowmass Sotheby's International Realty and a licensed associate at Sotheby's International Realty—Palm Beach, says that while the 'once-in-a-lifetime pandemic boom' has cooled, interest from New York and the Northeast remains steady. The mayoral primary hasn't yet triggered a mass migration, but he expects the election to have an effect. 'Real estate appreciation may have slowed but is still stronger than in any other area in Florida,' Feldman notes. 'Palm Beach and West Palm Beach are still experiencing strong buyer interest and a sense of a possible surge depending on what happens in the New York City mayoral election.'
Beyond politics and taxes, Feldman says South Florida has become a broader destination for opportunity. West Palm Beach is now dubbed 'Wall Street South' thanks to the arrival of more than 250 financial firms since 2020, from Goldman Sachs to Ken Griffin's Citadel. 'Major hospitals and universities are moving to the area too,' he adds. 'Other factors are the lower cost of living and overall quality of life.'
For high-net-worth buyers coming from urban markets, Feldman says 'turnkey' is the keyword. 'They want less maintenance and easy access to the ocean and Intracoastal, golf, and other outdoor sports, as well as proximity to shopping and restaurants.' Boca remains popular for its high-quality schools and slower pace, while the emerging Fort Lauderdale market offers relative value, and Miami continues to draw international buyers with deep pockets.
Of course, not everyone is packing up and heading south. Some New York–based clients see opportunity in staying put, especially if the local market softens in the months ahead. 'I've had those conversations,' Hertzberg says. 'If you have a long-term horizon, there may be an investment opportunity, but only if the price is fully discounted.'
Still, he cautions that increased rent controls could make a rent-and-hold strategy riskier than it looks on paper. That uncertainty is creating a kind of dual market moment, with Florida buzzing with optimism and opportunity, while parts of New York are seeing buyers take a beat, or in some cases, redirect their investments.
Right now, South Florida feels like it's heating up again, and there's definitely a sense of déjà vu in the air, with echoes of the pandemic-era rush from New York to Miami. But this time, it's not a public health crisis driving the shift—it's taxes, politics, and how people are thinking about their long-term investments. 'History repeats itself,' Hertzberg says. 'But no one expected another potential wave so soon.'

"There are four helicopters stationed across Miami-Dade that help with emergencies, like fighting brush fires, providing search and rescue at sea, and assisting ambulances," said William McAllister, President of the Miami-Dade Firefighters Union. "These helicopters are a county asset, but if the costs are shifted to Miami Dade Fire Rescue, it will disproportionately impact the people living in unincorporated areas, forcing them to cover the cost for the entire county." The union has raised concerns about how this cost-shifting could reduce the resources available to firefighters on the ground. According to McAllister's statements, if the fire department is expected to pay for the helicopters, there could be fewer firefighters on the streets and fewer trucks available to respond to emergencies. In 2020, Miami Dade Fire Rescue replaced its aging fleet of helicopters with four new units, borrowing $70 million to repay over 20 years. The county had previously agreed to contribute to the payment of these costs, but now, that funding could be redirected elsewhere to offset the county's budget deficit. "Out of the $28 million, $4-5 million goes toward the debt service for the helicopters," said McAllister. "The rest of the money covers operational costs for these air units, which serve the entire county." CBS News Miami reached out to Mayor Daniella Levine Cava for comment, and while the mayor was unavailable, a statement was provided. The statement read: "Public safety, including fire rescue, remains my top priority as Mayor. Regarding the air rescue fund, these costs were moved to the fire budget in the current fiscal year (24-25). It is important to stress that this change had no impact on vital fire rescue services or public safety, and the proposed budget for the coming fiscal year continues to increase funding for Miami Dade Fire Rescue as we have done every year." The dispute has also caught the attention of other municipalities that benefit from the helicopter services. Fire departments from surrounding cities have sent a letter in support of the Miami Dade Fire Union's position, arguing that air rescue services are a county-wide benefit and should not be solely funded by one subset of the population. The union and the mayor's office are now in discussions, with firefighters hoping to reach a resolution that avoids the need for legal action. Firefighters told CBS News Miami that they are hoping to sit down with Mayor Levine Cava and find a solution that doesn't end up in court. This ongoing budget debate continues to raise questions about how Miami Dade County will allocate its resources, and whether the funding of critical emergency services like air rescue should be shared by all or should fall disproportionately on certain residents. The lawsuit said that migrants often sleep on the concrete floor or sitting upright, lack access to legal counsel and are subjected to a 'horrific stench' emanating from toilets next to where they sleep. A video recorded by a migrant who sneaked in a cellphone last month appeared to confirm some of those complaints, as has recent reporting by The New York Times. The lawsuit was filed in Manhattan federal court by Sergio Alberto Barco Mercado, a Peruvian immigrant who entered the United States in July 2022 and lives in New Jersey. He was arrested by ICE on Friday as he was leaving a routine appearance in immigration court, where he was facing deportation proceedings and applying for asylum after being charged with entering the country unlawfully. Mr. Barco Mercado, a father of two, including a 3-month-old, is being held at 26 Federal Plaza, where the lawsuit said dozens of people were often crammed into a space that was just 215 square feet. More than a month after Florida opened "Alligator Alcatraz" in the Everglades, the state and ICE signed an updated agreement spelling out how state corrections officials should handle federal immigration detainees at non-correctional facilities. The addendum signed this week updated a 2020 agreement between the Florida Department of Corrections and U.S. Immigration and Customs Enforcement that had explained how to handle federal immigration detainees at correctional facilities, but not at places like this new detention center. The update was made public Thursday in court papers in response to a civil rights lawsuit claiming that "Alligator Alcatraz" detainees have been unable to meet with attorneys or get access to immigration courts. Attorney Nick Meros, representing the state of Florida, referred questions about the addendum's belated timing to state officials. A spokesperson for the Florida Department of Corrections didn't respond to an emailed inquiry. U.S. District Judge Rodolfo Ruiz in Miami had ordered federal and state officials to produce agreements showing which government agency or private contractor has legal authority to detain people or perform immigration officer roles at the facility, which was hastily constructed on an airstrip in the wilderness to hold up to 3,000 detainees in temporary tent structures. Another federal judge in a separate lawsuit in Miami on Thursday ordered a two-week halt to more construction at the site as she considers whether it violates environmental laws. According to the addendum, the Florida corrections agency must provide ICE with the names and bios of all people who have authority over the detainees, and the federal agency can veto anyone it deems inappropriate. ICE provides oversight and can demand that a detainee be returned to its physical custody, according to the addendum. ICE has similar agreements with other Florida agencies, most signed earlier this year, but the Department of Corrections has been the lead state agency for the Everglades detention center, according to June emails between state emergency officials and a local emergency director that were obtained by The Associated Press. In another court filing on Thursday, the state of Florida disputed that detainees' attorneys have been unable to meet with their clients. Since July 15, when video-conferencing started, the state has granted every request for a detainee to meet with an attorney, and in-person meetings started July 28, it said. The first detainees arrived at the beginning of July.
