Kanpur to get state's first Footwear Park: UPSIDA

Indian Express14-05-2025

THE UTTAR Pradesh State Industrial Development Authority (UPSIDA) is developing the state's 'first dedicated Footwear Park' on 131.69 acres in Kanpur, officials said in a statement on Wednesday.
The project aims at providing opportunities for micro, small and medium enterprises (MSMEs). The park is envisioned as a hub for manufacturing a wide range of products, including uniform, sports, casual, moccasins, ballerinas, sandals, PVC footwear and finished leather goods, the statement said.
UPSIDA is promoting the 'plug-and-play' industrial model at the park, ensuring that essential infrastructure such as electricity, water, sewerage and ready-to-use factory sheds are in place. This model allows entrepreneurs to begin operations with minimal cost and reduced setup time, it said.
The park will also feature a Common Facility Centre, offering shared amenities such as laboratories, design studios, packaging units, and training centres. These facilities are expected to enhance production efficiency, improve product quality and boost the global competitiveness of local industries, said the statement.
The entire application process has been entirely digital through the Nivesh Mitra Portal, ensuring greater transparency and ease for investors.
UPSIDA Chief Executive Officer Mayur Maheshwari stated, 'The proposed Footwear Park in Kanpur will strengthen local industries and create employment opportunities for thousands of youth. Under the MSME Policy 2022, incentives will empower entrepreneurs to become self-reliant and play a vital role in advancing Uttar Pradesh towards its goal of becoming a trillion-dollar economy.'
UPSIDA organised 'Udyami Samadhan Diwas 2025' — a platform dedicated to addressing the concerns of industrial entrepreneurs.
Nand Gopal 'Nandi', Minister for Industrial Development, Export Promotion, NRI and Investment Promotion, attended the event as the Chief Guest. Senior government officials and prominent industry representatives also participated in the event.
The event was dedicated to the entrepreneurs operating in the industrial areas under the Kanpur division. Digital inauguration of UPSIDA's Footwear Park was done at the event.

Kanpur to get U.P's first footwear park

The Uttar Pradesh State Industrial Development Authority (UPSIDA) is setting up the state's first dedicated footwear park in Ramaipur, Kanpur, covering 131.69 acres. Aimed at supporting Micro, Small and Medium Enterprises (MSMEs), the ₹80 crore project will provide integrated infrastructure under a Plug & Play model. In the first phase, 75 industrial plots have been planned, of which 26 plots are now available for allotment through the state's single-window portal, Nivesh Mitra. The allotment rate is set at ₹4,600 per square metre, officials informed on Saturday. UPSIDA CEO Mayur Maheshwari said, 'The proposed footwear park in Kanpur will not only boost regional industrial development but also generate thousands of employment opportunities.' As part of the application process, investors are required to deposit 5% of the land cost at the time of submission. An additional 20% is to be paid within 60 days of the allotment letter. The remaining 75% of the land cost can be paid in equal instalments over three years, with an annual interest rate of 10%. To encourage early investment, UPSIDA is offering a 2% rebate on land costs for those who complete full payment within 60 days. Anchor units investing in the park are also eligible for a 10% special rebate, officials said. The industrial park will follow a Plug & Play model, offering plots equipped with essential infrastructure such as electricity, water, and roads. This will enable investors to begin production at a faster pace while reducing setup time and operational delays.

Nodal officers to monitor CSR-funded public schools; ‘diversion' of corporate funds flagged

The State government has appointed nodal officers to coordinate and expedite the construction of CSR-funded Karnataka Public Schools (KPSs), following a review of the progress of the schools and their funding. Commissioner for Industrial Development Gunjan Krishna has been appointed as the coordinating officer, and Karnataka State Industrial Infrastructure Development Corporation managing director Khushboo G. Chowdhary has been appointed as the CEO. The two officers will work with various corporates to mobilise CSR funds for the KPSs. Slow progress The decision to appoint nodal officers was taken in view of the slow progress in setting up 2,000 KPSs in the State. Earlier, Deputy Chief Minister D.K. Shivakumar expressed unhappiness over slow progress in the construction of KPSs in the State and diversion of funds to NGOs in other States. He pulled up the Deputy Commissioners and zilla panchayat CEOs during a meeting to review the progress of KPSs. 'CSR funds to the tune of ₹8,000 crore are available in the State. We had given clear instructions two years ago that CSR funds of corporates must be used to build KPSs. It has come to our notice that some corporates from the State are allocating CSR funds to some NGOs in other States and taking back 50% of that amount in cash. This is resulting in a loss for the State. It is our responsibility to use it for building the schools here,' he said. 'Branding' schools 'The corporates need not give the government any funds, they can build a school and hand it over to the government. The government can even provide land and building designs. The corporates can even brand the schools in their name,' he said. 'We are building 13 CSR KPSs in my constituency, and each of these schools costs anywhere between ₹9 crore and ₹12 crore. The work on the schools is progressing well only in some regions, while there is negligence in other regions,' he said. Mr. Shivakumar urged the district administration to write letters to corporates in their districts and hold a meeting to discuss the construction of schools using their CSR funds. 'Set a target to build one model public school in every taluk and based on that feedback, set a target to build one school for three gram panchayats,' he told the Deputy Commissioners and zilla panchayat CEOs. 'I have instructed the Bengaluru Deputy Commissioner and zilla panchayat CEO to call a meeting of all corporates in their jurisdiction and discuss the allocation of CSR funds. Similarly, district administrations must hold meetings with corporates,' he said, adding that he would take regular progress reports from now on.
