
The corporate tax-break spree meets federal austerity. Here's what states should do.
In 2022, the U.S. set an all-time record for individual factories receiving state and local subsidies of more than $1 billion each. That year, eight factories were given an average of $2 billion each.
Engorged by five federal stimulus bills totaling $6.5 trillion, states and localities squandered some of their COVID-19 windfalls, enacting or expanding subsidies to industries such as data centers and movie production that are guaranteed economic losers.
Others lavished subsidies on factories already gold-plated by Uncle Sam, such as electric-veh i cle battery plants in Tennessee, Kansas and Georgia, and microchip fabrication facilities in Ohio, New York and Texas.
More states have enacted sales and use tax exemptions for d a ta centers, the capital-intensive server farms that threaten to drive up consumer electricity prices while creating very few permanent jobs. States such as Virginia and Texas are already losing $1 billion per year that way. In some states, data centers get local property tax abatements as well. Amazon Web Services has received two such awards totaling more than $5 billion.
States such as Illinois have enacted new incentive programs by which workers will effectively pay their personal state income taxes to their employers — terrible policy that fuels structural deficits.
Some states have enacted 'lard on' giveaways on top of the federal opportunity zone program — trickle-down economics by census tract.
But now comes a winter of austerity. Trump and the Republican Congress are implementing deep cuts to scores of federal programs for education, job creation, small businesses, affordable housing, infrastructure, agriculture and workforce training.
The full damage of the fiscal 2026 federal budget is not yet apparent, but state and local leaders will be forced to protect public services by taking a cold, hard look at all the ill-advised tax breaks they have on their books.
Thanks to a new reporting rule, taxpayers will be able to help politicians find the money. The Governmental Accounting Standards Board's Statement No. 77 on Tax Abatement Disclosures requires most states and local governments, including independent school districts, to report each year how much revenue they lose to such tax-break programs.
With seven years of abatement-loss data visible now, we can see some big losers and scary trends. Among those most harmed will be urban school districts; places with a lot of data centers; states such as Michigan that are still paying out tax credits for programs they long ago discontinued; and states such as Georgia, with its uncapped television and film production giveaway.
But these places also have the most to gain from reform. Here is what to save and what to fix.
Do sustain investments that benefit the most employers, such as infrastructure, K-14, workforce development and small business development.
Don't subsidize industries that don't need aid, especially those that cost far more in tax revenue than they generate. Topping that list are data centers and television and film production.
Never enact — in fact, repeal — any incentive that effectively means workers pay their state personal income taxes to their employers.
Repeal any 'lard on' tax break you may have enacted on opportunity zones, and decouple your state income tax code from the federal definition of adjusted gross income to protect your revenue from the opportunity zones' capital gains exclusions.
Amend your state enabling legislation for property tax abatements and tax increment financing to take the school share of the property tax off the table.
For every other affected taxing body (such as transit agencies or fire districts), give them full autonomous control over their share of the property taxes (or other revenues) that might be abated or TIF-diverted.
These safeguards will help the U.S. economy weather the coming federal austerity. Plus, they will reduce the risk inherent in economic development spending by curbing the 'too many eggs in too few baskets' problem of mega-deals.

Zelenskyy to meet with UK's Starmer as Europe braces for Trump-Putin summit
British Prime Minister Keir Starmer is expected to welcome Ukrainian President Volodymyr Zelenskyy in London Thursday morning, the latest meeting between the Ukrainian leader and the head of a European country as the continent braces for a critical U.S.-Russia summit in Alaska on Friday. Zelenskyy's trip to the British capital comes a day after he took part in virtual meetings from Berlin with U.S. President Donald Trump and the leaders of several European countries. Those leaders said Trump had assured them he would make a priority of trying to achieve a ceasefire in Ukraine when he meets with Russian President Vladimir Putin on Friday in Anchorage. Both Zelenskyy and the Europeans have worried the bilateral U.S.-Russia summit would leave them and their interests sidelined, and that any conclusions reached could favor Moscow and leave Ukraine and Europe's future security in jeopardy with Russia's full-scale invasion of Ukraine now in its fourth year. Yet some of those leaders, like German Chancellor Friedrich Merz and French President Emmanuel Macron, praised Wednesday's video conference with Trump as constructive. Speaking after the meetings to reporters, Trump warned of 'very severe consequences' for Russia if Putin does not agree to stop the war against Ukraine after their Friday meeting. Territorial integrity Starmer on Wednesday said the Alaska summit would be 'hugely important,' and could be a 'viable' path to a ceasefire in Ukraine. But he also alluded to European concerns that Trump may strike a deal that forces Ukraine to cede territory to Russia, and warned that Western allies must be prepared to step up pressure on Russia if necessary. During a call Wednesday among leaders of countries involved in the 'coalition of the willing' — those who are prepared to help police any future peace agreement between Moscow and Kyiv — Starmer stressed that any deal reached on bringing the fighting to an end must protect the 'territorial integrity' of Ukraine. 'International borders cannot be, and must not be changed by force, and again that's a long-standing principle of this group,'' he said. 'And alongside that, any talk about borders, diplomacy, ceasefire has to sit alongside a robust and credible security guarantee to ensure that any peace, if there is peace, is lasting peace and Ukraine can defend its territorial integrity as part of any deal.' Some Ukrainians skeptical With another high-level meeting on their country's future on the horizon, some Ukrainians expressed skepticism that any breakthroughs would be achieved during Friday's U.S.-Russia summit. Oleksandra Kozlova, 39, a department head at a digital agency in Kyiv, told The Associated Press on Wednesday that she believes Ukrainians 'have already lost hope' that meaningful progress can be made on ending the 3 1/2-year-old war. 'I don't think this round will be decisive,' she said. 'There have already been enough meetings and negotiations promising us, ordinary people, that something will be resolved, that things will get better, that the war will end. Unfortunately, this has not happened, so personally I don't see any changes coming.' Anton Vyshniak, a car salesman in Kyiv, said Ukraine's priority now should be saving the lives of its military servicepeople, even at the expense of making territorial concessions. 'At the moment, the most important thing is to preserve the lives of male and female military personnel. After all, there are not many human resources left,' he said. Russia and Ukraine trade strikes Russian strikes in Ukraine's Sumy region overnight Wednesday resulted in numerous injuries, Ukrainian regional officials said. A missile strike on a village in the Seredyna-Budska community injured a 7-year-old girl and a 27-year-old man, according to regional governor Oleh Hryhorov. The girl was hospitalized in stable condition. In the southern Kherson region, Russian artillery fire struck the village of Molodizhne on Thursday morning, injuring a 16-year-old boy, regional governor Oleksandr Prokudin said. The teenager suffered an explosive injury, shrapnel wounds to his arms and legs and an acute stress reaction. He was hospitalized in moderate condition, Prokudin said. In Russia, an oil refinery in the Volgograd region caught fire after a Ukrainian drone attack overnight, according to local governor Andrei Bocharov. The refinery, one of the biggest producers of petroleum products in southern Russia, has been a frequent target of drone attacks, according to Russian independent news site Meduza. Overall, Russia's Defense Ministry reported destroying 44 Ukrainian drones over Russian regions and the annexed Crimea overnight. In Belgorod, the biggest city in the namesake region on the border with Ukraine, three civilians were injured in a Ukrainian drone attack, Gov. Vyacheslav Gladkov said, adding that a government building was hit by the attack.

Violent crime in border cities fell below national rate in 2024
Several U.S. border communities saw violent crime drop below the national average in 2024, as nationwide rates fell to 20-year lows, according to new FBI data analyzed by Axios. Why it matters: The findings from last year run counter to claims by President Trump and GOP leaders, who painted border towns as crime hotspots because of newly arrived immigrants. The big picture: Eleven border cities examined annually by Axios — Brownsville, McAllen, Laredo, Eagle Pass, Del Rio and El Paso in Texas; Sunland Park in New Mexico; Nogales and Yuma in Arizona; and Calexico and San Diego in California — had an average violent crime rate of 356.5 per 100,000 residents. That was a sizable drop from 2023 and was slightly below the national average of 359.1 violent crimes per 100,000 residents last year, FBI numbers show. Between the lines: The 11 border communities, all of them majority-Latino, had a homicide rate of 2.5 per 100,000 residents — half of the national average of 5 per 100,000. Four of the border cities — Del Rio, Eagle Pass, Sunland Park and Nogales — reported no homicides in 2024, the data show. El Paso and Yuma had the highest homicide rate among the border communities with 2.9 per 100,000, still well below the national average. The intrigue: McAllen — located across the Rio Grande from Reynosa, Mexico, one of the most dangerous places in the Americas — had one of the lowest violent crime rates on the border. Zoom out: The border communities had low crime rates before Trump took office, boosted border security and canceled millions of dollars in federal money for crime prevention programs. Early numbers for 2025 indicate that overall violent crime in the border cities is continuing to drop, as Trump's lockdown of the border has greatly reduced illegal crossings. Yes, but: Local officials fear that could change if the administration pulls back on anti-crime grants amid fights over immigration enforcement. The Trump administration is threatening to withhold millions of dollars in law enforcement grants unless cities agree to work with federal immigration officials on mass deportations. El Paso has been an exception this year, experiencing a 42% jump in homicides in the first half of 2025, according to the Major Cities Chiefs Association (MCCA). The intrigue: Some border cities, such as Laredo and Sunland Park, are dispatching AI-enhanced drones to help fight crime amid officer shortages. Flashback: Throughout the 2024 presidential campaign, Trump repeated false claims that migrants from Latin America, Africa and the Middle East were responsible for jumps in violent crime, despite studies showing violent crime was dropping.
