No plans to scrap Mobile Phone Data initiative, says Fahmi
Communication Minister Datuk Fahmi Fadzil also said the MPD was in line with the Cabinet decision, as well as local legislations and international standards.
'At the same time, all necessary safety measures have been implemented in the MPD initiative.
'The government is also always open to improving security mechanisms and it is also monitoring it from time to time to ensure public confidence,' said the Communications Ministry in a statement on Wednesday (July 30).
Fahmi was responding to a question by Datuk Mohd Suhaimi Abdullah, who asked if the ministry would cancel the MPD initiative.
Fahmi said the MPD initiative does not involve any personally identifiable information (PII) and data provided by mobile network operators (MNO) was not classified as personal information under the Personal Data Protection Act 2010.
Fahmi also said the Malaysian Communications and Multimedia Commission (MCMC), the Statistics Department and MNOs held a media briefing on June 9, where an explanation was given.
'The MCMC is aware of public concerns regarding the privacy risks that may arise from the MPD initiative.
'But, the data given by MNOs are in the form of output statistics that are aggregated and it is not individual.
'The statistics are generated from internal processing by MNOs in a safe environment before it is shared with the MCMC,' said Fahmi.
Fahmi also said the benefits of the MPD were its ability to provide more accurate information that is granular and near real-time, in line with a data approach and the government's digital transformation agenda.
'The MPD initiative will be used to support policy planning and making in two main sectors - telecommunications and tourism, including a focal point in Langkawi, in line with the original mandate of this initiative,' added Fahmi.
Early last month, the MCMC said MNOs are only required to provide eight types of data in the MPD collection initiative.
No personally identifiable information, such as IC number, name or phone number, is collected.
Among the data collected under the MPD initiative were mobile station international subscriber directory numbers (MSISDNs), unique ID, and the longitude and latitude data of telco providers.

Penang plans new tuna port to boost landings
BUTTERWORTH: Penang plans to build a new tuna and deep-sea fishing port in the state, which meets international standards, to increase tuna landings. State agrotechnology, food security and cooperative development committee chairman, Fahmi Zainol said the government has identified an area in Bagan Ajam for the new tuna port and discussions are already underway. "The state has earmarked land in Bagan Ajam for the development of the new port, with an estimated development budget of RM150mil to RM300mil. We are currently in talks with several investors for funding," he said. He added that, based on the timeline, the port could be completed within one-and-a-half to two years, pending technical approval from the district land office and other relevant agencies, as well as private sector allocation. "We hope the new port can revive the glory days of Penang's tuna industry, much like the 1990s," he said on Sunday (Aug 10). Fahmi highlighted several benefits of the new port, including its exclusive focus on tuna fishing, meaning tuna vessels will not have to compete for docking space with commercial ships. The port will also offer lower charges, as it will not operate on a commercial basis. Regarding competition, he said that tuna ships would not need to compete for docking space because the new port would be dedicated solely to tuna landings. It is expected to attract foreign tuna ships due to its user-friendly facilities. The new port will meet European Union (EU) standards and will include special facilities tailored specifically for tuna fishing, unlike existing ports, which offer general facilities and lack focus on tuna landings. "According to preliminary data from the Malaysian Fisheries Department, the total tuna landings in Penang last year were 431,000kg, valued at RM7.758mil. The main landing point is currently the Butterworth deep-water wharf," Fahmi said. He also noted that Malaysian vessels had landed tuna in Mauritius last year, with a total of 4,295,758kg of tuna, including 3,749,478kg from local vessels. So far this year, the total tuna landings in Penang, including foreign vessels, have reached 1,445,120kg, with an estimated value of RM26mil. Fahmi believes that with the dedicated tuna port in Bagan Ajam, tuna landings could increase by 30 to 50 per cent within five years of its operation. He also envisions Penang becoming a tuna processing hub, where foreign vessels can land their catch for processing before exporting it to Taiwan or Japan. - Bernama

DAP vice-chairman challenges opposition to table no-confidence motion
KUALA LUMPUR: DAP vice-chairman Syahredzan Johan has accused the opposition of stirring up talk of a no-confidence vote against Prime Minister Datuk Seri Anwar Ibrahim, despite the motion having yet to be tabled in the Dewan Rakyat. The Bangi member of parliament, in a Facebook post, challenged the opposition to table the motion in the Dewan Rakyat without further excuses, to prove they are not merely engaging in empty talk. He said the opposition's current approach of only voicing the call for a no-confidence vote outside the Dewan Rakyat clearly reflects their lack of courage and shows they are speaking only to appease their supporters. "Table the motion, don't just talk big. The people are tired of it. It has been weeks since the opposition's rally, with claims that they would table the motion. "Until now, nothing has happened. Various excuses have been put forward. "It is clear that they do not have the courage or the numbers, and are only speaking to satisfy their supporters who are losing faith in the opposition leadership," he said. He was commenting on Pas information chief Ahmad Fadhli Shaari's call for the government to allow a secret ballot to test the Prime Minister's actual support in the Dewan Rakyat. Previously, Perikatan Nasional (PN) had hinted at submitting a motion of no confidence against the Prime Minister. However, last week, opposition leader Datuk Seri Hamzah Zainudin stated that PN had yet to decide on whether to proceed with the no-confidence motion. Hamzah reportedly said that whether or not the opposition would table the motion depended solely on the decision of the Parliamentary Rights and Privileges Committee. PN chief whip Datuk Seri Takiyuddin Hassan had submitted a motion to Dewan Rakyat Speaker Tan Sri Johari Abdul to refer Anwar to the Parliamentary Rights and Privileges Committee over his remarks on Tun Dr Mahathir Mohamad and the Pulau Batu Puteh issue. At the same time, Syahredzan also questioned Fadhli's request for the no-confidence vote to be conducted in secret when the motion itself had yet to be tabled in the Dewan Rakyat. He said his side also questioned the relevance of linking the two motions — the no-confidence vote and the Pulau Batu Puteh issue — which he viewed as unrelated. "Previously, the opposition leader said the no-confidence motion would depend on another motion unrelated to it. "Now YB Fadhli is challenging the government to allow a secret no-confidence vote against the Prime Minister? If the opposition hasn't even tabled the motion, how can we determine whether the vote will be secret or not?" he said.
