City considering bylaw against leaving animals in hot vehicles
Councillors want to crack down on Londoners who leave their pets inside hot vehicles. A motion by Coun. Skylar Franke and Coun. David Ferreira aims to curb the alarming number of emergency calls made to the London Police Service (LPS) and animal control officers to rescue animals locked inside vehicles. According to Franke, there were 114 calls to police in 2024 for pets locked in vehicles, and 60 calls by mid-July this year. 'If we are sending members of LPS or the animal control [officers], that we are able to recoup those costs,' she told the Community and Protective Services (CAPS) Committee. 'But without some sort of bylaw we are not able to charge a penalty.' 'People understand that it's wrong to leave an animal in a hot car, and yet they do it and they justify it. There have to be repercussions,' said Coun. Sam Trosow. A letter from the Humane Society London and Middlesex warns, 'Each summer, we are confronted with heartbreaking reminders that even a few short minutes inside a parked car in the heat can be fatal to an animal.' It adds, 'A cracked window or shaded parking spot offers little to no protection against the rapid increase in a car's interior temperature.' If approved by council next week, the motion would direct staff to develop recommendations that will protect animals left unattended in a motor vehicle including but not limited to amendments to existing or a new bylaw next spring (Q2 2026). 'Even though we do have provincial regulations with respect to that, there needs to be more teeth,' Ferreira explained after the meeting. 'Also, there were some good comments made here at committee about how long it takes a provincial representative to get (to London).'

London might loosen overnight street parking ban this winter
London city officials are considering loosening the rules for overnight street parking, potentially in time for this winter. A political push is underway at city hall to further ease overnight parking rules on residential streets. On Monday, the Community and Protective Services (CAPS) Committee expanded on a motion by Coun. Jerry Pribil to review the current rules that permit overnight residential street parking between April 30 and Nov. 1. During the winter months, parking is prohibited between 3 a.m. and 5 a.m. to allow efficient snow clearing. Weather permitting, each license plate is entitled to 15 exemptions (parking passes) every year. Pribil's motion would direct staff to review the rules in other municipalities, including the rationale for the seasonal duration in London. 'Revisit the option of shortening [the ban] and to include consideration of a specific time, November 15 to March 31,' he asked colleagues on the CAPS Committee. Mayor Josh Morgan joined the meeting and suggested the review also consider lifting the limit of 15 overnight passes— but maintain the ban when roads require snow plowing. Deputy Mayor Shawn Lewis agreed, 'By and large, most landowners do not use their full 15 days. But it is something where some folks do hit it, and I suspect it's becoming an increasingly common feature as we see these multi-generational families, young adults staying at home longer, [and] renters moving into basement units.' Coun. Corrine Rahman cited a pilot project underway in St. Thomas that permits parking on the driveway skirt between the sidewalk and road. She suggested on winter nights when snowplowing is required, drivers could be permitted to park on the skirt of their driveway. 'With multi-generational homes, smaller housing units and parking densities removed, this is an opportunity for people to be able to resolve some of the parking challenges [and] not face tickets during the winter months when there are restrictions,' she added. If council endorses the amended motion next week, staff would conduct the review and bring forward a report for the CAPS Committee meeting on Sept. 29.

Musk's Tesla applies for license to supply electricity to British homes
Elon Musk's Tesla has applied to the British energy regulator for a license to supply electricity to households in the United Kingdom. If approved, it would enable Tesla to compete with a host of big energy firms that currently supply the vital utility to properties across England, Wales and Scotland. The application to UK energy regulator Ofgem was lodged at the end of last month by Tesla Energy Ventures Limited, which is based in Manchester. The official document was signed off by Andrew Payne, who is cited as the company's director. His LinkedIn page shows him as listed as head of energy for the EMEA region of Tesla. As well as being the world's most recognized maker of electric cars, Tesla has a business supplying battery storage and solar energy. Last year, the firm saw its revenue from the sale of solar cells, batteries and other energy products nearly double, rising $1.5 billion or 93% compared to a year earlier. Musk, one of the world's richest people, was last week awarded a $29 billion pay package from the firm. Tesla, of which he is the CEO, already supplies electricity to residential properties in Texas. The application comes at a time when the firm's main business – car sales – is on the decline. Tesla's (TSLA) auto revenue fell 16% from April to June and overall revenue was down 12%, according to its earnings report. Sales of its best-selling Model Y and Model 3 fell 12% compared with a year ago, while sales of its more expensive models, including the Cybertruck, plunged 52%. Sales of new Teslas fell by 60% in July in the UK compared to a year ago, according to the Society of Motor Manufactures and Traders (SMMT). Meanwhile, yearly sales dropped by 22% across Europe, according to June figures from the European Automobile Manufacturers' Association. The significant drop in sales, not only in the US but around the world, are widely perceived to have been a backlash to Musk's political activities, as well as the growing competition from other electric vehicle makers, most notably from China. Back in 2023 Tesla advertised on LinkedIn for a head of operations to run Tesla Electric in the UK. The listing said that Tesla was venturing into electricity to 'accelerate the transition to sustainable energy.' It said: 'We believe strongly that simplifying and improving the customer experience around retail electricity and virtual power plants is necessary to drive significant adoption amongst consumers. Delivering a seamless, simple customer experience will ensure that small scale residential flexibility can be fully utilized to support the transition of the entire electricity grid to 100% renewables.'
